HomeMy WebLinkAboutNovember 28, 1949 to January 09, 1950At a Special meeting of the Board of Supervisors of Frederick County, Virginia held in the Supervisors Room over the Clerk's Office, on the 28th day of November, 1949. P R E S E N T L. B. Whitacre, Chairman, B. 0. Brumback, Ellsworth Dodson, C. E. Garber and Grover Teets. 'The purpose of this meeting was to decide whether the Supervisors were favorable to a meeting with City Council Committee in regard to more definite plans for the Construction of a Winchester= Frederick County War Memorial Building on the County parking lot. The Board agreed to meet at some future date with the City Council for a further discussion. Fred Stine, County Agent, John Wolfe, Assistant County Agent, Joseph A. Massie, Qbmmonwealth's attorney, Mrs. Agnes Shirley, Home Demonstration Agent, Mrs. A. W. Wright, Tuberculosis Association, B. D. Fleener, Road Engineer, Earl S. Bailey. Commissioner of the Revenue, Harry L. McCann, Treasurer, Mrs. Jane Gross, Public Welfare and Earl Cather, Game Warden were read and approved. REVISED SECONDARY ROAD BUDGET Upon motion duly seconded the following Resolution was unanimously adopted. Be it Resolved, that this Board adopt the revised final Secondary for Frederick County as presented.by the Resident Engineer. It is ordered that the Clerk transmit three copies of this Resolution to D. B. Fleener, Resident Road Engineer. SALARY AND EXPENSE ACCOUNTS APPROVED Treasurer, Sheriff, Commonwealth's Attorney and Commissioner of the Revenue Upon motion duly seconded the salary and expense account for the year beginning on the Ist day of January,. 1950 of the Treasurer, namely: $4,000.00 Salary, Deputies $2,620.00, other expenses $452.50 total $7,072.50. The salary and expense account of the Sheriff for the year beginning the Ist day of January, 1950 salary $3,600.00, Deputies, Jailor, iiatron, Clerk and Jail.Cook $5,400.00 and other expenses'$400.00, total $9,400.00. The Salary and Expense Account of the Commissioner of I \ the Revenue, Salary $3 7 300.00 Deputy and Extra help $2 Other expenses $285.50 "l 1 372 ►i total $6,I45.50 and the salary and expense account of the Commonwealth's Attorney, Salary $2,280.00 extra help, $480.00 total $2,760.00 were approved as fixed by the Compensation Board. B. 0. Brumback, Grover Teets and Ellsworth Dodson, Voting for approval and C. E. Garber voting for disapproval. CLAUDE SINE - JOHN HOPKINS HOSPITAL Upon motion duly seconded this'Board unanimously agreescto pay an amount not exceeding $I25.00 to the John Hopkins Hospital, Baltimore, Maryland for the Hospitalization expenses of Claude Sine. The Clerk is ordered to transmit a copy of this minute to the John Hopkins Hospital. •• Accounts totaling $15,437.17 were approved and ordered to be paid from the General County Fund by warrants numbers I2I80 to I2228 inclusive and Livestock and Fowl Claims and Earl Cather's Salary totaling $202.00 were approved and ordered to be naid from the Dog Fund by warrants numbers I097 to II04 inclusive. SCHOOL BOARD The School Board appeared before the Board and presented their tentative Budget, fPr the year beginning July I, -195.0-and ending June 30 I951. A general discussion of the different items was entered into. DOG FUND Upon motion duly seconded it is ordered that the Treasurer transfer from the Dog Fund to the General County Fund the sum of $I,000.00. ROADS unanimously passed. Upon motion duly seconded the following resolution was BE IT RESOLVED: that Section #I of Route 644 be held open for use of the landowners between Station 8I f IO and .07 mile south. The remaining part of Section ,#I between .07 mile south of Station 81 � IO and Station 87 f 80 be abandoned. This section lies south of the new location which is designated on the attached map. BE IT FURTHER RESOLVED: that Section #2 on the south side of the new location between Stations 173 f 50 and 179 > 20, being on the outside of the I right of way o e new location, a alstance o mile, be abandoned. BEr�T FURTHER­ RES OLVED o that Section 3_pf.new location betweei Station 81 I0 and Station 87 / 80, a distance of Q -13 mile, be added to the Secondary Sy; Also Section 4 of new location between Station 173/50 and Stai 779f2o; a didtance of 0.II mile be added to the Secondary •system. WELFARE BUDGET The Welfare Board appeared before the Board and presented theiz I tentative Budget for the year beginning July I, 1950 and ending June 30, I951- Upon motion duly seconded it is ordered that the Clerk transmit 1 an attested copy of the Minute passed on Deed Stamp on the I4th day of February, I949 to Senator Harry F.Byrd, Jr. RTMf F..T - Upon motion it was agreed that this Board set up in their Budget for the Welfare for the year beginning July I, I950 and ending June 30, 1951 an amount in the sum of $I2,235.00. ROADS SECONDARY Upon motion duly passed and in accordance with the law it is ordered that the Board will hold its Regular hearing on requests for secondary road improvements and additions on Monday, February 13, 1950 at 1:30 P. M. It is further ordered that a notice of said meeting be published inthe Winchester Evening Star. Upon motion duly seconded, it is ordered that this Board hold 0 a Special meeting on the 7th day of February, 1950 at 10:00 A. DS. to prepare the 1950 - 1951 Budget. Upon motion duly seconded the following Resolution was passed. :. Resolved that the Department of Highways place a traffic light at intersection of route 522 and 50 a short distance south of the City limits of Winchester, in Frederick County. BILLS APPROVED Accounts totaling $3,749.25 were approved and ordered to be paid from the General County Fund by Warrants numbers I2229 to I2269 inclusive and Livestock, fowl Claims and Earl Cather's Salary toatling $85.00 were approved and ordered to be paid from the Dog Fund by warrants numbers IIA5 to I106 inclusive. .
