042-23(DevelopmentReviewFees(PCtoHoldPublicHearing)) �• � Action: e BOARD OF SUPERVISORS: January 11, 2023 -Adopted RESOLUTION DIRECTING THE PLANNING COMMISSION TO HOLD A PUBLIC HEARING REGARDING THE ADOPTION OF DEVELOPMENT REVIEW FEES WHEREAS,upon request to adopt the Frederick County Development Review Fees schedule as an uncodified ordinance; and WHEREAS, the Planning Commission discussed the proposed changes at their regularly scheduled meeting on January 4"',2023 and agreed with the proposed changes; and WHEREAS, the Board of Supervisors discussed the proposed changes at their regularly scheduled meeting on January 11"',2023 and; WHEREAS, the Frederick County Board of Supervisors finds it appropriate in the public necessity, convenience, general welfare, and good zoning practice,to direct the Frederick.County Planning Commission hold a public hearing regarding the uncodified ordinance; and NOW, THEREFORE, BE IT REQUESTED by the Frederick County Board of Supervisors that the Frederick County Planning Commission shall hold a public hearing to consider the adoption of the Frederick County Development Review Fees. Bishop AICP, Assistant Planning Director RE: Development Review Fee Schedule (Discussion) DATE: January 5, 2023 The new draft of the Development Review Fee schedule as proposed by staff is attached. Changes are as follows: 1. Implementation of fees associated with permitting of Short-Term Lodging (also commonly known as Airbnb) 1. Permit $200 2. Permit Renewal $100 2. Reduction of bond management fees for replacement of bonds from $500 to $300. 3. Postponement of public meeting or public hearing by applicant after the item has been advertised. Increase from $500 to $750 to reflect actual cost of readvertisement more accurately. The Planning Commission reviewed this item on January 4, 2023 for discussion and staff answered a number of questions regarding how new numbers were achieved. Staff is seeking Board discussion of this item and should the Board find it appropriate direct staff to take the item forward to public hearing for consideration as an uncodified ordinance.
