HomeMy WebLinkAboutPC_04-28-81_Meeting_Minutes_WorksessionPLANNING COMMISSION WORKSESSION APRIL 28, 1981 The Planning Commission's Worksession Meeting was held on April 28, 1981, at 7:00 p.m. PRESENT: Messrs. Gordon; Srumback; Golladay; Kirk; Myers; DeHaven; Stiles CALL TO ORDER The Planning Commission Chairman called the meeting to order and instructed the Secretary to address the first item of business. Mr. Riley presented two proposed subdivision amendments which would require the division of land zoned residential, commercial and industrial to meet the full requirements of the Frederick County Subdivision Ordinance and the connection to central water and sewer if available at the property. There was a lengthy discussion regarding these proposals centered on the fact of the exact terminology of the availability of water and sewer service. It was finally decided to word the amendment to read as follows: 18 -30 Public Water and Sewer Where public water or sewer is available at the property (as defined in the Frederick County Subdivision Ordinance) the service shall be extended to all lots within said property. (As defined) 18 -2 (3) The division of land into lots or parcels of land of five acres or greater zoned an agricultural classification. The next order of business was to discuss the renewal procedure for conditional use permits. Mr. Riley presented the Commonwealth Attorney's opinion along with questions posed to the Commonwealth Attorney. 1314 The Planning Commission was in full agreement with the opinion and also felt that advertisement for renewal was unnecessary. The next order of business was the presentation of a subcommittee status report by Mr. James Golladay. The subject of the report covered urban development impacts on the cost and delivery of services. The Planning Commission was in general agreement with the direction of the report. The Commission felt that alternative ways to design subdivisions and preserve open space was essential. Mr. Myers next requested through Chairman Gordon the issue of agricultural preservation be reviewed. Mr. Riley reviewed the intent of the subcommittee report on agricultural preservation highlighting the special use permit provision. Mr. Riley indicated that his intent was to go back and review the findings of the committee at the next regularly scheduled worksession of the Planning Commission. There being no further business to come before the Planning Commission, Mr. Golladay moved for adjournment. The motion for adjournment was seconded by Mr. Stiles and passed unanimously.
