A Resolution Nominating Redbud Road
for Virginia Byway Designation
WHEREAS, The Commonwealth Transportation Board is empowered to designate an existing
road within the Commonwealth as a "Virginia Byway"; and,
WHEREAS, the Frederick County Board of Supervisors has examined Redbud Road (State
Route 661) from Route 11 running southeasterly to Woods Mill Road (State Route 660); and,
WHEREAS, upon consideration of the scenic landscape, historic civil war battlefields and
environmentally significant nature ofthe area which Redbud Road traverses, providing an opportunity
for recreational and cultural enrichment;
IT IS, ACCORDINGLY, RESOLVED, that the Frederick County Board of Supervisors does
hereby request the Virginia Department of Transportation take all necessary actions to effect a
designation of Redbud Road as a Virginia Byway.
Upon motion made by Lynda J. Tyler and seconded by Barbara E. Van Osten,
the above was approved by the following recorded vote:

Following discussion initiated by Supervisor Tyler regarding a possible request by the Board
that VDOT designate Redbud Road as a Virginia Byway, staff ha,s drafted a resolution and
advertised for public hearing on this matter.
Representatives from VDOT and the Department of Conservation will be on hand to answer
questions from the Board at the meeting. Attached for the Board's review and information are
materials of the VDOT website which explain the nature and meaning of the Virginia Byway
designation.

Designating Virginia Byways
Adventure beckons on the roads and highways designated as Virginia Byways. More
than mere pavement between points A and B, a Virginia Byway offers travelers a
side of the Commonwealth that is uncommon and revealing. Each byway leads to
scenes of natural beauty and places of historical and social significance.
Currently, there are about 2,600 miles of roads designated as Virginia Byways, yet
several hundred more miles of Commonwealth roadway could qualify. To help
showcase Virginia for the 400th anniversary of the Jamestown settlement, the
Virginia Department of Transportation and the Commonwealth Transportation Board,
are encouraging local governments to nominate roads for byway designation.

What's the purpose of the Virainia
Bvwavs proaram?
The program recognizes road corridors
containing aesthetic or cultural value near
areas of historical, natural or recreational
significance. By designating certain roads as
Virginia Byways and widely distributing "A
Map of Scenic Roads in Virginia," the
program encourages travel to interesting
destinations and away from high-traffic
corridors. Byways also stimulate local
economies by attracting visitors to
lesser-known destinations.
What makes a Virainia Bvwav
different from other roads?
People like to explore. The 2000 Virginia
Outdoors Survey, conducted by Virginia's
Department of Conservation and Recreation
(OCR), finds that driving for pleasure is the
second most popular outdoor activity, with
over 64% of the population participating. By
following the highlighted byways on the state
transportation map and the scenic roads
map, visitors are directed to places where
they can tour wineries, explore Civil War
battle sites and historical attractions, view
beautiful scenery and enjoy recreational
resources. Once designated, a byway
becomes part of the coordinated promotional
strategy for Virginia tourism.

Byway designation might limit placement of
outdoor advertising signs. It does not affect
land use controls. It does not limit road
improvements.
Per Virginia Code, "Virginia Byway" means
those highways designated by the CTB
pursuant to articles 333.1-62 through
333.1-66. The Virginia Outdoors Plan, from
OCR, identifies roads that have been
considered as "consensus" Virginia Byways
for many years. In addition, there are other
roads that meet the criteria for designation.
To be considered, a segment of road must
substantially meet the following criteria:
· The route provides important scenic
values and experiences.
· There is a diversity of experiences, as
in transition from one landscape
scene to another.
· The route links together or provides
access to scenic, historic,
recreational, cultural, natural and
archeological elements.
· The route bypasses major roads or
provides opportunity to leave
high-speed routes for variety and
leisure in motoring. 0 Landscape
control or management along the
route is feasible.
· The route allows for additional
features that will enhance the
motorist's experience and improve
safety.
· Local government(s) has/have
initiated zoning or other land-use
controls, so as to reasonably protect
the aesthetic and cultural value of the
highway.
What are the steps to desianation? 1. Anyone can request byway designation,
but local governments must adopt a
resolution of support.
2. Upon receipt of a request from an
interested party/local government, VDOT
and OCR collect information on local zoning

laws, traffic volumes and accident reports
before evaluating the roads according to the
crite ria.
3. Based on a joint review according to the
criteria, the DCR Director recommends
qualifying roads for consideration by the
Commonwealth Transportation Board.
4. Before the CTB acts, VDOT offers
(records it's willingness) to hold a public
hearing with the local government. If a public
hearing is requested, VDOT will conduct the
hearing with participation from DCR and
VDOT's Environmental Division.
5. After the public hearing, or if no hearing
was requested, DCR forwards the
recommendation of qualifying routes to the
Transportation Commissioner for submission
to the CTB.
6. The CTB officially designates the Byways
at their next scheduled meeting.
Subsequently, signs are posted, and
changes are made to the appropriate maps.

I received your phone message concerning Lynda's request to designate Rt. 661 Redbud Road
as a Virginia Byway.
I am attaching on line information concerning this subject.

From my perspective, I see no reason not to start the process if that is what Lynda and the
County want us to do.
I would point out that Shenandoah County went through this process and had some strong
objections on at least one road in the Bryce Mountain area, as the people felt the designation
would bring in more tourists, etc. and therefore impact the traffic volumes on the road. It
may be that the Frederick County Board of Supervisors will want to go through a formal public
hearing process before you formally ask VDOT and OCR to evaluate the roads to see that it
meets the criteria.
I am going to put a map in the mail to you of Scenic Roads in Virginia.

Dear Ms. Tyler:
Previously you had requested that Milburn. and Red Bud Roads in Frederick County be
evaluated for Virginia Byway designation under the provisions of SS 33.1-62 et. Seq.ofthe
Code of Virginia. Earlier this year, you and I discussed the byway designation process. As
you already know from talking with Lynn Crump of my staff, a team comprised of
personnel from this department and the Department of Transportation completed its review
of the routes and determined that Red Bud Road qualifies for Virginia Byway designation.
However, Milburn. Road does not qualify under the byway criteria.
Within Frederick County, Red Bud Road provides a link to the Red Bud Greenway and
severalla.."1ds currently held in private and public ownership to protect the area. The
review team believes that Red Bud Road is a significant driving route and could become an
important component of the Virginia Byway system. However, elements of the Virginia
Byway designation criteria address evaluation of the safety aspects of a road being
considered. As a narrow gravel road, Milburn. Road does not meet those criteria. The
attached map delineates the qualifying and non-qualifying routes.
Before the Department of Conservation and Recreation (DCR) can move forward with any
recommendations associated with the route in Frederick County, we need a resolution of
support from the Board of Supervisors. Therefore, we request that the Frederick County
Board of Supervisors support the route identified above and in the attached map as a
