Winchester Regional Airport, in the southwest corner of Route 728 (Victory Road) and Route 1000
(Arbor Court).

REVIEW AGENCY COMMENTS:
Denartment of Transportation: No overall objections to the subdivision of this property.
Entrances will have to be constructed to VDOT minimum standards to allow for safe egress
and ingress of the properties. Prior to development of the lots we will require a complete set
of construction site plans with detailed entrance designs and drainage features. Any entrance
or other right-of-way construction will need to be covered under a land use permit. We also
request the owner to provide a right-of-way dedication on the southeast corner of Lot #3, in
order to enclose the intersection radius of Route 1000 (Arbor Court).
Sanitation Authority: The drawing is a final plat of subdivision; the existing water
easement is correct. The other three lots (2,3, and 4) show no water and sewer services.
Fire Marshal: Will address on site plans for individual lots, as developed.
Inspections Dept: No comment at this time. Shall comment on building use when individual
site plans are submitted.

County Engineer: Drainage easements shall be indicated in pertinent locations to
accommodate the existing topographic conditions. A more detailed review will be made
when individual site plans are submitted.
Winchester Regional Airport: Require FAR Part 77 Contours be shown (10' intervals)
on the plan or on a supplement plan along with heights of the Federal Express building
corners and the top of the microwave dish.
Planning and Zoning_: This application as presented, meets all of the requirements of the
subdivision ordinance. There is no existing master plan for this property and waiver of this
requirement is recommended. The applicant has advised that the presented plats will be
modified to reflect the dedication of a portion of Lot 3 for a right-of-way as requested by
VDOT. Most of the issues raised by the review agencies will be addressed during the site
plan stage for each parcel.
STAFF RECOMMENDATION: Approval with the requirement that plats be modified to reflect
requested VDOT dedication and all other outstanding review agency comments be complied with.

intersection of Double Church Road (Route 641), near Stephens City.

SUBDIVISION SPECIFICS: Subdivision of a 3.648 acre tract into two lots with a minimum lot
size being 1.50.
REVIEW AGENCY COMMENTS:
Department of Transportation: No objection to the subdivision of this property. However,
we have some concerns over the impacts this project and other nearby projects will have on
the Route 277/641 intersection. We have recently reviewed a site plan for the project and
have attached our comments as well as other miscellaneous correspondence concerning the
project. Prior to any construction on the State's right-of-way the site plan will need to be
approved by this office and appropriate land use permits issued to cover the required
improvements.
Sanitation Authority: First review - Plats are OK, recorded copy needed.
Fire Marshal: Items addressed on Site Plan for Rite Aide Pharmacy.

County Engineer: The proposed subdivision is approved with the inclusion of the following
comment: Provide dedicated drainage easement across Lot 1 from Lot 2.
Planning and Zoning_ This property consists of a total of 3.648 acres and is zoned B2 and
M2. The lot on the corner of Fairfax Pike and Double Church Road is designated Lot 2 and
the entire 1.3274 acres will be zoned B2. Lot 1 consists of 2.1515 acres and is zoned B2 and
M2. There is no master plan for this property and waiver of this requirement is
recommended. The drainage easement as depicted on Lot 1 has been judged as satisfactory
by the County Engineer. Negotiations with VDOT are ongoing to insure dedication of
adequate right-of-way along the two roads at this intersection. Most all of the review agency
comments are developmental issues and will be addressed at the site plan stage. The
proposed subdivision meets the requirements of the subdivision ordinance. Should the
proposed ingress/egress easements become shared entrances, a entrance maintenance
agreement will be required.
Staff Recommendation for 1/17/96 Commission Meeting: Approval with the requirement that all
review agency comments be addressed as required.
