Natalie Gerometta, Amy Strosnider. Non-voting Board Liaison, Mr. Robert Wells. Members Absent: Guss Morrison, Gary Longerbeam Staff: Jon Turkel, Andrew Keefauver, Cory Smith, Stacy Herbaugh, Call to Order The meeting was called to order at 7:00 p.m. by Mr. Charles R. Sandy, Jr. Approval of October 11, 2022, Meeting Minutes Mr. Madagan moved to approve the minutes as submitted, second by Mrs. Myers, carried unanimously (6-0). Adoption of Agenda Mrs. Gerometta made a motion to adopt the agenda as submitted, seconded by Mr. Madagan, carried unanimously (6-0). Old Business None New Business None Parks & Recreation Commission Meeting Page 2 November 15, 2022 Monthly Reports Parks: Cory Smith Clearbrook Park-  On schedule for Winter Wonderland preparations-complete team effort!  Successful fall high school season closing this month  Pool, bathrooms, and irrigation systems winterized for the season Sherando Park-  Aerating and overseeding season just about completed. Turf blankets will be installed late November  All bathroom and bath house floors painted for Spring opening  Bush hogging of fields completed for winter season  Playgrounds received a new layer of mulch  Winterization tasks completed for the season  Brush clearing at Bowman Library Trail along lake and natural areas Parks Division-  New Park Maintenance Technician Tim Grove, starts November 16, 2022  Equipment maintenance, staff training, and continuing education planned for winter Recreation: Andrew Keefauver th  Interviews were held on November 9 for the two vacant Program Supervisor positions  We are installing traffic counters at the Sherando South entrance and the Clearbrook Pool entrance. Data will be provided to park staff on an hourly basis  Full-time basicRec participants are up to 698 children and we have had 1550 daily drop-ins this school year  Flag Football season concluded with 28 teams and 7 cheer teams thth  The Halloween Happenings program was held Oct 28 and 29 and had a total of 358 participants over the two nights  We provided an outdoor movie service to the ABMS PTO to assist with their Halloween event th  The Battlefield Half Marathon took place on November 5 with 260 full distance runners, 20 10K teams, and 17 5K teams. Parks & Recreation Commission Meeting Page 3 November 15, 2022  The Beyond King Tut Exhibit trip to the National Geographic Museum was held on th November 6 and was sold out with 14 participants th  Registration for Winter Wonderland opened November 9 th  Office staff assisted with the WWL light show on November 10 to give the Clearbrook staff a hand with the finished touches of the show th  The annual Thanksgiving Senior Luncheon will be hosted on November 12 by the Winchester Moose Club, over 110 participants are expected to attend  A new StoryWalk will be coming to the Bowman Library Trail later this month  The part-time Site Supervisor position has been retitled to Facility Attendant and the hourly wage has been increased to $17/hour to assist with staff shortages  The Sherando Community Center multipurpose room has reopened, and private rentals have already been secured  Rec Division staff is busy recruiting coaches, scorekeepers, and officials for the upcoming winter sports seasons Park Planning & Development/Marketing: Jon Turkel th  Clearbrook Park Pickleball opened for use November 9. Surface priming completed, final court painting will not be possible until spring, temporary lines will be marked on blacktop for winter use. Fencing to be installed over winter  Abrams Creek: Continuing to work with VDOT on review requirements  Lakeside Lake Amphitheater: Construction work began the first week of November  Stonewall Park Playground: Playground has been ordered – anticipated installation by February 2023  Sherando Park Warrior Entrance field. Initial plan submitted, awaiting review comments  Sherando Park Warrior Entrance Dog Park-Concept design underway Marketing: Winter Wonderland –  Title sponsors: Small Solutions Heating & Air Conditioning ($7,500) and Navy Federal Credit Union ($7,500)  Winter Wonderland Ticket Signup went on sale on Wednesday, November 9.  Ads are currently running or will be running prior to November 21 with the following: iHeart Media, WINC-FM, The River 95.3 FM, Manning Media, WV Radio group, effect (Comcast), WDVM/DCW50 (Nexstar), The Winchester Star, The Northern Virginia Daily, The Martinsburg Journal, Around the Panhandle Magazine  Manning Media will be running a daily ticket giveaway on 106.9 FM The Eagle Parks & Recreation Commission Meeting Page 4 November 15, 2022 RunAtTheTop.net/Race Series  Thanksgiving Day 5K –Promotions focused on the web, mass emails, and social media.  Running website will begin the annual update for 2023 after the completion of the Thanksgiving Day 5K Activity Guide  The Winter Guide will be distributed electronically on November 9. The printed guide will be available and mailed to those who have requested a copy. Other Information  Interviews will be conducted for the Part Time Marketing Assistant position on Tuesday, November 15 Administration: Stacy Herbaugh  Cory Smith attended the Virginia Recreation and Park Society state conference  Years of Service awards were presented to the following staff: Sarah Young and Lynn Heflin for 15 years of service, Ryan Rutherford and Tyler Murphy for 5 years of service  Staff has recently provided an overall Department presentation to several civic organizations as well as to the Planning Commission Standing Committee Report Youth Sports Partners (November 9, 2022 1. Mrs. Gerometta made a motion to accept the 2023 Youth Sports Partner agreements as provided, seconded by Mrs. Strosnider, carried unanimously (6-0). Finance Committee (November 9, 2022): 1. Mr. Madagan made a motion to accept the FY 24 Proposed Budget as submitted, seconded by Mrs. Myers, carried unanimously (6-0). 2. Mrs. Myers made a motion to accept the FY 24 Proposed Fees and Charges as submitted, seconded by Mrs. Strosnider, carried unanimously (6-0). Information Items 1. Mr. Madagan asked about use of the bleachers at Old Aylor Middle School, staff will look into.
