OF THE
FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervsiors' Meeting Room, 9 Court Square, Winchester,
Virginia, 7:00 p.m., 3/12/80.
PRESENT: C. Langdon Gordon, Chairman; Frank Brumback, Vice - Chairman;
Manuel C. DeHaven; James Golladay, Jr.; W. French Kirk;
Elmer Venskoske; Kenneth Stiles.
CALL TO ORDER
The Chairman called the meeting to order.
It was the general consensus of the mining operators with
regard to the EM District, that more time was needed to reach a general
agreement among themselves on needed changes in the ordinance. Therefore,
further discussion was postponed until March 25, 1980.
Discussion was next opened with regard to outlying spot resi-
dential areas in the County and along highways. Ramifications of
rezoning some areas which are presently developed was discussed, It was
questioned as to whether residential zoning would encourage or set a
precident for other spot developments. It was also questioned;as to
whether existing residential areas would be protected by a residential
zone.
By general consensus of the Planning Commission, the following
decisions were reached.
Finger Lakes - Rezone to A -2 because of the absence of services,
poor access and outside of comprehensive plan.
Gordondale - Rezone to A -2 because it is outside of comprehensive

Welltown Pike Area - Rezone to A -2 because of unsuitability of area
or further residential development, traffic problems and flooding
problems.

Route 11 North of Winchester - leave existing residential lots in
R -1 because comprehensive plan does show some residential develop-
ment in the area.
Route 277 East of Stephens City - Rezone to A -2 because of the
absence of services in the area.
There being no further business, Mr. Golladay made a motion
that the meeting be adjourned. This was seconded by Mr. Venskoske and
passed unanimously.
