CALL TO ORDER Chairman DeHaven called the meeting to order at 7:00 p.m. MINUTES Upon motion made by Commissioner Kriz and seconded by Commissioner Triplett, the minutes of October 6, 2004 were unanimously approved as presented. COMMITTEE REPORTS Development Review & Regulations Subcommittee (DRRS) — 10/21/04 Mtg. Commissioner Unger reported that the DRRS discussed at great length possible changes to the ordinance regarding flex tech. He said that this discussion was initiated by a request from Mr. John Lewis of Painter -Lewis, P.L.C. Commissioner Unger said that a totally satisfactory solution was not reached and the DRRS will be forwarding that discussion to the Commission for its input. Fredrick County Planning Commission Page 1405 Draft Minutes of November 3, 2004 -2 - Comprehensive Plans & Prollrams Subcommittee (CPPS) Commissioner Light reported that the CPPS is conducting the stakeholder and public input meetings for the Rural Areas Study. He reported that the CPPS will meet with the Top of Virginia Building Association on Thursday, November 4, and public comment sessions are scheduled for Tuesday, November 9, at Stonewall Elementary School, Monday, November 15, at Frederick County Middle School, and Tuesday, November 16, at Indian Hollow Elementary School. Commissioner Light added that the CPPS will also meet next week to discuss the Capital Improvements Plan. PUBLIC HEARING Request submitted by Patton, Harris, Rust & Associates, Inc. to include approximately 178 acres of land into the Sewer and Water Service Area (SWSA). The properties are located on the west side of Front Royal Pike (Rt. 522), south of Tasker Road, adjacent to the Eastgate Commerce Center. The subject properties are identified by P.I.N.s 76-A-42, 76-A-53, 76 -A -53G, 87-A-31, 87-A-34, 87 -A -34B, 87 -A - 34A,87 -A -35,87-A-36, 87-A-37, 76 -A -53E, 76 -A -53F,76 -A -53A, and 76 -A -48A in the Shawnee Magisterial District. Action — Recommended Approval Senior Planner, Susan K. Eddy, reported that the application before the Commission is a Comprehensive Policy Plan amendment request to expand the Sewer and Water Service Area (SWSA) by approximately 178 acres. She said the subject parcels are in a number of zoning districts including MI, B3, B2, which are in industrial and business uses, and a few parcels are zoned RA and are in agricultural use. She said that none of the parcels are included in any of the small study area land use plans included in the Frederick County Comprehensive Policy Plan. Planner Eddy explained that the Frederick County Sanitation Authority (FCSA) already serves much of this area and has indicated they would be able to serve the subject parcels with public water and sewer. Planner Eddy commented that the applicant has indicated that he would be seeking a rezoning to business use for the properties east of the Eastgate Commerce Center and west of Front Royal Pike (Rt. 522). She advised that entrances to the subject properties east of the Eastgate Commerce Center should not be located on Front Royal Pike (Rt. 522), but access to the subject sites should be from Maranto Manor Drive, which currently accesses the Home Depot site. Planner Eddy continued, recalling that when this application was considered as a discussion item, the applicant had identified a different SWSA boundary than the staff. She said the staff was not able to find a record that the SWSA boundary had been expanded to include the Home Depot site and the entire Eastgate Commerce Center, however, the staff is aware that some of this area is already served by sewer and water. She said the staff is proposing a slightly different boundary line and includes the parcels requested by the applicant to remove any uncertainty of the SWSA boundaries. Fredrick County Planning Commission Page 1406 Draft Minutes of November 3, 2004 -3 - In conclusion, Planner Eddy stated that the CPPS (Comprehensive Plans & Programs Subcommittee) considered this request at their meeting of September 13, 2004, and was generally supportive of the SWSA request and the staff's suggestion to expand it to other properties to remove the uncertainty of the SWSA line. In addition, she said the Planning Commission considered the request as a discussion item on October 6, 2004, and the Board of Supervisors considered the request as a discussion item on October 12, 2.004. She said that both bodies were in support of the applicant's request as well as the staff's recommendation to expand the request to adjacent properties to remove the uncertainty of the SWSA line. Mr. Charles E. Maddox, Jr., P.E. of Patton, Harris, Rust & Associates, P.C. was present to represent the owner and the developers of the Eastgate project for this SWSA expansion request. Mr. Maddox stated that the origin of this project was in the 1980s with the build-up of industrial development in the Warren County area along Rt. 522. Mr. Maddox recalled that Frederick County acknowledged at that time their desire to be in on the potential utilization of the Inland Port facility in Warren County and the Eastgate property was a good location. Mr. Maddox said that later on, Tasker Road was planned through this site and the developers helped with the financial backing to provide the road. Mr. Maddox continued, stating that the road that provides industrial access to the Home Depot Distribution Warehouse Facility goes through the RA -zoned portion of the property and forms an industrial - commercial corner with Rt. 522, which is a major signalized intersection in Frederick County. Mr. Maddox explained that they are seeking action on this SWSA expansion in order to properly file a rezoning request for property on sewer and water. Chairman DeHaven called for citizen comment; however, no one came forward to speak. Commissioner Thomas stated that he was a member of the Commission when the Eastgate commercial area was rezoned and it was certainly the Commission's intent at that time for this entire property to be included within the SWSA; therefore, he made a motion to recommend approval. This motion was seconded by Commissioner Kriz and was unanimously passed. BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously recommend approval of the request submitted by Patton, Harris, Rust & Associates to include approximately 178 acres of land, located on the west side of Front Royal Pike (Rt. 522), south of Tasker Road, adjacent to the Eastgate Commerce Center, into Frederick County's Sewer and Water Service Area (SWSA). AN ORDINANCE TO AMEND THE FREDERICK COUNTY CODE, SECTION 165-50, TO INCLUDE LOCAL GOVERNMENT SERVICES OFFICE USE IN THE RA (RURAL AREAS) ZONING DISTRICT. Action — Recommended Approval Zoning Administrator, Mark R Cheran, stated that the Development Review & Regulations Subcommittee (DRRS) discussed adding local government services office use a permitted use in the RA Zoning District at their meeting of September 23, 2004. Administrator Cheran stated that Section 165-50 of the Frederick County Zoning Ordinance currently allows schools, post offices, fire and rescue stations, and public utilities. He explained that local government services offices would be owned, leased, or operated by Frederick Fredrick County Planning Commission Page 1407 Draft Minutes of November 3, 2004 -4— County for services to the public in general. He added that both the Planning Commission and the Board of Supervisors discussed this amendment and both bodies were in support of adding the definition of local government services office to the ordinance and including local government services office use within Section 165-50 of the Frederick County Zoning Ordinance. Commission. Chairman DeHaven called for public comment; however; no one came forward to address the No issues were raised by the Commission and they believed the amendment to be appropriate. OTHER PRESENTATION ON FREDERICK COUNTY'S RURAL AREAS STUDY Senior Planner, Susan K. Eddy, gave the Planning Commission a shortened version of the Rural Areas Study presentation that she normally provides at the public comment sessions for the rural areas study. She said that approximately one year ago the Board