At the Regular meeting of the Board of Supervisors of Frederick County Va.,
held in the Supervisors Room over the Clerk's Office on Llonday September 9th, 1940-

The minutes of the 1 -st meeting were read and approved.
REPORTS OF T. 1 �7. RUSSELL, I. FRED STINE A ND IUSS SPROUL. ALSO 11RS. NALLEY.
The report of T. `il. Russell, ®upt of the County Home; I. Fred Stine, County
Agent; Miss Sproul, Home Demonstration Agent, Mrs. Nalle Supt of the Board of Public
Welfare, were respectively presented by them, and each report was approved.
TREASURER'S REPORT.
Mr. licCann, Treasurer submitted his report, whichwas found to be satisfactory,
and was approved by the Board.
J. B. WINGFIELD, SHEEP CLAIM.
Mr. J. B. Wingfield appeared before the Board, protesting the amount this Board
allowed him for his sheep at the last meeting, after hearing his statement and consider-
ing the matter upon motion of Mr. Light seconded by i'.r. Lemley it was unanimously decided
to let the claim stand as approved heretofore.
PAYMENT OF TFITORAR° LOAN.
Upon motion of 11r. Lemley seconded by fir. Light the Clerk is directed to
draw the warrant payable to Middletown State Bank, in the amount of rive Thousand ($5,000.
Dollars to pay the temporary Loan, which was authorized at June 10th, 1940 meeting.
TRANSFER OF APPIOPRIATION TO SCHOOL BOi RD
On motion of Mr. Fout seconded by lair. Carpenter, which carried, the
Treasurer of this County is hereby authorized to transfer from the General County Fund
to the School Board of Frederick County the sum of Three Thousand ($3,000.) Dollars, whi
was appropriated and provided for in the 1940 -1941 Budget.
IN RE: FNELL CHAPI.L
IN RE: CHARPES ALGIER.
The Supt, of Public Welfare brought to the Board attention the condition
of Ewell Chapman, who recently lost a leg in an accident, and who it appears was a
resident of Frederick County and without means, after considering the matter it is the
sense of this Board that the, should extend to said Chapman the sum of Eight ($8.00)
Dollars per month for his support until such time as he receives aid from other sources.
The case of Charles Algier, who is employed at Front Royal and has a large
family was also brought to the attention of the Board and after consideration of his case
it was decided to not appropriate any sum toward his assistance at this time,

TRANSFER OF FUNDS..
Mr. Lee Whitacre, Commissioner of Revenue, and Mr. Harry- McCann, Treasurer,

appeared before the Board regarding the purchase of a Remmington Upright Adder for use
in the office of the Commissioner, it being made to appear to the satisfaction of this
Board that this machine can be purchased upon the terms of One Hundred and Forty ($140.
Dollars, cash and the balance to be paid at a later date, it is hereby prdered that the
sum of $140.00 set up in this years Budget under Collection and Disbursements of Taxes
(Treasurers Office) Capital Outlay Function 3A Item 19 be transferred to Assessment of
Taxes ( Commissioner of Revenue Office) to be expended for this Machine, and it is fu rt
ordered that Mr. Whitacre, be and he hereby is authorized and directed to comsumate the
purchase thereof, upon the best terms he can obtain.
IMPROVEENTS:SECOND FLOOR COURT HOUSE..
The matter re- arranging the second floor of the Court House to provide
additional office space was discussed at some length, but no action was taken toward
said improvements at this time. The Clerk of this Board was directed communicate with
Tor. R. L. Barney,. requesting him to come before the Board at its next meeting in
October with a view to discussing the proposed improvement with him.
SCHOOL BOARD AUTHORIZED TO BORROW.
Whereas, the School Board of Frederick County having requested the Board
of Supervisors of Frederick County to authorize a temporary loan for the purpose of
erecting a conso lidated building in Stonweall District not to exceed $18,500.00 as set
up in the budget, the same,tr) be borrowed for the payment of bills as they become due,
and the notes to be paid when the building is completed and approved by the State
Architect from funds to be borrvred from the Literary Fund, Therefore, be it Resolved
that on motion of Mr. Light, seconded by Mr. Lemley, the School Board is authorized to
borrow the said amount of $18,500.00 for the purpose set forth in their request.
Accounts totaling 7,188.44 were approved and ordered paid from the General
County Fund by warrants Nos. 4917 to 4975 inclusive.
Sheep claims totaling $60.90 were approved and ordered to be paid from the
Dog Fund by warrants 442 to 447 inclusive.
it is ordered that the Board now adjourn.
