PRESENT: Frank Brumback, Chairman; James Golladay., Vice - Chairman; Carl M. McDonald; Kenneth Y. Stiles; A. Lynn Myers; Manuel C. DeHaven; W. French Kirk ABSENT: M. Domenic Palumbo; George L. Romine CALL TO ORDER Chairman Brumback called the meeting to order at 2:00 p.m. The first order of business was the consideration of the minutes of June 1, 1983. Col. Myers referred the Commission to page three, paragraph eight. He thought Mr. Golladay's comment referred only to the Barton - ville Tap and not both lines. Col. Myers moved for approval of the minutes with this correction. This motion was seconded by Mr. Kirk and passed unanimously.* *Mr. Golladay was not present for this vote. MONTHLY AND BIMONTHLY REPORTS The Commission reviewed pending applications with the staff. Mr. Stiles commented that the permits issued for single family dwellings for May are just about up to the May 1979 levels. SITE PLANS Site Plan #001 -83 of H.C. Gabler, zoned M -2 (Industrial, General),for a 50,000 square foot warehouse facility with maneuvering area, parking area, and entrance improvements. ACTION - Approved Mr. Horne gave the background information. Mr. Randolph Larrick, representative for the applicant, came forward. 1761 -2- Mr. Horne stated that this is an M -2 zone which would allow truck terminals as a permitted use. H. C. Gabler's existing facility is a truck terminal. Mr. Horne noted that the staff has repeatedly verified with H. C. Gabler that the proposed building will not be a truck terminal and will be a warehouse. The warehouse is meeting M -1 setbacks and is 75' from the zoning line. If the building was to be used as a truck terminal or in conjunction with a truck terminal, it would have to be 300' from the nearest zone line. This would place the building 300' from the road right -of -way which is significantly farther than it is now. Mr. Larrick stated that he has submitted a letter stating that the proposed building will be a warehouse and will not be used in conjunction with the truck terminal. Chairman Brumback inquired about the traffic generated by the warehouse. Mr. Larrick stated that there would be about a dozen trucks per day. Mr. William J. Little from H. C. Gabler's Chambersburg office came forward. He stated that this will be a daylight operation. He commented that of all the storehouses he deals with, he knows of none that make storage runs at night. Mr. Stiles asked if H. C. Gabler intended to use this warehouse as a destination point for double length trailers. Mr. Little stated that hi's company has no intention of going to double length trailers at thisI time. s 1762 -3- Mr. Stiles asked if they intended to use this particular parcel of property as an access to the terminal itself and Mr. Little replied that H. C. Gabler has no intention of doing so at this time. Upon motion by Mr. Stiles, seconded by Col. Myers, and passed unanimously, BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve Site Plan #001 -83 of H. C. Gabler for a 50,000 square foot warehouse facility with maneuvering area, parking area, and entrance improvements in the Back Creek Magisterial District. Site Plan #009 -83 of Clearbrook Feed and Supply, zoned B -2 (Business, General), for a 4,800 square foot warehouse facility with maneuvering area and improvements. ACTION - Approved Mr. Horne gave the background information. Mr. David Moulden came forward and introduced himself to the Commission. In answer to Chairman Brumback's question, Mr. Moulden stated that an entrance existed when the property was previously rezoned and it was upgraded to 'commercial entrance standards. He added that a permit has been obtained to widen the entrance 2 feet. He said there will be no curbing applied because the Highway Department right -of -way is not wide enough. Upon motion by Mr. Stiles, seconded by Mr. Golladay, and passed unanimously, BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve Site Plan #009 -83 of Clearbrook Feed and Supply for a 4,800 square foot warehouse facility with maneuvering area and improvements in the Stonewall Magisterial District. Site Plan #010 -83 of General Electric Company, zoned M -1 (Light Industrial), for the addition of approximately 146,000 square feet of manufacturing and warehousing space and 127 parking spaces. 1763 -4- ACTION - Approved Mr. Horne gave the background information. Mr. Michael McGregor came forward and introduced himself to the Commission. Mr. Golladay asked about the height regulations on their proposed 90' automated warehouse. Mr. Horne replied that since the warehouse is entirely automated, it was treated as an unoccupied industrial structure and, therefore, was exempt from the height regulations. Chairman Brumback asked for the height of the proposed addition and Mr. McGregor replied that it would be 55' higher than exists, which would make the building 90' total. There next ensued a discussion on the possibility of a direct entrance road parallel to Route 37 or an interchange at Route 651 /Route 37. The Commission felt that at some point in the future, some major improvements to the traffic patterns in the area would be needed. Mr. Stiles inquired as to how much further expansion was intended. Mr. McGregor stated that General Electric owns 127 acres and less than half has been utilized, so it would be conceivable that this area could be developed some time in the future. Upon motion by Mr. Stiles, seconded by Mr. DeHaven, and passed unanimously, BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve Site Plan #010 -83 of General Electric Company for the addition of approximately 146,000 square feet of manufacturing and warehousing space and 127 parking spaces in the Back Creek Magisterial District. Sewer and Water Extension Projects by Frederick Countv Sanitation Authori 1764 -5- The Commission discussed three proposed sewer and water extensions with Mr. Wellington Jones of the Sanitation Authority. The first project involves the extension of water lines eastward along Route 277 to the area around Sandy's Trailer Park. The second two projects involve the area on Route 522 South in the area around Bufflick Road (Route 645) and areas to the south. There next ensued a discussion on the impact of these extensions on future development in areas outside the designated urban development area of the Comprehensive Plan. The Commission also discussed whether or not the extension of water lines would place pressure on the county government to extend sewer lines to the same area in the future. The Commission felt they needed more time to consider this matter and to gather more information before making an official comment. --------------------- Transportation Committee Members Mr. Horne stated that the Board of Supervisors approved the formation of a Transportation Committee to act as the focal group for transportation related items. Mr. Horne commented that the Board would like a recommendation from the Planning Commission on the structure of the committee. Mr. Golladay moved that the Transportation Committee consist of one representative from each magisterial district, one representative from the Planning Commission, and one representative from the Board of Supervisors with staff help from the Planning Department, the Highway Department, the Sheriff's Department, and the 1765 State Police. This motion was seconded by Col. Myers and passed unanimously. ADJOURNMENT There being no further business to discuss, the meeting adjourned.