of Supervisors requested that the Comprehensive Plans & Programs Subcommittee (CPPS) begin a study of the rural areas. She reported a variety of reasons for doing the study, including facts that 30% of all new housing in Frederick County is in the rural area; there has been a decline in agriculture; there has been a loss of open space; there has been pressure from new development on rural roads, and there have been impacts of new residential development on public facilities. Planner Eddy said that ultimately, the end product of the study will be new policies for the rural area in the Comprehensive Policy Plan. Planner Eddy next proceeded with her presentation, describing the three separate land development options proposed along with proposed densities. COMMITTEE REPORTS Comprehensive Plans & Programs Subcommittee (CPPS) —11/08/04 Mtg. Chairman DeHaven reported that the CPPS discussed Capital Improvements Plan (CIP) issues and is continuing discussions on the Rural Areas Study. He said the Tuesday morning work group meetings have been well -attended and will be continuing with discussions on the Rural Areas issues. Fredrick County Planning Commission Page 1410 Draft Minutes of November 17, 2004 -2 - Historic Resources Advisory Board (HRAB) Commissioner Gochenour reported that the HRAB did not meet in November. She said the HRAB will, hopefully, meet next month to discuss plans for reorganization. CITIZEN COMMENTS Mr. Michael Artz with Artz & Associates came forward to state that he appreciated all of the time and effort that everyone is putting into the Rural Areas Study; he believed it was a serious and important issue. Mr. Artz thanked everyone who volunteered their own personal time to attend meetings and for being involved with all the rural areas discussions. ITEMS ON THIS EVENING'S AGENDA Chairman DeHaven announced that Item 45 under Tab C, Master Development Plan 412-04 for Easy Living Mobile Home Community, is being postponed at the applicant's request and Item 46 under Tab D, Request for Expansion of the Urban Development Area for the Solenberger/ Bridgeforth properties, is also being postponed because the Comprehensive Plans & Programs Subcommittee did not believe it was ready to proceed forward. PUBLIC MEETING Master Dev elopement Plan 4010-04 for Hilda Maye Meadows, submitted by Bowman Consulting, for 20 single-family small lot dwellings on 4.28 acres in the RP (Residential Performance) District. The property is located on the north side of Apple Valley Road (Rt. 652), 0.25 miles west of the Valley Pike (Rt. 11) and Apple Valley Road (Rt. 652) intersection, and is identified with P.I.N. 63 -A -52A in the Shawnee Magisterial District. Action — Recommended Approval Planner Candice Mills reported that this property is located entirely within the Urban Development Area (UDA) and the Sewer and Water Service Area (SWSA). She said the applicant will be providing a community center and parking lot per the zoning ordinance; the applicant is also providing a trail, a picnic shelter, and a tot lot. She said this development will also require a residential separation buffer from all single-family dwellings and this will be provided via a 25 -foot buffer with a full screen. Planner Mills stated that the construction of the new public road will affect three property owners along Apple Valley Road and it will be necessary for two of those property owners to provide easements for the entrance taper. Planner Mills explained that all three property owners will have temporary construction easements through their front yards. She advised that the applicant has not yet obtained the easements necessary Fredrick County Planning Commission Page 1411 Draft Minutes of November 17, 2004 for the tapers to the entrance; she said the easements are necessary in order for the staff to administratively approve the master development plan. In addition, Planner Mills pointed out that the public road will create two lots that have non -conforming setbacks for their primary structures. She said that if the Planning Commission believes the layout is sufficient as presented, the applicant will need to ask for a waiver from the subdivision ordinance at the Board of Supervisors' meeting. Commissioner Gochenour asked when the property was rezoned and staffreplied it was rezoned back in 1980. It was remarked that no proffers were involved when the property was rezoned. Mr. John Erickson with Bowman Consulting Group, the design engineers for this project, came forward to answer questions from the Commission. Commissioner Thomas asked Mr. Erickson if he had any reason to believe there might be a problem acquiring the easements from the adjoining property owners. Mr. Erickson replied no; he said they have received verbal agreements and are currently working on the written agreements. Mr. Erickson said the written agreements will be ready in time for the Board of Supervisors' meeting. Commissioner Thomas also inquired whether or not the two lot owners were aware that a waiver was going to be required because of the reduction in setbacks. Mr. Erickson replied that he actually just learned about the waiver requirement today. Mr. Erickson said that hopefully, it will not be an issue; however, he has not yet had an opportunity to speak with those lot owners. Mr. Erickson added that the property owners did see the layout of the master development plan in its current state. Mr. Denny Derflinger, the applicant, said that he spoke with the two affected property owners and he explained the situation to them. He said he advised the property owners that if they had any issues or objections, they should come to the Planning Commission meeting. Mr. Derflinger said that neither of the property owners seemed to have a problem and they were not present this evening. Chairman DeHaven called for public comments and the following persons came forward to speak: Mr. Bill McDonnell, adjoining property owner in Plainfield Heights, was concerned about surface run-off water, the size of the proposed lots, and buffering details such as landscaping and the repair and maintenance of the existing fence. Mr. Don Jones, adjoining property owner in Plainfield Heights, inquired if he and his neighbors were going to be given the opportunity to hook into the sewer line that was installed in this area some time ago. He said that if the developer was going to hook into that line, then the existing residents should also be given the opportunity. Mr. Erickson returned to the podium to address the questions from the adjoining property owners. He described the on-site storm water management facility to be constructed per the zoning ordinance and he described the landscaping. Mr. Erickson said the applicant will run a separate sewer line down the proposed street and tie into an existing manhole. Conunissioner Morris asked if the applicant would be willing to add a notation on the master plan stating that the existing fence will be repaired and maintained. Mr. Erickson agreed to providing that notation. Fredrick County Planning Commission Page 1412 Draft Minutes of November 17, 2004 -4 - Upon motion made by Commissioner Morris and seconded by Commissioner Kriz, BE IT RESOLVED, That by a majority vote, the Frederick County Planning Commission does hereby recommend approval of Master Development Plan #10-04 of Hilda Maye Meadows, submitted by Bowman Consulting Group, for 20 single-family small lot dwellings with the addition of a statement on the master development plan indicating that the existing fence will be repaired and maintained; the Commission. does also recommend approval of the requested waivers for the two lots that will be created with non -conforming setbacks for their primary structures. DISCUSSION DISCUSSION OF POSSIBLE CHANGES TO THE FREDERICK COUNTY CODE, SECTION 165-48.7, FLEX TECH, AND SECTION 165-156, DEFINITION OF FLEX -TECH. Zoning Administrator, Mr. Mark R Cheran, reported that the Development Review & Regulations Subcommittee (DRYS) discussed possible changes to Section 165-48.7, Flex -Tech, and Section 165- 156, Definition of Flex -Tech, at their meeting of October 28, 