BOARD OF SUPERVISORS
RESOLUTION
PROPOSED PUBLIC SAFETY BUILDING PROJECT
WHEREAS, a public safety building project to house the Fire and Rescue and Sheriffs
Department has been a number one priority on the Frederick County Capital Improvement Program
for the last five years; and
WHEREAS, the current facilities are located in the courts and administrative offices in
downtown Winchester, far from the constituencies that they serve, and are cramped and outdated;
and
WHEREAS, the Winchester Regional Airport Authority has surplus land available that said
authority is willing to lease to the County of Frederick.
WHEREAS, it is the desire of the Frederick County Board of Supervisors to design,
construct and equip the project pursuant to the Public Private Education Facilities and Infrastructure
Act of 2002 (PPEA).
NOW, THEREFORE, BE IT RESOLVED, that the Frederick County Board of
Supervisors does hereby accept the Virginia Public Private Education Facilities and Infrastructure
Act of 2002 (PPEA) proposal for the public safety building and directs the county administrator to
initiate the review and complete the proposal process.
ADOPTED, this 10th day of March, 2004.

begin the competitive process.

Dear Mr. Riley:

Northrop Grumman Space and Mission Systems Corporation, operating through Northrop Grumman
Mission Systems, is pleased to submit the attached unsolicited conceptual proposal for the design,
development, construction, and delivery of a Public Safety Administration facility for the Frederick
County Sheriff and Fire and Rescue Department. Consistent with the requirements set forth in the
Virginia Public-Private Educational Facilities and Infrastructure Act (PPEA) of 2002 for this
qualifying project, our proposal describes the project's characteristics, preliminary pricing, project
financing, anticipated public reaction, project benefit and compatibility, and our team's qualifications
and experience.
We welcome this opportunity to work with Frederick County as true partners in this venture. Working
together we will develop and deliver a state-of-the-art Public Safety Administration facility. We are
confident that this project will significantly enhance the overall safety and security of the residents of
Frederick County while maximizing the effectiveness of the County's public safety workforce.
As this is only a conceptual proposal, and not an offer to sell, we have had to make a few assumptions
in developing our preliminary pricing, and these are identified in our proposal. However, prior to the
"detailed proposal" phase, when final pricing is developed and delivered, we will actively work with
the County to confirm all such preliminary pricing assumptions, and identify any other significant
factors that would impact the final price, e.g., site-specific information and infrastructure, scope
additions or deletions as requested by Frederick County, etc.

As our proposal does contain confidential proprietary information, disclosure of which we firmly
believe would adversely affect future competition, we are requesting that those pages marked
"Proprietary" not be disclosed consistent with Subsection II.C of the above referenced PPEA
procedures.
