FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, NOVEMBER 9, 2022

ATTENDEES
Board of Supervisors: Charles S. DeHaven, Jr., Chairman; Robert W. Wells; Blaine P.
Dunn; Judith McCann-Slaughter; and Josh E. Ludwig were present. J. Douglas McCarthy, Vice
Chairman; and Shawn L. Graber were absent.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer;
Wyatt Pearson, Planning Director; Cheryl Shiffler, Finance Director; Jennifer Place, Risk
Manager/Budget Analyst; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors.
CALL TO ORDER
Chairman DeHaven called the meeting to order at 5:00 p.m.
DISCUSSION ITEMS
BUDGET CALENDAR
Finance Director Shiffler provided a draft Budget Calendar for the upcoming year.
Supervisor Ludwig said it would be helpful for the Schools to provide budget information and a list
of School budget meeting dates to the Board of Supervisors earlier than in the past.
BUDGET DISCUSSION
Supervisor Dunn listed his discussion topics including paying for growth, the difference in
business tax rates, the real estate tax rate, the need for a fourth high school, a pay raise for the

Board, Fire and Rescue and the need for a new fire station, the workers' compensation item on the
proposed legislative agenda, and a need for funds allotted to pay for town hall meetings.
Supervisor Slaughter said her priorities are a new fire station, transportation needs, school
needs, and parks and recreation needs including replacing ball fields lost with the sale of the old
Frederick County Middle School.
Supervisors Ludwig and Dunn discussed the budget document received from the Schools.
Supervisor Dunn listed his budget priorities as public safety, education, roads, and his
desire not to raise the real estate tax rate.
Supervisor Wells listed his budget priorities as Fire and Rescue and the Sheriff's
Department.