2004. Mr. Cheran stated the DRRS believed the language of the ordinance adequately addressed the needs of the Flex -Tech use. In addition, the DRRS believed any changes to the Flex -Tech section would allow greater retail activity in the B3 (Industrial Transition) District and the M 1 (Light Industrial) District, which is not the intent of these two districts and may undermine the integrity of the zoning ordinance. Mr. Cheran said the Flex -Tech, as currently written, allows a single user the flexibility to introduce a small retail component of an industrial -manufacturing use. Mr. Cheran continued, stating that the ordinance amendment, which was proposed by Painter - Lewis, PLC for their client, would enable up to 40% of a structure to be used for uses other than those permitted in the underlying zoning district. He said the DRRS does not support this proposed amendment as written and believes the current Flex -Tech ordinance is adequate to meet the user's needs. Mr. John Lewis of Painter -Lewis, PLC, representing the owners of the Airport Business Park, introduced himself and the developers, Mr. Pruitt and Mr. Peter McCabe. Mr. Lewis stated that they would like to see a clarification of the Flex -Tech ordinance and secondly, they would like to see greater flexibility in the uses allowed in the M 1 District. He explained that there is a potential market for large square -footage facilities that do not necessarily have a warehousing component; for example, a gymnastics school with a large area equipped with mats for athletics and a small retail area in front. Commission members pointed out that the original intent of Flex -Tech was to serve as an incubator -type area for small garage -type businesses, which had out -grown cottage and conditional use permits, to move into a flexible business arrangement where they could grow. Mr. Lewis said that those users are not taking advantage of this endeavor and possibly, the time has come to re-examine the vision for flex -tech, if the Fredrick County Planning Commission Page 1413 Draft Minutes of November 17, 2004 -5— county wants it to work. During their discussions, Commission members noted that a primary concern was the traffic safety involving large trucks and automobiles trying to maneuver in the same area. It was noted that structure sizing may not need to be the over-riding issue, if there is the ability to separate traffic. They preferred to have retail in the front of the structure and have trucks use the rear of the structure. Commission members believed the issues that would need to be addressed were the parking, the separation of automobile and truck traffic, and the establishment of a pennitteA square -footage range Mr. Pete McCabe, asset manager of the Pruitt -Hazel portfolio, stated that his group speculatively develops in an attempt to provide an environment for the broadest spectrum of businesses to operate in a degree of harmony as broad as possible. Mr. McCabe said that these businesses, for whatever reason, either do not have the capital or do not wish to invest their capital in their own facility or in owning real estate. He identified several segments of the market, such as karate schools, cheer -leading schools, swim schools, etc., who are typically renting armory space or school gyms instead of operating out of their basements. Planning Director Eric R. Lawrence pointed out that the Flex -Tech ordinance applies to the B3 and the M 1 Districts and the scenarios being discussed are M I -based. He said that if the Flex -Tech ordinance is ultimately changed, additional M1 uses could be introduced into the B3 District. Commissioner Thomas suggested a Flex -Tech Overlay District. Mr. Cheran remarked that the uses presented as examples during the discussion this evening are not currently permitted in the M 1 District. He said that an amendment to the ordinance would be necessary for those uses with the amount of square footage mentioned. Commissioners who were also DRRS members noted that the Flex -Tech section seemed to fit the intent of where the committee originally wanted to go; however, if that vision was impractical from a developer's or user's standpoint, then possibly the vision needs to be changed. Commission members believed that before considerably more work is done by the DRRS or the Commission, direction should be received from the Board of Supervisors. The Board of Supervisors' liaisons, Ms. Barbara VanOsten and Mr. Gary Dove, believed the ideas raised warranted further study, especially if the Flex -Tech District is not being utilized; they also supported investigating the possibility of an Overlay District. DISCUSSION OF SECTION 165-50Q OF THE FREDERICK COUNTY ZONING ORDINANCE REGARDING PUBLIC UTILITY GENERTING FACILITIES IN THE RA (RURAL AREAS) ZONING DISTRICT. Zoning Administrator, Mark R Cheran, stated that the Development Review and Regulations Subcommittee (DRRS) discussed public utility generating facilities as a by -right use in the RA (Rural Areas) Zoning District at their meeting of October 28, 2004. Mr. Cheran reported that the DRRS believed that this use should require a conditional use permit (CUP) to allow the Planning Commission and the Board of Supervisors more oversight. He said the staff is recommending the removal of Section 165-50Q and adding public utility generating facilities to Section 165-51DD Conditional Uses in the RA Zoning District. He noted that the proposed change would not affect any booster stations or transmission lines. Commission members said the trend they have observed is not necessarily the in-place utilities, but the "for-profit" operations that are occurring under deregulation. It was noted that a "public utility generating facility" could include anything from a water mill to a nuclear power plant. Commissioners believed the County Fredrick County Planning Commission Page 1414 Draft Minutes of November 17, 2004 I: should have the ability to make decisions on where these facilities would be located on a case-by-case basis. They agreed that some degree of control was necessary; however, a conditional use permit may not be the appropriate vehicle. The possibility of a "public utility generating facility permit" was raised. Planning Director Eric R Lawrence suggested the possibility of using the CUP, for example, in the case of a farmer who wanted to erect several small wind mills and, subsequently, through the definition, it could be stated that the CUP would not be used for the large-scale generators. He said the large-scale generators would not be allowed in the County unless one of the SIC codes were amended to allow the facility in an industrial district. Commission members strongly supported further discussion on this issue. OTHER 2005 PLANNING COMMISSION ANNUAL RETREAT Planning Director Eric R Lawrence announced that the Planning Commissioners' 2005 Annual Retreat has been scheduled for Saturday, February 5, 2005. Director Lawrence requested that the Commissioners forward their suggestions for topics of discussion to the staff over the next couple weeks, so the staff can incorporate those issues into the agenda. LARGE PARCELS LAND -OWNERS' MEETING Chairman DeHaven announced there will be a meeting for the Large Parcels Land Owners concerning the Rural Areas Study on Thursday evening, November 18, 2004 at 7:00 p.m. in the Board of Supervisors' Meeting Room. Chairman DeHaven encouraged everyone to attend and to participate. Present entrance is adequate for proposed improvements. Should business ever expand in the future, entrance may need to be upgraded. Plan approval recommended. Inspections Department: Structure shall comply with The Virginia Uniform Statewide Building Code and Section 312, Use Group U (Utility and Miscellaneous) of The International Building Code/2000. Structure plans submitted for permit application shall be sealed by a Va. Licensed Design Professional. Please note the requirements in Chapter 17, Special Inspections, for this type structure, soils, concrete, bolts, etc. Winchester Regional Airport: The Winchester Regional Airport has had your proposed Conditional Use Permit request reviewed by their engineering firm Delta Airport Consultants. Based on the information provided in your site plans, Delta determined that the tower is located 9.95 nautical miles along the extended Runway 32 centerline. The base elevation is approximately 900' MSL with a total tower height of approximately 1.199' MSL. The top of the tower is outside the approach surface and below the Part 77 surfaces of the Winchester Regional Airport and should not have an impact on safe and efficient operations. The tower site does lie about four nautical miles northwest of a private airstrip in Gore but should not impact operations at that airstrip either. We have also reviewed the comments on the Federal Aviation Administration's Aeronautical Study No. 2004 -AEA -2518 -OE which indicates that while the proposed tower does not exceed obstruction standards as a hazard to air navigation, it would be located within or near a military training area and/or route. Given the information provided to us by our engineering firm and based on the information in the study by the FAA, we offer the following comment. 