At the Regular meeting of the Board of Supervisors of Frederick County
Virginia held in the Supervisors Room over the Clerk's Office on Monday August 12th,
1940.
PRESENT
C. M. Rosenberger, Chairman, H. M. Fout, H. C. Light, G. U. Lemley and William
Carpenter.
The minutes of the last meeting were read and approved.
REPORTS OF T. W. RUSSELL, I. FRED STINE AND MISS SPROUSE, AND H. L. MCCANN.
The report of T. W. Russell, Supt of the County Home, and I. Fred Stine
County Agent, Miss Mae Elizabeth Sprouse, Home Demonstrat4V Agent, and H. L. McCann
County Treasurer, were respectively presented by them, and eabh report was approved.
ABANDOII ENT AND ADDITIONS TO SECONDARY SYSTEM
ROUTE NUISBER 671 BE`I1,VEEN GREENSPRING A ND WHITE HALL.
Upon motion of Mr. Light seconded by Mr. Carpenter, the following
resolution is unanimously pa ssed, viz: that sections 1, 2, 3, and 4 as shovm on the
plat dated May 30, 1940, and filed with the minutes of this meeting as a part of the
same, being sections of said Route 671 in Frederick County Virginia, between Greenspr
and White Hall, be abandoned for maintenance by the State Highway Department, but be
left open for entrances to houses, fields, and eta., adjacent thereto; and it is furt
ordered that sections 6,7.and 8 shown on the aforesaid plat be added to the secondary
system as new locations.
Total length of road a bandoned 0.438 miles
Total length of additions 0.417 miles.
COAL FOR COUNTY.
After consideration of the several bids submitted for supplying the Coal
for the Parish Farm, Court House, and County Office Building for the winter of 1940 -41,
upon motion of Mr. Light seconded by Mr. Lemley, it is ordered that the contract be
awarded for supplying the Coal for said Buildings for said period to L. V. McIlwee;
60 to 70% lump coal to be furnished from Campbell Mine, Piedmont, W. Va. according
to bidder's bid. Said McIlwee guaranteeing the coal to be furnished to be of the same
grade or better than that furnished last season to the County.
DELINQUENT LIST FOR L939
The - County Treasurer, Harry L. McCann, presented to the Board of
Supervisors the delinquent personal property list for the year 1939 totaling $2351.68
also the delinquent land taxes for the year 1939 totaling$7,994.36, which was
unanimously approved by the Board.
SHEEP, POULTRY,AND OTHER CLAIMS.
After discussing the matter at some length the following resolution
was unanimously adopted relative to claims for live stock and poultry killed or

injur -.ed by Dogs. Viz:

"Any person taxed by the State who shall have any livestock or poultry killed or
injured in this county by any dog shall be entitled to receive compensation therefor at
the assessed value of such livestock and fair value of unassessed lambs or poultry, but
in no case shall any such person receive or recover for any livestock or poultry so
killed or injured, more than the then fair value thereof regardless of vihat the assessed
value may be. '
Furthermore, no claim for compensation for such livestock or poultry so killed
or injured will be considered by the Board unless the owner thereof shall have notified
the Game Warden of the killing or or injury to such livestock or poultry, immediately
after such killing or inqury to enable the Game sJarden to adjust the loss pursuant to
resolution adopted by this Board on January 1, 1940. "
IN RE: WARRANT NUMBER 4850 TO MADELINE BLAIR
JULY 1940
The Clerk of this Board having called the Boards attention to the fact that
Warrant #4850 of this Board issued at the meeting of July 8, 1940 to Miss Madeline
Blair, Home Demonstration Agent for her salary for June 1940 had been lost in the Mail;
the Clerk of this Board is hereby authorized and directed to draw a duplicate warrant
and mail to her, stopping the payment on said warrant, and should the original warrant
be returned it shall be marked void by the Clerk and filed. Warrant # 4916 used for
duplicate of Warrant #4850.
Accounts totaling $ 2,024.38 were approved and ordered paid from the General
County Fund by warrants Nos. 4866 4916 inclusive.
Sheep claims totaling $253.10 were approved and ordered to be paid from the
Dog Fund by warrants Nos. 429 to 441 inclusive.
It is ordered that the Board now adjourn.
