The minutes of the Special meeting held on the 27th day of February, 1948 were read and approved. Earl Cather, B. D. Fleener, Jos A. Massie, I. Fred Stine, Robert DeHaven, Jane W. Gross, Harry L. McCann, and E. S. Bailey Reports of Earl Cather,Game Warden, B. D. Fleener, Road Engineer, Jos. A. 'aassie, Commonwealth Attorney, I. Fred Stine, County Agent, Robert De Sheriff, Jane W. Gross, Superintendent of Publis Welfare, Harry L. McCann, Treasurer and E. S. Bailey, Commissioner of Revenue were read and approved. ( FIRE CONTROL AND MAINTENANCE OF FIRE FIGNTING EQUIPMENT W. H.-Lawrence, P. E. Lineberg and F. Grove White, appeared before the Board and requested that the Board include in their I948 and 1949 Budget Five Hundred Dollars for each of the following Fire Companies to wit: - Stephens City Fire JCompany, Middletown Fire Company and Clearbrook Fire Company. No action was taken. LAND ASSESSORS - SALARIES Upon motion, duly seconded it was unanimously decided to compensate the assessors for the reassessment.of land at the rate of Eight Dollars each per diem plus mileage at five (5¢) Cents per mile. WINCHESTER MEMORIAL HOSPITAL F. Grove White and Fred Brumback, representing the Winchester Memorial Hospital Building fund appeared before the board and requested that this Board include in the 1948 and 1949 Budget Five Thousand Dollars and in the 1949 and 1950 Budget Five Thousand Dollars to be used for the new additons to the Hospital. No action was taken. ROAD VIEWERS Upon motion duly seconded Carroll Solenberger, J. L. Heishman,.l Sloane Wolfe, J. L. Jolliffe and Alfred Snapp were appointed Road Viewers for Secondary Road additions. WAR MEMORIAL FOR WINCHESTER AND FREDERICK COUNTY W. E. Edwards, F. Grove White and Fred Brumback, representing the Winchester and Frederick County War Memorial Association appeared before the Board requested that this Board transfer to the said Association a part of the Frederick County Hitching Lot. Said parcel being the length of said lot adjoining the City Parking Lot to a depth of 75 feet. No, action taken. SCHOOL BOARD Leslie D. Kline, Superintendant of Schools and the Frederick County School Board appeared before the Board and presented their Tentative Budget a I general discussion of the different items in the said Budget were entered into. Action was deferred to a later date. BUDGET FOR SECONDARY ROAD SYSTEM THE Secondary Road Bydget for the year beginning July I, I948 336 b and ending the 30th day of June I949 was unanimously approved. Upon motion of C. E. Garber and Seconded by B. 0. Brumback the following Resolution was unaminously adopted, Resolved:- That the ban on traveling Carni or other like forms of entertainment made on the IOth day of March, I947 ku and recorded in the Supervisors Minute Book No. 8 at page 316 be, rescinded. A number, of citizens from Russels Precinct appeared before the board and requested that the Stock.Law in this Precinct be changed and upon motion du seconded the Clerk is ordered to have the following Notice published in the Winchester Evening Star once each week for four succeeding weeks and to post one Notice on the front of the County Court House and one Notice at Russells Precinct. In accordance with Section 3547 of the Virginia Code of 1942 Michie as Amended, the Board of Supervisors of Frederick County, Virginia at their Regular Monthly Meeting to be held on the IOth day of May, 1948, will receive petitions of the qualified voters of Russell's Precenct for and against changing the Fence Law in Russells Precinct, Back Creek Magisterial District, Frederick County, Virginia. BILLS APPROVED Accounts totaling $2,357.93 were approved and ordered to be paid from the General County Fund by warrants numbers 10708 to I0746 inclusive and Livestock, fowl claims and Earl Cather's Salary totaling $18I.00 were approved and ordered to be paid from the Dog Fund by warrants numbers 964 to 966 inclusive. McCANN, JOSEPH A MASSIF, ROBERT L. DeHAVEN B. D. Flenner, Resident Road Engineer, Earl Cather, Game Warden, I. Fred Stine, County Agent, Agnes .