Wyatt, Planner II `P6 RE: Frederick County 1992-1993 Six Year Secondary Road Improvement Plan DATE: April 7, 1992 Attached is a copy of the proposed Frederick County 1992-1993 Six Year Secondary Road Improvement Plan. The Virginia Department of Transportation has asked that the Frederick County Board of Supervisors consider this plan during their regular meeting of April 22, 1992. The Frederick County Transportation Committee reviewed the Frederick County 1992-1993 Six Year Secondary Road Improvement Plan on April 6, 1992. The Transportation Committee recommended that the projects included in this plan maintain the same priority as the plan that was approved by the Frederick County Board of Supervisors on October 23, 1991. The Transportation Committee also recommended that all requested updates to this plan be considered this fall. Staff asks that the Planning Commission review this plan and recommend approval, or approval with modifications. THE COURTHOUSE COMMONS 9 N. Loudoun Street - P.O. Brown, of Signal Station Associates, to appear on the agenda for the April 15, 1992 Planning Commission Meeting. Mr. Brown, or his representative, would like to discuss with you the decision made by the Comprehensive Plan Subcommittee not to extend sewer and water at this time to the Round Hill area. The Subcommittee felt that the extension of sewer and water west of Route 37 is not appropriate at this time. However, the subcommittee has not ruled out the possibility of the Round Hill area going to an alternative sewage disposal method after the Rural Community Center Wastewater Study is completed. Also attached is a memo regarding a study done by the staff in 1988 on the subject. LCB/slk attachment THE COURTHOUSE COMMONS 9 N. Loudoun Street - P.O. Toward that end, we request to be included on the agenda of the Frederick County Planning Commission meeting scheduled for April 15,- 1992. A community representative will present information pertinent to this issue at the meeting. Sincerely, Forrest Brown for Signal Station Associates 1205 Woodside Drix, Winchester, VA 22601 February 7, 1992 Mr. Robert W. Watkins Director Frederick Co. Depts. of Planning and Building 9 Court Square P.O. Box 601 Winchester, VA 22601 Dear Mr. Watkins: Further to our meeting on February 6, 1992, we wish to request that thr• Frederick County Comprehensive Plan be amended to allow one of the following options: Option 1: Extension of sewer line from Merriman's Lane up Abrams drainage way to serve the entire Round Hill Community Center as depicted on the enclosed sketch. Option 2: Establishment of a community sanitary system to serve the Round Hill Community as outlined on the enclosed sketch. It is our belief that providing the requested services is in accord with the concept of Rural Community Centers as articulated in the Land Use chapter in the Frederick County Comprehensive'Policy Plan. We intend to follow this request with supporting evidence from both thr public and private Round Hill Community at large. Sincerely R.D. Watkins, Director Subject: Report on Winchester Area Transportation Study Date: March 27, 1992 The Winchester Area Transportation Study being carried out by VDOT and DeLeuw Cather & Co. has reached a critical point and additional information is now available as follows: Short Range Plan The study has determined which portions of major roads are currently deficient in terms ofeometry, safety and traffic. The attached figures 1-1 and 1-2 describe ese a iciencies. Based on this determination various short term solutions have been proposed. The attached figures 2-1 and 2-2 describe various short range improvements that are proposed to address the existing deficiencies. These improvements include only projects that will either cost 20o nn, C or projects that are currently programmed by VDOT in their Six Year Improvement Programs. -- These improvements include: The currently programmed improvements to Cedar Creek Grade Route 522 south, Greenwood Road and Route 647. , New traffic signals on Pleasant Valley Avenue and on Cedar Creek Grade at Route 37. A variety of other improvements including bridge and rail crossing improvements, geometric improvements, turn lanes, sign and signal improvements, parking restrictions and other improvements. Diagrams are attached and the areas addressed are as follows: Interstate 81/Route 37/Route 11/Route 642 The WAIS recommendations were implemented with the new traffic signals at this location. Interstate 81/route 17-50/Route 522 A traffic and safety deficiency was identified on the interstate on the southbound lane under the Route 50 bridge, involving the weaving or lane changing movement. The proposal is to remove the northwestern loop ramp. Southbound turns onto the Interstate from Route 50 would be via a signalized left turn on Route 50. The deceleration lane for the southbound off ramp to eastbound Route 50 would be extended. This would eliminate the conflicts between the loop ramps on the southbound lane of Interstate 81. Interstate 81/Route 11/Route 37 North The level of service on Route 11 in this area was determined to be inadequate and deficiencies were