1. Towers over 200 feet AGL are required by the FAA to be lighted, for additional safety and since this tower is at 199 AGL, the Winchester Regional Airport Authority is requesting the proposed structure to be marked, lighted and maintained in accordance with FAA Advisory Circular 70/7460- 1K Change 1, Obstruction Marking and Lighting. Planning and Zoning: The Frederick County Zoning Ordinance allows for commercial telecommunication facilities in the RA (Rural Areas) Zoning District with an approved Conditional Use Permit (CUP). The Frederick County Zoning Ordinance specifies that a commercial telecommunication facility may be permitted provided that residential properties, land use patterns, scenic areas, and properties of significant historic values are not negatively impacted. Furthermore, additional performance standards shall apply to the CUP review in order to promote orderly economic development and mitigate the negative impacts to adjoining properties. This proposed 199 - foot monopole -type commercial telecommunication facility is located outside of the Urban Development Area (UDA), and will not have any significant impacts on the surrounding properties Background: The applicant has provided an inventory of existing telecommunication facilities in the area, and staff would concur that there are no existing facilities or appropriate structures available for collation in this general area. The maps provided within the application, analyzing coverage need in this area, appear to be sufficient to determine the adequacy of the search area, and the existing CUP #24-04, Shenandoah Mobile Company November 29, 2004 Page 3 coverage and capacity of the licensee holder in the vicinity of the proposed facility. As shown on the maps, the coverage needs will be met by a facility at this location. The applicant proposes to build a 199 -foot monopole -type telecommunication facility that is designed to accommodate commercial telecommunication carriers. This proposed commercial telecommunication facility will be in conformance with Section 704 of the Telecommunication Act of 1996. In evaluating this application, it has been demonstrated that there is a need for the infrastructure within this area of the County as identified. Site Plan: The Frederick County Zoning Ordinance requires a minor site plan for new commercial telecommunication facilities. This site plan will address the location. A certified Virginia engineer shall provide verification that the tower is designed, and will be constructed in a manner that, should the tower collapse for any reason, the collapsed tower will be contained in an area around the tower, with a radius equal to or lesser than the setback, measured from the center line of the base of the tower. All building setbacks will be determined at site plan review. STAFF CONCLUSIONS FOR THE 12-01-04 PLANNING COMMISSION MEETING: Staff believes that this application for a commercial telecommunication facility has adequately addressed the requirements of Section 165-48.6 of the Frederick County Zoning Ordinance in that a need for this facility, based on a lack of coverage and capacity in this part of Frederick County, has been demonstrated. Should the Planning Commission choose to recommend approval of this application, the following conditions of approval would be appropriate: 1. All Frederick County Zoning Ordinance requirements and review agency comments shall be addressed and complied with at all times. 2. The tower shall be available for co -locating personal wireless services providers. 3. A minor site plan shall be approved by Frederick County. 4. The tower shall be removed by the applicant or property owner within twelve (12) months of abandonment of operation. 5. In the event a telecommunications tower is not erected within twelve (12) months of the approval of this Conditional Use Permit, than the CUP will be deemed invalid. 6. The current telecommunications tower must be removed prior to site plan and building permit approval 7. Eddy, AICP, Senior Planner � K DATE: December 1, 2004 COUNTY of FREDERICK it of Planning and Development 540/665-5651 FAX: 540/665-6395 RE: Discussion: 2005-2006 Capital Improvements Plan (CIP) On November 8, 2004, the Comprehensive Plans and Programs Subcommittee (CPPS) met with county department and agency representatives to discuss new project requests and project modification requests associated with the 2005-2006 Capital Improvements Plan (CIP). The role of the CPPS in the CIP process is to ensure that the various departmental project requests are in conformance with the Comprehensive Policy Plan, rather than to engage in the evaluation and prioritization of departmental projects. Projected expenditures are included in the proposed CIP as these are required by the Code of Virginia. Following discussion, the CPPS agreed that the CIP requests were in conformance with the Comprehensive Policy Plan and forwarded the draft document out of committee for Planning Commission discussion. Subsequent to the CPPS meeting, minor revisions to the regional jail and school board projects were made. It is requested that the Planning Commission and Board of Supervisors consider the proposed 2005-2006 CIP as a discussion item prior to the document's advertisement for public hearing. Such discussion will provide a valuable opportunity for collective review of proposed capital projects while also allowing members to determine if additional information or analysis is needed in advance of final CIP consideration. Please find attached with this agenda item a summary of the proposed 2005-2006 CIP; information pertaining to new or modified departmental project requests; and a draft copy of the proposed 2004-2005 CIP, which includes a map illustrating the known locations of the CIP requests. SKE/bad Attachments SUMMARY OF THE PROPOSED 2005-2006 CAPITAL IMPROVEMENTS The proposed CIP consists of 43 capital projects, an increase over the 33 projects included in the 2004-20050P. County contributions toward capital projects (excluding debt service) are estimated to be $74.3' million over the upcoming five-year period, a slight increase from the $73.7' million in expenditures projected in the 2004-2005 CIP. With debt service included, the proposed CTP estimates total County costs for capital projects to be $83.6 million. The proposed CIP includes twelve (12) new capital projects, which are as follows: Five (5) new projects from the Frederick County Public Schools: • Renovations to James Wood High School that would update the facility and provide adequate infrastructure for new technology. • A fourth high school. • A fifth middle school. • Renovations to Apple Pie Ridge Elementary School. • Renovations to Bass Hoover Elementary School. Four (4) new projects from the Department of Parks and Recreation: • An indoor swimming pool to provide space for recreation and space to house programs provided by the Parks and Recreation Department.2 • A new playground in Sherando Park. • Renovations of the swimming pools at both