= Shirley, Home Demonstration Agent, Harry L. McCann, County Treasurer, Robert L. DeHaven, Sheriff and Joseph A. Massie, Commonwealth's Attorney, were read and approved. TUBERCULOSIS EXAMINATION Upon motion duly seconded the Resolution recorded in this / at page 332 requiring an X Ray Tuberculosis examination be and hereby is rescinded and in lieu thereof the following ordinance is adopted; That all licensed persons and their employees who handle, prepare and serve food to the general public, be and are hereby required to have an X Ray Tuberculosis Examination, at least one time during each year to to �f 337 fE to become effective May 6, I948. All reports of their examinations are to be sent to Dr. C. R. Anderson, Secretary of the Frederick County Bard of Health, who in turn will file all reports with the Frederick County Tuberculosis Association for future reference. In addition to the above ordinance, a blood test is required by the Frederick County Board of Health. These reports, also to be sent to the Secretary of the Frederick County Board of Health. SALARIES, COUNTY AGENT, HOME DEMONSTRATION AGENT AND ASSISTANT COUNTY AGENT. A Delegation appeared before the Board and requested that the approprication for the County Agent be increased from $I000.00 to $I,200.00 and of the Home Demonstration Agent be increaded from $750.00 to $1,000.00 and that $300.00 be appropriated for salary of the Assistant County Agent, for the year of I948 and I949. No action was taken. WELFARE BOARD Mr. Wa]ker Bond and Jane W. Gross appeared before the Board anc presented the Welfare Budget for 1948 and 1949 No action was taken. SCHOOL BUDGET Mr. Leslie D. Kline, Elizabeth Sheetz and the School Trustees appeared before the Board and presented their School budget for the year of I948 and I949 and requested that this Board appropriate from the General County Fund a sum sufficier to balance the said Budget and also an additional sum of $I2,000.00 for increase of Teachers Salaries No action was taken BUILDING PERMITS Upon_motioh.duly.seconded the following ordinance was passed on first and second reading: WHEREAS, there is continuous and rapid erection, construction, moving, alteration, and demolishing of buildings;in Frederick County, Virginia, to such an extent that the Commissioner of Revenue is unable to immediately and accurately assess the property owners for their improvements; and, WHEREAS, the County of Frederick, in the State of Virginia, is thus losing money due to the lack of proper and immediate assessments, and it has become necessary to correct this matter by the requirement of building permits; NOVI BE IT RESOLVED, that before the excavation or the erection or construction of any building, wall or structure, or any part thereof, by an person, firm, or corporation, shall be started or before any building or structure shall be moved, alterated, or demolished, where the total value of such building or structure will be in excess of $500.00, an application for a permit for such erection, construction, moving, alteration, or demolition of any building, wall, or structure, or any part thereof, shall be made to the Commissioner of Revenue by the owner or his authorized agent, it shall be unlawful for any person to begin the excavation or the erection, construction, alteration, moving or demolition of any building, wall or structure, or part thereof, until the proper permit has bee issued therefor. The application for the permit required by Section I shall be made on forms furnished.by the Commissioner of Revenue and which shall contain such information with reasonable certainty as to the kind and character of the work to be done and the estimated cost thereof. Anyone starting the excavation or erection, construction, alteration, moving or demolition of any building, wall or structure, or any part thereof, within the County without first obtaining a permit for the same shall be punished by a fine of $25.00 for any such offense. 0 BILLS APPROVED Accounts totaling $2,683.50 were approved and ordered to be paid from the General County Fund by warrants numbers 10747 to 10786 inclusive and Livestock, fowl clains and Earl Cather's Salary totaling $ 85.50 were approved and to be paid from the Dog Fund by warrants numbers 967 to 975 inclusive. All members being present. SCHOOL BUDGET Upon motion of B. 0. Brumback and seconded by Ellsworth Dodson the Budget as presented on Monday April I2, I948 was unanimously disapproved. SCHOOL BUDGET Upon motion of Ellsworth Dodson and seconded by B. 0. it was unamimously decided that this Board appropriate to the School Board, from the General County Fund for the year of I948 and 1949 $6,000.00 for teachers salaries and an additional sum of $47,500.00 totaling $53,500.00. WELFARE BUDGET Upon motion duly seconded the Welfare Budget was approved as presented. Grover Teets and Charles E. Garber voting against,the motion and L. B. Whitac B. 0. Brumback and Ellsworth Dodson voting for it. SALARIES Upon motion of B. 0. 1rumback and Seconded icy Ellsworth Dodson it was decided to increase the Salary of I. Fred Stine, County Agent from $I,000.00 to $I,I00.00. The Salary of Agnes Shirley, Home Demonstration Agent was. ncrease&. $750.00 to $875.00 and the Salary of John Wolfe is set at $150.00 for the year of I948 and I949 Voting for the motion, B. 0. Brumback, Ellsworth Dodson and L. B. Whitacre. C. E. Garber and Grover Teets voted against the motion.
