Call to Order
The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam.
Approval of September 13, 2022, Meeting Minutes
Mr. Sandy moved to approve the minutes as submitted, second by Mr. Madagan, carried
unanimously (7-0).
Adoption of Agenda
Mr. Madagan made a motion to adopt the agenda as submitted, seconded by Mr. Grubbs, carried
unanimously (7-0).
Public Comment
Lynda Tyler with the 2 For 2 Foundation gave a brief update on the work of the Foundation,
extended a formal invitation to all Commission members to attend the world record event to be held

on October 29 at the Frederick County fairgrounds, and thanked the Commission for their support.

The Picnic & Pool Pawty + Car Show event held on 9/10 at Clearbrook Pool was a huge
success! We had 27 car show entries and 115 doggie participants for the "pooch plunge"!
We were able to pass along a $500 donation to Esther Boyd Animal Shelter from the event
and hope to add additional fundraising opportunities for next year!
Raised Bed Garden program was taught by Rich Sankovich on 9/17 at Sherando Community
Center. Nine participants were in attendance.

StoryWalk sign panels were taken down and repainted to give a fresh look
Active Adult trips (Mystery Trip, Potomac Eagle and Skyline Drive lunch and Big
Meadows) are all full!
Fall Youth Archery had 21 participants for a weeklong camp that began September 12 with
2 evening sessions
Fall Youth Volleyball 20 total teams
Youth /Adult Tennis had 43 participants for September
Little's Sports had 30 participants for September
We just finished (Oct 5th) our first Homeschool Hikers Series at Sherando Park. In this 4-
week series we learned about Habitats, Insects, Aquatic Macro-Invertebrates & Birds. Ten
participants registered for the first session of this program and many families are excited for
this outdoor exploration to begin again in the spring!
The Adult Fall softball season is near the end of the season with 23 men’s teams and 11 Co-
Rec teams playing Tuesday, Wednesday and Thursday evenings at both park locations
Fall Running Club has 35 participants enrolled
JWHS Apple Harvest fest, Thanksgiving fun run/5k, and end of the year Rose Hill 1-mile
will be included for the Running Club program

Safety Briefing for Half Marathon is scheduled October 12 with FCSO, WPD, VSP,
WEM, and SCFR attending.
As a member of the Fun Committee, staff has worked with HR and our Parks and
Recreation Yoga instructor to offer an internal class to all Frederick County employees once
per week as another wellness initiative for employees.
Halloween Happenings is planned for 10/28 & 29 at Clearbrook Park. More than 126
participants are already registered!
New a StoryWalk going up at Rose Hill in early October.
Registration is currently open for November – January sessions of archery at the GT
Archery location.
Shenandoah University Psych team is partnering with us to give feedback for runners
before, during, and after the race. The Psych team will be attending the Health and Wellness
Expo Friday before the race.
Plans for the Thanksgiving 5k are underway. We have added two kids’ fun runs for ages 6-
7 and 8-9 both taking place prior to the 5k.
Plans for the 2023 Apple Blossom 10k and Kids Bloomin mile are underway with meeting
setup with the Apple Blossom Committee’s.

Clearbrook Park Pickleball: Paving completed Sept 23 – court painting will occur in late
October (weather permitting)
Abrams Creek: 30% design plans sent to VDOT for review, Wetlands Delineation
underway
Lakeside Lake Amphitheater: Bids came in under budget. Fuog/Interbuild has been
selected for the project
Stonewall Park Playground: Playground has been ordered – anticipated installation by
February 2023
Pennoni Engineering is working on grading plan for open field area of Sherando Park
Warrior entrance.
Administration: Stacy Herbaugh
The Community Centers are busy with fall activities and private rentals, Site Supervisor
staff levels are still low. The Recreation Technicians have been helping out by staying for
evening shifts
We are developing a Winter Wonderland website through the new Ticket Sign Up ticketing
software-this will assist patrons in purchasing tickets online for the event
Winter Wonderland digital and print ads are being created
We have Co-Presenting Sponsors for Winter Wonderland; Small Solutions Heating & Air
Conditioning and Navy Federal Credit Until both have donated $7,500 to sponsor the event
Artwork was created in-house for the Battlefield Half Marathon and Thanksgiving Day 5K
shirts, medals, race bibs, and awards
We achieved sponsorship levels for all Youth and Teen Fall Sports leagues (44 total teams)
We have had over 100 people request a printed guide to be mailed to them, a digital guide
was distributed via email to 20,000 email addresses
The Winter Guide will be released in early November
Staff will be providing a department presentation to the Planning Commission on October

The Department has received a $3000 donation from the Kiwanis Club of Winchester to
install a Youth Disc Golf Course (9 baskets). Staff will present some location ideas to the
Buildings and Grounds committee in November.
The vacant Superintendent of Operations position will be replaced with a Program
Supervisor, the job posting will be open soon

Buildings and Grounds (September 6, 2022):
1. Mr. Madagan made a motion to accept the FY 24 Capital Improvement Plan (CIP) as submitted,
seconded by Mr. Sandy, carried unanimously (7-0).
Information Items
1. Members asked Mrs. Tyler questions regarding the fundraising efforts of the 2 For 2 Foundation.
2. Mr. Longerbeam relayed some positive comments from Sherando Park patrons.