Clearbrook and Sherando Parks by adding water slides and spray grounds. • A Field House to later accompany the new indoor pool that would provide space for indoor recreation activities and special 2 events. The Capital Improvements Plan (CIP) consists of a schedule for major capital expenditures for the county for the ensuing five years. The CIP is updated annually. Projects are removed from the plan as they are completed or as priorities change. The plan is intended to assist the Board of Supervisors in preparation of the county budget. In addition to determining priorities for capital expenditures, the county must also ensure that projects contained within the CIP conform to the Comprehensive Policy Plan. Specifically, the projects are reviewed with considerations regarding health, safety, and the general welfare of the public. The CIP is strictly advisory; it is intended for use as a capital facilities planning document, not, for requesting funding allocations. Once adopted, project priorities may change throughout the year based on changing circumstances. It is also possible that particular projects may not be funded during the year that is indicated in the CIP. The status of any project becomes increasingly uncertain the further in the future it is projected. 1 Frederick County 2005-2006 Capital Improvements Plan PROJECT RECOMMENDATIONS 1. Frederick County Public Schools 2. Frederick County Parks and Recreation Department In an effort to maintain educational facilities that will handle the growing student population, the construction of two new elementary schools is recommended with one replacing the current Gainesboro Elementary building. Additionally, renovations to James Wood High School, Robert E. Aylor Middle, Apple Pie Ridge Elementary, and Bass Hoover Elementary have been added to this year's plan which are intended to extend the life of the facility. Lastly, a new high school and a new middle school have been requested to meet the future demand of a growing student population. Funding is also being requested for the development of a new central transportation maintenance facility which will house all of the school system's buses and provide service to county vehicles from other departments. Renovations to the Administration Building would update the facility, increase office space, and expand public record storage. The majority of the recommended projects are planned for the county's two regional parks. Nine projects are planned for Sherando Park: a new playground, a skate/in-line hockey park, a lake with associated trails and parking and multipurpose fields, a softball complex, renovations to the existing baseball fields, a soccer complex, tennis and picnic areas, a maintenance compound, and an access road with parking and trails. Three projects are planned for Clearbrook Park including a new open play area, new shelter and stage, as well as a tennis/basketball complex. In addition, the swimming pools at both parks will be updated with water slides and a spray ground. Also planned is an indoor pool with an accompanying field house to be completed in the following years. Various options for the development of this project are being explored, including a public-private partnership. 2 Frederick County 2005-2006 Capital Improvements Plan 3. County Administration The Parks and Recreation Department has proposed to acquire land in both the eastern and western portions of the county for the development of future regional park system. This proposal calls for the acquisition of 150-200 acres of land for each regional park system to accommodate the recreational needs of the growing population. In an effort to improve service to the citizens throughout the county and meet current and future space needs, the Frederick County Sheriff's Office is looking to development of new Public Safety Center. The development of a 9,500 -square -foot animal shelter is proposed to replace the existing Esther Boyd Animal Shelter. The existing shelter is expected to be displaced in approximately three years due to continued development of the Municipal Solid Waste landfill. The animal shelter would serve Frederick County and accommodate growth of the animal population. This shelter will be located on property adjacent to the existing regional jail. Long-range service enhancements are recommended to provide annex satellite facilities in strategic locations throughout the county that will house representatives of the Frederick County Sheriff's Office, the Frederick County Treasurer's Office, and the Commissioner of Revenue's Office. The Department of Fire & Rescue has recommended a new fire/rescue station along Fairfax Pike (Route 277) that would potentially house such satellite offices. The fire/rescue facility would serve areas in southeast Frederick County between Route 522 and Route 277. Relocation of the existing Round Hill Fire Station is also requested. This would involve the relocation and building of a 22,000 square foot facility for fire and rescue activities along with the building of a 10,000 square foot community center for fund-raising and other activities. Modifications to two of the County's convenience sites have been requested. One request is for the expansion of the convenience site on Greenwood Road while the other is for the relocation of the Gainesboro convenience site. 3 Frederick County 2005-2006 Capital Improvements Plan 4. Winchester Regional An updated master plan for the Winchester Regional Airport Airport was adopted in December 1993. Since that time, much of the proposed development has been completed, yet the demand for airport services and development have increased beyond that currently shown on the Master Plan. The Airport Authority has one new project request, renovations of the terminal building. There are three carried over requests to acquire additional parcels along Bufflick Road which are required to meet noise abatement requirements. Also carried over are the request to construct a new airfield maintenance building, and a request to upgrade the airfield lighting system to enhance safety for aircraft use of the facility. Funding for airport projects is derived through a complex formula where the federal and state governments contribute a majority of the funding, with Frederick County and the other jurisdicitons providing the remaining funding. 5. Handley Regional The Handley Regional Library has recommended two Library projects. The library proposes to acquire three to four acres of land in the Gainesboro Magisterial District for a future branch library. A project request for improvements at the existing Bowman Library is also proposed. More parking at the Bowman Library is needed to accommodate the growing number of users of the library. A sidewalk extension is needed for safer access from adjoining neighborhoods to the library. 6. CFFW Regional Jail The Clarke-Fauquier-Frederick-Winchester Regional Jail Board proposes to construct and operate, in accordance with the Public -Private Education Facilities and Infrastructure Act of 2002, a 44,000 square foot, 200 -bed Community Corrections Center on an 11.4 acre site adjacent to the eastern boundary of its property located at 141 Fort Collier Road. Additionally, the CFFW is planning for a Secure Detention expansion which will be connected to the existing Secure Detention Center. The purpose of this project is to accommodate projected growth in inmate population. A description of the information in this table is explained below. Department Priority - The priority rating assigned by each agency or department for their requested projects. Project Description - The name of the capital improvement projects. County Contribution - The estimated dollar value that will be contributed for each project. This value is listed by individual fiscal years and by total contributions over the five-year period. The total contribution column, located to the right of the fiscal year columns, does not include debt service projections. Notes - Indicates the footnotes that apply to additional funding sources for particular projects. Interest From Any Debt Service - The projected interest that will be incurred for a particular project. Debt service projections are provided by individual departments and are based on the most accurate interest rate information available at the time the CIP is assembled. Total County Costs - The total estimated expenditures that the county will incur for a particular project. Transportation Facility Description: This project involves the site acquisition and development of a new transportation facility for the public school system. Construction Schedule: Land acquisition and planning in FY 05-06. 