HomeMy WebLinkAboutPC_05-16-74_Meeting_Minutes_Special_Meeting7Y 0 MINUTES OF THE SPECIAL MEETING FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors Room, May 16, 1974 PRESENT: Keith Williams, Chairman; Elmer Venskoske; James W. Golladay; C. Langdon Gordon; Manuel C. DeHaven; Maurice W. Perry; Richard F. Madigan; H. Ronald Berg; and J. William Riley, III. The Chairman called the Meeting to Order and stated that the Special Meeting was called to: • 1. Discuss proposed M -1 District changes. 2. Discuss the proposed M -2 District changes. 3. Discuss the proposed R -3 District revisions 4. Discuss the proposed R -6 District. 5. °Discuss the proposed amendment for certain permitted uses in all "B" and "M" zones. 6. Discuss the proposed amendment to add Retail and Wholesale Businesses as permitted uses in both " A " zones. M -1 DISTRICT CHANGES Mr. Berg read the proposed amendments and explained the floor ratio factor to the Commission Members. He further explained how the ratio would be used in determining the size of the building and or expansion for a 0 given lot size. M -2 DISTRICT CHANGES • Mr. R. Berg read the proposed district to the Members of the Commission. Following a short discussion, the following motion was made: Upon motion made by Richard F. Madigan, seconded by James Golladay and passed unanimously, BE IT RESOLVED, That the Planning Commission of Frederick County does hereby approve the M -1 and M -2 District changes as written for Public Hearing at the next Regular Meeting. R -3 DISTRICT Mr. Ron Berg read the proposed new R -3 District to the Members. After a lengthy discussion in which several recommended changes were made, the following motion was made: Upon motion made by Elmer Venskoske, seconded by Richard Madigan and unanimously passed, • BE IT RESOLVED, That the Planning Commission of Frederick County does hereby approve the proposed R -3 District for Public Hearing at the next Regular Meeting. R -6 DISTRICT Mr. Ron Berg, Secretary, read the new proposed R -6 District to the Commission. He stated that this would be a multi - family district, Following a lengthy discussion in which a few recommended changes were made, the following motion was made: Upon motion made by James W. Golladay, seconded by Langdon Gordon and passed unanimously, BE IT RESOLVED, That the Planning Commission of Frederick County does hereby approve the proposed R -6 District for Public Hearing at the next Regular Planning Commission Meeting. SINGLE - FAMILY HOMES • Mr. R. Berg read the proposed amendment to the Zoning Ordinance in which all "B" and "M" zones would add: "Single- family homes built before Page 2 5b • November 1, 1973 as a permitted use." Mr. Berg explained that there were some homes that are in the Business and Industrial Zones which would not be allowed to add to ar rebuild their homes should disaster strike the homes. It was therefore suggested that single- family homes be added as a permitted use to these districts. Following a short discussion, the members suggested that this be put into the zoning ordinance and to add at the end: "Within existing lot." RETAIL AND WHOLESALE BUSINESSES Mr. Ron Berg read the proposed amendment to the Zoning Ordinance which would add: "Retail and Wholesale businesses established before November 1, 1973 as permitted uses in both "A" Zones." He explained that the businesses in this zone when the Ordinance was adopted would not be allowed to expand. • Following a short discussion, the Members suggested that the expansion should be only up to 50 per cent. Upon motion made by Manuel DeHaven, seconded by James Golladay and passed unanimously, BE IT RESOLVED, That the Planning Commission of Frederick County does hereby preliminarily approve the above amendments for single- family homes and retail and wholesale businesses.
