FREDERICK COUNTY PLANNING COMMISSION
Held in the County Office Building, July 28, 1971
A Special Meeting of the Frederick
Commission was held in the Supervisors' Room
Building, Winchester, Virginia, this day and
by Chairman James W. Golladay at 3:30 P.M.
PRESENT: James W. Golladay, Charl
Perry, Elmer Venskoske, Roy Jennings. Also,
Don E. Krueger and Robert E. Shumate.

ABSENT: Donald L. Baughman, Keith Williams, Grover
Teets, Jr. and Roy W. Williams.
The Chairman announced a quorum was present and the meeting
continued.
The petition of Julian F. Garber which had been tabled at
the Regular Meeting of July 7, 1971 was brought up for discussion.
' Mr. Shumate is a planner representing the Division of State Planning
and Community Affairs. Mr. Shumate is presently working with the
Planning Commission on the Comprehensive Plan and his opinion on
the subject petition was sought. Mr. Shumate stated that zoning of
this type was legal however, it allowed many varied uses and he
didn't recommend it to the Planning Commission.
Mr. Golladay stated that he thought a new petition requesting
R -2 zoning was in order and that a time factor could be placed whereby
if R -2 usage did not occur within a given period of time the land would
revert back to B -2.
Mr. Bass moved that the Planning Commission recommend to the
Board of Supervisors that the petition of Julian F. Garber be dis-
approved and that a new petition be submitted requesting a specific
area for R -2 zoning.
The motion was seconded by Mr. Venskoske and passed.
The Planning Commission then began discussion of the County
Comprehensive Plan with Mr. Shumate.