9 Frederick County 2005-2006 Capital Improvements Plan PRIORITY 3 1 Administration Building Renovation Description: This project involves remodeling the existing administration building to address energy conservation; to provide adequate restroom and storage facilities; and to upgrade the fire, electrical, and security systems. The project would also include additional space for information technology needs and the space needs of other departments. Capital Cost: To be determined Debt Service: To be determined Justification: The carrying capacity of the building for staff office space and records space has been exceeded. The building also lacks adequate facilities to meet the needs of the school division. PRIORITY 4 New Gainesboro Elementary School Description: This project involves the construction of an elementary school (grades K-5) of approximately 81,000 square feet to serve 644 students. The school is located on a 20 acre site. Capital Cost: $12,400,000 Debt Service: $5,200,000 Justification: The current site is too limited to justify renovating. The building lacks many facilities and there are health and safety concerns. Construction Schedule: Completion in FY 07-08. PRIORITY 5 Robert E. Aylor Middle School Renovation Description: This project involves renovations of the current facility. Major areas to be included in the project are additional classroom space; a complete replacement of fire alarm and communication systems; upgrade of electrical and plumbing; and complete replacement of mechanical systems. Aylor Middle School is soon to be 36 years of age and renovations are needed to a number of different areas to insure the economic and efficient operation of the school for the years to come. Major areas to be included in the project include increased electrical service and distribution to support technology; technology cabling, hardware, and its installation; upgrade of plumbing and mechanical systems; and modification of instructional areas to support instructional delivery. Construction Schedule: To be determined 12 Frederick County 2005-2006 Capital Improvements Plan Frederick County Parks and Recreation Project Priority List PRIORITY 1 I Indoor Swimming Pool Description: This facility would house a leisure and competitive lap swimmin4 pool with an office, storage and locker rooms. This facility should be located on property owned or proffered to the county and would utilize approximately 10-12 acres with parking. The facility will be designed to accommodate the addition of Field House amenities (priority 17). Capital Cost: $9,000,000 Justification: Parks and Recreation has relied heavily in the past on the public schools to house Parks and Recreation programs. This project would permit the Parks and Recreation department to meet citizen programming demands, provide an instructional facility, as well as provide the area with a facility that would attract new businesses to the community. This facility would be available to all area residents. Construction Schedule: Completion in FY 06-07. PRIORITY 2 Playground — Sherando Park Description: This project consists of a multi-component accessible play structure for age groups from 5-12 years of age. Capital Cost: $125,000 Justification: The project will provide recreational opportunities for the Sherando Park service area. Construction Schedule: Completion in FY 05-06. PRIORITY 3 Swimming Pool Improvements — Sherando/Clearbrook Description: This project consists of removing the diving boards and installing two water slides at both Sherando and Clearbrook Park. The upgrade would also include the addition of a spray ground with 10-12 features at each pool. Capital Cost: $1,000,000 Justification: This project is expected to increase pool attendance by 30 percent while providing recreational Frederick County 2005-2006 Capital Improvements Plan 13 opportunities for both the Sherando and Clearbrook Park service areas. Construction Schedule: Completion in FY 05-06. PRIORITY 4 Park Land - Eastern Frederick County Description: Parkland acquisition in the eastern portion of the county. Capital Cost: $2,302,737 Justification: A new 150-200 acre regional park would be utilized by the entire county population. The park would be located in the primary growth center of Frederick County. This project would reduce the gap between the amount of existing parkland and the amount of parkland needed to meet the minimum standard for the Frederick County service area, as recommended by the Virginia Outdoors Plan. Construction Schedule: Acquisition in FY 06-07. PRIORITY 5 Park Land — Western Frederick County Description: Parkland acquisition in the western portion of the county. Capital Cost: $1,409,549 Justification: A new 150-200 acre regional park would be utilized by the entire county population. This project would reduce the gap between the amount of existing parkland and the amount of parkland needed to meet the minimum standard for the Frederick County service area, as recommended by the Virginia Outdoors Plan. The location of this project would provide parkland to create more accessible recreational facilities to residents in western Frederick County. Construction Schedule: Acquisition in FY 06-07. PRIORITY 6 Open Play Area — Clearbrook Description: This project includes development of a picnic shelter; six horseshoe pits; a volleyball court; croquet turf; shuffleboard; parking; refurbishing the existing concession stand; and renovations to existing shelters, access paths, and parking areas on the south side of the lake. Capital Cost: $386,591 14 Frederick County 2005-2006 Capital Improvements Plan Justification: These facilities will provide recreational opportunities for the Clearbrook Park Service Area which will lessen the disparity between the number of passive recreational areas needed to meet the minimum standards for this service area. Clearbrook Park offers the best location for this development. Construction Schedule: Completion in FY 06-07. PRIORITY 7 Skateboard Park/In-Line Hockey — Sherando Park Description: This project recommends the development of a skateboard bowl; a half pipe; an open skate area; two in-line hockey rinks; vehicle parking; an access road; fencing; and landscaping. Sherando Park is the proposed location of this facility. Capital Cost: $490,752 Justification: This facility will enable the county to provide a recreational facility that has been requested for the community's youth. Construction Schedule: Completion in FY 06-07. PRIORITY 8 Lake, Parking, and Trail Development with Two Mulit- Purpose Fields — Sherando Park Description: This project involves the development of a 12 acre lake; 1.5 mile trail system around the lake; 800 linear feet of access roadway; lighted parking lot with 125 spaces; and development of two irrigated 70 x 120 yard multi- purpose fields. Capital Cost: $858,001 Justification: This facility will provide recreational opportunities for the Sherando Park service area and the entire Frederick County community. The development of this facility will reduce the needs gap between the number of existing passive recreational areas and the number required to meet the minimum standards established for the service area. Construction Schedule: Completion in FY 06-07. PRIORITY 9 Softball Complex — Sherando Park Description: This project includes two softball fields; an access road; parking spaces; and landscaping. Capital Cost: $514,922 15 Frederick County 2005-2006 Capital Improvements Plan PRIORITY 10 PRIORITY 11 Justification: This facility would provide recreational