At the Regular Meeting of the Board of Supervisors of Frederick
County, Virginia, held in the Supervisors Room over the Clerk's Office on the IOth day
of May, 1948.

The minutes of the last meeting held on the I2th, 13th and I4th dW
of April, I948 and the Special meeting held on the 17th day of April, were read and
approved .
STOCK LAW - RUSSELLS PRECINCT
Two delegations from Russells Precinct, Back Creek Magisterial
District appeared before the Board and presented petitions for and against the adoption
of a stock law for said precinct.
JAIL - PLAN
Upon motion, C. E. Garber and R . 0. Brumback were appointed a
committee to confer with the State Board of Corrections, Richmond, Va., concerning the
plans for the New Frederick County and City of Winchester Jail.
BUILDING PREMITS
Upon motion of C. E. Garver and seconded by B. 0. Brumback the
and adopted
ordinance requiring building permits was unanimously passed /on its third and final reading,
EASTERN STANDARD TIME
Upon motion of C. E. Garber and seconded by Grover Teets this
Board unanimously recommends that the time for Frederick County-shall be Eastern Standard
time.
And it is the opinion of this Board that for the best interests of
all citizens concerned that the County and City co- operate by remaining on Eastern S
time according to State Law.
STOCK LAW
Pursuant to Section 3547 of the Virginia Code of 1942 as amended
after due advertisement in the Winchester Evening Star for four successive weeks and upon
petition of a Majority of the qualified voters of Russells' Precinct in Back Creek
Magisterial District, Frederick County, Virginia, duly presented to the Board of Supervis
after advertisement and notice, on the IO day of May, 1948 at their regularly monthly
meeting;
The Board of Supervisors of Frederick County, Virginia by
unanimous vote of said Board of Supervisors move this IOth day of May, 1948 in regular
meeting assembled, declared and ordered that the boundry line of each lot or tract of land
or any Stream in such precinct to be a lawful fence as to any or all of the animals
mentioned in section 354I, and that the land owners of Russells Precinct are not releived
from making and maintaining the division fences as defined in section 3538 of the
Virginia Code of 1942 as amended. This order shall become effective six (6) months from
the date hereof or on November I0 1948.
Accounts totlaing $3,309.93 were approved and ordered to be paid
from the General County Fund by warrants numbers 10787 to I0833 inclusive and livestock ,
fowl claims and Earl Cather's Salary totaling $457.09 were approved and ordered to be paid
from the Dog Fund by warrants numbers 976 to 981 inclusive.
Upon motion it is ordered that the board do now adjourn
