WORK SESSION
FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, JANUARY 25, 2023
5:30 P.M.

ATTENDEES
Board of Supervisors:Charles S. DeHaven, Jr., Chairman; Blaine P. Dunn,Vice Chairman;
Robert W. Wells; Judith McCann-Slaughter; and Shawn L. Graber were present. Josh E. Ludwig
participated remotely. The Gainesboro District seat is currently vacant.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer;
Cheryl Shiffler, Finance Director; Bill Orndoff, Treasurer; Seth Thatcher, Commissioner of the
Revenue; Jennifer Place, Risk Manager/Budget Analyst; Patrick Fly, Assistant Director of
Information Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors.
Finance Committee Member Gary Oates was also present.
CALL TO ORDER
Chairman DeHaven called the meeting to order at 5:30 p.m.
REMOTE PARTICIPATION APPROVED
Supervisor Slaughter moved for approval of remote participation by Supervisor Ludwig
from his home for medical reasons. Supervisor Graber seconded the motion which carried on a
voice vote.
DISCUSSION ITEMS
FY 2024 Budget Overview
Cheryl Shiffler, Director Of Finance, provided an overview of the FY 2024 Budget. The
Board discussed the proposed reassessment advertisement that had been reviewed at the
previous work session. By consensus,the Board agreed to publish the advertisement as originally

drafted and with additional language stating that the Board is not setting the tax rate at this time.
Presentation by Steve Maichrzak, Fire & Rescue Chief
Chief Majchrzak discussed his request for eight new positions, reviewed apparatus needs
in the County, and the need for a new fire station designated as Station 22. The Board and Chief
Majchrzak discussed staffing issues, a county-wide volunteer system, recovering funds from other
jurisdictions using County fire and rescue services, the use of SAFR grants for funding additional
staff, and hiring difficulties.