opportunities for the entire county population, as well as the Frederick County School System. Presently, there are ten softball and baseball fields within the county's regional park system. Eight of the existing fields must serve a dual purpose of facilitating youth baseball, as well as adult softball programs. With the increased usage of these fields, it has become increasingly difficult to facilitate these programs. This project is needed in order for the Parks and Recreation Department to accommodate the existing demand for youth baseball and adult softball programs. Construction Schedule: Completion in FY 07-08. Baseball Complex Renovation — Sherando Park Description: This project includes an upgrade to the lighting system; renovation of four existing baseball fields; and renovations of existing restrooms, access roads, and walkways. Capital Cost: $1,056,741 Justification: This facility, presently serving as both youth baseball and adult softball fields, would be used by the Little League Programs within the Sherando Park service area. In addition to its use as a recreational facility, the athletic complex will also be used by the Frederick County School System. This project cannot be completed until the Sherando Softball Complex is completed. Construction Schedule: Completion in FY 07-08. Soccer Complex — Sherando Park Description: This project includes the development of two soccer fields; access paths; restrooms; concession; one picnic shelter; a plaza; landscaping; and lighting. Capital Cost: $1,178,435 Justification: This facility will serve the entire county population and will be utilized by the Frederick County School System. Construction Schedule: Completion in FY 07-08 16 Frederick County 2005-2006 Capital Improvements Plan PRIORITY 12 I Tennis/Basketball Complex — Clearbrook Park Description: This project includes the development of four tennis courts; two basketball courts; a shelter; parking; and landscaping. Capital Cost: $403,887 Justification: These facilities will be available to all county residents. Currently, there are no tennis courts or basketball courts in the Clearbrook Park Service Area. Clearbrook Park is utilized by over 150,000 visitors annually; therefore, these facilities are needed. Construction Schedule: Completion in FY 08-09. PRIORITY 13 Tennis/Picnic Area — Sherando Park Description: This project includes the development of three tennis courts; a playground area; four picnic shelters; restrooms; a concession area; access road; access paths; parking; and landscaping. Capital Cost: $649,882 Justification: These facilities would be used by the residents of southern Frederick County. Although tennis courts have been included at Sherando High School, the department feels that it is important to include three tennis courts on park property for general use while the school courts are being used for school activities. Construction Schedule: Completion in FY 08-09. PRIORITY 14 Shelter/Stage Seating — Clearbrook Park Description: This project includes the development of a shelter with a performance stage; refurbishing existing restrooms and access paths; and renovations to the lake. Capital Cost: $401,254 Justification: This facility would be used by the entire county population. Presently, there are no facilities to accommodate cultural programs within the county's park system. This project is needed to provide a facility for cultural activities. Construction Schedule: Completion in FY 08-09. 17 Frederick County 2005-2006 Capital Improvements Plan PRIORITY 15 1 Maintenance Compound and Office — Sherando Park Description: This project involves the construction of a 1,200 square -foot office and a 4,000 square -foot storage shed for operation at Sherando Park. Capital Cost: $205,725 Justification: This facility will enable the county to maintain equipment and facilities in a more responsible and effective manner. The additional responsibility to maintain the outdoor facilities at Sherando High School increases the need for more storage, maintenance, and office space. Construction Schedule: Completion in FY 08-09. Access Road with Parking and Trails — Sherando Park PRIORITY 16 Description: This project involves the development of an entrance and 1,800 linear feet of access roadway from Warrior Drive; a 100 space parking area; and 2.8 miles of trails. Capital Cost: $829,781 Justification: This facility will provide recreational opportunities for the Sherando Park service area and the entire Frederick County community. The development of this facility will reduce the needs gap between the number of existing passive recreational areas and the number required to meet the minimum standards established for the service area. Construction Schedule: Completion in FY 08-09. PRIORITY 17 Field House Description: This facility would be attached to the Indoor Swimming Pool (Priority 1). The project involves building a 44,000 square foot facility that would contain and indoor track and at least two basketball courts. The court area would be designed to be used by indoor soccer, baseball, softball, wrestling, volleyball, tennis and badminton. The area could also be used for special events. Additionally, the project would house a fitness center, multipurpose rooms, office, storage, and locker rooms. Capital Cost: $7,040,000 Justification: This facility would give the Parks and Recreation Department the ability to offer year round recreational programming to the residents of Frederick County. It would also allow the Parks and Recreation 18 Frederick County 2005-2006 Capital Improvements Plan Department to meet the increasing demand for recreational programming in Frederick County. Construction Schedule: Completion in FY 09-10. County Administration Project Priority List PRIORITY 1 Public Safety Center Description: This project recommends the development of a 35,000 square -foot facility for the Frederick County Sheriff's Office and Fire and Rescue Services. This will allow the Frederick County Sheriff's Office to vacate the Winchester - Frederick County Joint Judicial Center. Capital Cost: $13,000,000 Justification: The Frederick County Sheriff's Office currently has 80 employees that occupy space in the Winchester -Frederick County Joint Judicial Center (JJC). When this space was first occupied, there were 36 employees in the office. Representatives of the JJC have indicated that additional space is required for court officers and other arms of the judicial branch. Development of a new facility in the county will enhance the response time for emergency service in the safest possible manner. The current location of the Sheriff's Office in the JJC increases emergency response time due to congested streets and heavily populated areas, thus compromising safety to persons and property. Construction Schedule: To be determined PRIORITY 2 New Frederick County Animal Shelter Description: This project involves the development of a 12,000 square -foot building with parking and fencing. This project would be built adjacent to the existing regional jail. Capital Cost: $2,501,000 Justification: This project will replace the existing Esther Boyd Animal Shelter which will be displaced by development of the MSW Landfill in approximately 3 years. Construction Schedule: Design in FY 05-06 with construction completion in FY 06-07. M Frederick County 2005-2006 Capital Improvements Plan PRIORITY 3 1 Annex Facilities Description: This project will consist of several facilities located at strategic locations throughout the county to house employees of the Sheriff's Office, the Treasurer's Office, and the Commissioner of Revenue's Office. A fire station would be included with offices located in the Fairfax Pike area. Capital Cost: $465,000 for Treasurer's Office Satellite Office; other estimates not available. Justification: The development of satellite facilities along major transportation networks and in areas of dense population will provide ease of access for citizens and will improve services to the county. The county continues to experience a significant rate of growth; therefore, it is important to provide services within these