found at the various unsignalized intersections. In terms of improvements, an additional lane in each direction is proposed on Route 11 from I-81 to Route 37. A new ramp from Route 37 is proposed to allow eastbound traffic to turn southbound on Route 11 in order to help eliminate U-turns. Intersections on Route 11 between Interstate 81 and Route 37 are proposed to be eliminated and replaced by a relocated Route 661. There would be one signalized intersection. Route 661 would connect at Route 11 with the road into Amoco Foam Products. Access to all businesses would be made via this intersection. The intersections of the southbound ramps on Interstate 81 and Route 11 would be signalized. Interstate 81/Route 277/Route 11/Route 647 Analysis shows an inadequate level of service on Route 277 in this area due to the close proximity of the signals. In terms of improvements, an additional bridge is proposed over Interstate 81 which would extend from Route 647 west to Stephens City. This would relieve traffic at the intersection of Route 277 and Route 11 in Stephens City. From Route 247 to this new bridge road, Route 647 would be one way north. The existing northbound ramp onto the Interstate would be replaced by a ramp which would run from the bridge road to the north. The northbound off ramp from the Interstate would be aligned across Route 277 with the one-way north Route 647. Route 1012 would be relocated to the east. The new bridge crossing would be connected to Route 277 on the west side of the Interstate with a one-way south road. 0 V N V 66 539 —t Mt yea 229--1 O \ a sso d A C C m w of \• `\ Sri k 8 1L 21541 YL W 0 N Jubal Early Drive o LEGEND Ox • WN of Service Datielancy f70 • Laval of SaMca for Spaciflo •" MovUnant at Oaedant Location D l 4 176 L 1-- 284 644 - 61 t5, J L 2124 1 431 / 624 4 1 r +-- Feat er a ane v ro 464 - r 250 13---1 N D N onwiNeavingeaviC ng) f tr Note: Traffic volumes shown are based on intersection counts and tube counts (for ramps) taken on °j N different dates and may not match at adjacent locations. tr)V Recommendations for improvement will not be made for deficiencies at unsignaiized Intersections where there are less than 100 vehicles making the deficient movement. O 3-13 Figure 3-8 Interstate 81/Route 17- 50/Route 522 PM Peak Hour Forecasted Traffic Volumes and Level of Service Deficiencies Study Year (1994) WINCHESTER AREA TRANSPORTATION STUDY CORRIDOR STUDIES FUe you o/,o o A d A C R N R _d Jubal Early Drive IIIIIIilllll - Construct New Roadway ® - Upgrade or Widen Existing Roadway OEM - Remove Roadway 3 - 14 Figure 3-9 Interstate 81/Route 17. r Extend Deceleration/ 50/Route 522 1 Acceleration Lane to North of Abrams Recommended Creek Improvements (1994) EWIdento )Cfl WINCHESTER AREA TRANSPORTATION H STUDY CORRIDOR 0 STUDIES L1M MQM Not To Scale Note: Traffic volumes shown are based on Intersection counts and tube counts (tor ramps) taken on different dates and may not match at adjacent locations, Recommendations for improvement will not be made for deficiencies at unsignallzed Intersections where there are less than 100 vehicles making the deficient movement 2-13 Figure 2-8 Interstate 81/Route 11/Route 37 North PM Peak Hour Forecasted Traffic Volumes and Level of Service Deficiencies Study Year (1994) WINCHESTER AREA TRANSPORTATION STUDY CORRIDOR STUDIES 0 2 - 14 Figure 2-9 Interstate 81/Route 11/Route 37 North Recommended Improvements (1994) WINCHESTER AREA TRANSPORTATION STUDY CORRIDOR STUDIES z Tbb / X4,4' 9 -450 Route 277 542 - Note: 42-- Note: Trafflc volumes shown are based on intersection counts and tube counts (for ramps) taken on different dates and may not match at adjacent locations. This The model uses projections of land use prepared by City and County staff . The model has been used to predict what traffic deficiencies will occur T only the improvements currently programmed by--V-DOT in the si an are Carrie ou . Maps of these deficiencies are at ac e . Various roads are either currently deficient or projected to be deficient by 2015, including: Route 2771 Route 647, Route 642, Route 11 South, Papermill Road, Cedar Creek Grade, Senseny Road, Greenwood Road, and Route 7. Interstate 81 between Route 50 and Route 11 is projected to be deficient. This deficiency on the Interstate will be due to locally generated traffic. The last step in the study will be to use the model to test various alternative scenarios for road improvements to correct or avoid deficiencies. VDOT is first proposing to test the three candidate alternatives for the eastern extension of Route 37. This test will determine the impact of Route 37 extension on projected deficiencies. It will also be used to determine which of the three alternatives has the most beneficial impact on traffic. Next VDOT proposes to test an additional set of alternatives needed to avoid deficiencies. This first set will be developed by VDOT, tested and the results will be brought to the local governments to determine if better alternatives can be developed. The study will continue to test alternatives until agreement is reached on which alternatives best solve the projected deficiencies.