areas instead of requiring citizens to confront congestion, limited parking, and accessibility in the City of Winchester. Construction Schedule: Phase 1 — Site acquisition and construction FY 07-08; construction completion FY 08-09. New Fairfax Pike Fire/Rescue Station (coordinated with Annex Facilities request) Description: This project involves the construction of a new fire/rescue facility in southeast Frederick County between Stephen's City and Route 522, along the Route 277 (Fairfax Pike) corridor, which would also house satellite facilities for the Sheriff, Treasurer, and Board of Supervisors District Office. The fire and rescue component of the facility would involve an engine and rescue company. A five to seven acre tract of land would be needed for this project. Capital Cost: To be determined Justification: The need for a new station is in response to present and anticipated future growth ("Shenandoah" development of Lake Frederick) in this area of Frederick County. The new station would reduce fire and EMS response time to the population of southeastern Frederick County. Construction Schedule: To be determined PRIORITY 4 Relocation of Round Hill Fire/Rescue Station Description: This project includes the relocation and building of a 22,000 square -foot facility to accommodate ten or more pieces of emergency equipment and to house living 20 Frederick County 2005-2006 Capital Improvements Plan PRIORITY 5 PRIORITY 6 and sleeping areas for staff. A community center of approximately 10,000 square feet, with a capacity of 400 people, is also planned; it would be used for fund raising events and other activities. The project would need a parcel of three to five acres. Capital Cost: To be determined Justification: The existing facility serving the Round Hill area is 50 years old and not large enough to accommodate the equipment needed to serve the Round Hill community. This community includes approximately 9,000 households, three schools, and the Winchester Medical Center. Construction Schedule: To be determined Greenwood Road Convenience Site Expansion Description: This project will expand the existing trash drop-off on Greenwood Road. The expansion would add another compactor; a separate entrance and exit to the facility; fencing; paving; and a buffer of trees. Capital Cost: $200,000 Justification: The facility is necessary to provide adequate, safe trash disposal service for citizens living in the Greenwood Road area of Frederick County. Construction Schedule: Completion in FY 07-08. Gainesboro Convenience Site Relocation and Expansion Description: This project involves the relocation and expansion of the Gainesboro convenience site. The project would include fencing; earthwork; retaining walls; electric; paving; and a buffer of trees. Capital Cost: $220,000 Justification: The project is necessary to provide adequate trash disposal service for citizens living in the Gainesboro area of Frederick County. The existing site is inadequate and cannot be expanded to provide for safe ingress/egress or fencing to prevent illegal dumping. Construction Schedule: Completion in FY 07-08. 21 Frederick County 2005-2006 Capital Improvements Plan Winchester Regional Airport Project Priority List PRIORITY 1 Land Acquisition — Bufflick Road — Parcels 31, 46, & 53 Description: Acquisition of three parcels along Bufflick Road. Capital Cost: $865,000 State/Federal Grant - $847,700 Local Share: $17,300 Justification: This project is necessary as the identified parcels are located within both the Airport's FAR Part 77 Primary Surface and/or approach surface and the FAA's projected DNL 65 noise contour. The FAA considers residential land use within the noise contour to be incompatible with airport operations and encourages airports to resolve such incompatibility through land acquisition. Moreover, under the FAA's Part 77 Surface Requirements and the Code of Virginia, the Airport is required to assume fee simple ownership of property located within the Primary Surface. Construction Schedule: Completion by FY 06-07 PRIORITY 2 Terminal Building Renovations Description: This project involves repairs and upgrades to the existing terminal building including fixing the exterior surface; stopping leaks in the roof; and replacing the HVAC system. Capital Cost: $550,000 State/Federal Grant - $440,000 Local Share: $110,000 Justification: The building was constructed in 1992 and is beginning to show several areas of wear including delaminating of the exterior surface and a leaking roof. Construction Schedule: Completion in FY 06-07. PRIORITY 3 Land Acquisition — Bufflick Road — Parcels 47, 47A, & 48 Description: Acquisition of three parcels located along Bufflick Road. Property is included in the 20 Year Master Plan. Capital Cost: $200,000 State/Federal Grant - $196,000 Local Share: $4,000 Justification: This project is necessary to accommodate the increase in aircraft that utilize the Winchester Regional Airport. Capital Cost: $300,000 State Grant - $90,000 Local Cost: $210,000 Justification: This project is necessary to accommodate maintenance activities at the airport. Construction Schedule: Completion in FY 07-08 Handley Regional Library Project Priority List PRIORITY 1 Bowman Library Parking Lot and Sidewalk Extension Description: This proposal is to expand the parking lot on the Lakeside Drive side of the library from 101 to 221 parking spaces, and to provide a sidewalk that will extend approximately 400 to 500 feet beyond the sidewalk that now borders the parking lot to connect to the sidewalk on Lakeside Drive. Capital Cost: $228,468 Justification: The parking lot expansion is needed to relieve overcrowding and to accommodate library patrons. The sidewalk is necessary to provide safe access for pedestrians to the library. Planning consideration for alternative modes of transportation such as bicycle connectivity should also be considered. Construction Schedule: Completion in FY 05-06. PRIORITY 2 Northern Frederick County Library Branch Description: This project involves the acquisition of 3 to 4 acres and the construction of a 7,000 square -foot library branch with expansion possible to 10,000 square -feet along 522 North near Cross Junction. Initial parking would accommodate 35 vehicles. Capital Cost: $1,053,000 Fund Raising - $60,000 24 Frederick County 2005-2006 Capital Improvements Plan W Frederick County 2005-2006 Capital Improvements Plan Local Cost: $993,000 Justification: There is no library in this area of the county to serve residents. The residents of the Gainesboro District comprise the largest population group the greatest distance away from a library. The library would serve members of the population from toddlers to senior citizens. Construction Schedule: Land acquisition FY 07-08; Construction complete FY 08-09; Open library FY 09-10. CFFW Regional Jail Project Priority List PRIORITY 1 Community Corrections Center (CCC) Description: The Clarke-Fauquier-Frederick-Winchester Regional Jail Board proposes to construct and operate in accordance with the Public -Private Education Facilities and Infrastructure Act of 2002, a 44,000 square -foot, 204 bed Community Corrections Center on an 11.4 acre parcel of land adjacent to the eastern boundary of its property located at 141 Fort Collier Road. Capital Cost: $10,776,200 Local Share: $2,264,000* Justification: The Regional Adult Detention Center has a capacity of 265 inmates while current population exceeds 470 during the week and reaches nearly 500 on weekends. Construction Schedule: Construction in FY 05-06 * This figure assumes a 50% state reimbursement of construction costs. PRIORITY 2 Secure Detention Expansion Description: A 32,990 square -foot 96 bed facility that will be connected to the existing secure detention center to accommodate growth in inmate population. The expansion will be partially designed for direct supervision housing. It will also include a segregation unit, classification, and negative air flow facilities. Capital Cost: $10,300,000 Justification: The core facilities were designed to support the expansion and land was acquired during the initial construction.
