P&RMinutes2022September13 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION September 13, 2022 Board Room of Frederick County Administration Building 107 North Kent Street, Winchester, VA 226001 Members Present: Gary Longerbeam, Ronald Madagan, Charles Sandy, Jr., Dennis Grubbs, Jenny Myers. Non-voting Board Liaison, Mr. Robert Wells. Members Absent: Guss Morrison, Amy Strosnider, Natalie Gerometta Staff: Jon Turkel, Andrew Keefauver, Cory Smith, Stacy Herbaugh, Nathan Almarode, Tyler Murphy Call to Order The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam. Approval of August 9, 2022, Meeting Minutes Mr. Sandy moved to approve the minutes as submitted, second by Mr. Madagan, carried unanimously (5-0). Adoption of Agenda Mr. Grubbs made a motion to adopt the agenda as submitted, seconded by Mrs. Myers, carried unanimously (5-0). Old Business None New Business 1. Nathan Almarode provided an update on the 2022 Aquatic Season and reviewed program revenues. 2. Tyler Murphy gave an overview of the Youth Sports Scramble golf tournament. After all expenses have been met, the Department will be providing a donation to the Special Parks & Recreation Commission Meeting Page 2 September 13, 2022 Olympics program in the amount of approximately $3500 and the tournament also raised about $3500 for our Youth Sports programs. Monthly Reports Parks: Cory Smith Clearbrook Park:  Waiting on fence materials to extend fence along Roper Field at Stonewall  JWHS construction has been a challenge regarding grounds maintenance  Staff has begun work on Winter Wonderland preparations Sherando Park:  Right field light pole on Sherando Field #2 failed inspection-we are in the process of replacing the pole  Installed remaining swings at NW Sherando that had been backordered  Soccer Field #3 has been closed for repairs; staff will be replacing with Bermuda grass  Located fill material for NW Sherando field to convert for a future practice field  Purchased new commercial trash cans for the shelters  Irrigation well installed at the new Aylor football field Other Park News:  Both Park Manager’s successfully completed the Parks and Recreation Maintenance Management School, Mike Reynolds completed Year 2, Jeff Berg completed Year 1  Maintenance Specialist vacancy received one application, staff is proposing to change the th position to an 11 Park Maintenance Technician and training in-house staff for chemical needs Recreation: Andrew Keefauver  We have 676 full-time enrollees in the BasicRec program and 419 daily registrations  We have 10 enrolled in the Middle Rec Program, a free Open House will be held on th September 30  3 of the 4 Active Adult Trips scheduled for September and October are full  Rose Hill Park will feature a new StoryWalk later this month  There are 24 Flag Football teams with approximately 280 participants, games started September the 10th  There are 7 Cheerleading teams with approximately 60 participants Parks & Recreation Commission Meeting Page 3 September 13, 2022  We have partnered with the Clarke County Youth Flag Football League for inter-league play for our 5–6-year-old Division, each FCPRD team will be scheduled one bonus game with CCYFFL. Games will be held at Sherando Park  Adult Softball Season is underway with 23 men’s teams and 11 co-rec teams playing at both Sherando and Stonewall Parks  We have 9 high school baseball teams  Fall Youth Archery has 16 participants and will utilize the Ruritan Shelter at Sherando Park  Staff is preparing for the Battlefield Half Marathon and the Thanksgiving 5K  We have 5 registered for the trip to see the Baltimore Orioles, a CDL Driver is still needed  We have 5 registered for the National Geographic Museum Trip, a CDL Driver is still needed  We have upgraded our Ticketing Software to TicketSignUp to create a more friendly registration process for our patrons. This will be used for our races, Winter Wonderland Light Show, Pool Admission, and other Special Events th  A Picnic and Pool Pawty/Car Show was held at Clearbrook Pool on September 10 Park Planning & Development: Jon Turkel  Clearbrook Park Pickleball-Paving should be completed as soon as weather permits. If painting cannot occur this fall, we will ask to have the nets installed and mark the courts with tape so patrons can still utilize the courts this year  Abrams Creek-Continuing work on meeting environmental review requirements th  Lakeside Lake Amphitheater-Pre-construction meeting was held September 7, we had 6 nd contractors attend. bids are due September 22  Stonewall Park Playground quote solicitation is out with an installation date of March 15, 2023, for the play structures  The survey work is complete for the potential Dog Park area, work will begin on the design, access, and layout Administration: Stacy Herbaugh  The Fall Activity guide was released in mid-August, and we ordered 400 copies of the printed edition. The guide was distributed electronically to about 10,000 email addresses and a hardcopy was mailed to over 100 requests.  We have been reviewing and updating the sponsorship packages for Winter Wonderland and have been scheduling meetings with past and potential sponsors to review the updated packages. Parks & Recreation Commission Meeting Page 4 September 13, 2022  We are in the process of creating ads and scheduling advertising with radio, tv, digital, and print outlets for the Battlefield Half Marathon/RunAtTheTop.net and Walking in a Winter Wonderland.  In the design process for the Battlefield Half Marathon and Thanksgiving Day 5K shirts, medals, and bibs.  Current elevated and paid advertising – Picnic and Pool Pawty (Facebook), Battlefield Half Marathon/RunAtTheTop.net (Radio, TV, Newspaper, Digital), Coming Soon – Thanksgiving Day 5K and Fun Run, Walking in a Winter Wonderland st  Recreation Technician Marina Keller retired on August 31 after 27 years of service to the Department  Ethan Swaim, Kendall Creswell, and Elizabeth Richardson were recently hired to fill the st vacant Recreation Technician positions, all started on September 1 Standing Committee Report Buildings and Grounds (September 6, 2022): th 1. Mr. Madagan made a motion to accept the donation of a 6 sand volleyball court from the Blue Ridge Volleyball Association and amend their agreement for additional court usage, seconded by Mr. Sandy, carried unanimously (5-0). 2. Mr. Madagan made a motion to allow the 2 For 2 Foundation to have an information table at Sherando Park during the Blue Ridge United soccer games for the Fall 2022 season, seconded by Mr. Sandy, carried unanimously (5-0). Information Items Diane Hackney with the 2 For 2 Foundation provided a project update and distributed sponsorship information to the Commission. She formally invited all Commission members to attend the World Record event to be held on October 29, 2022, from 10-4 p.m. at the Frederick County Fairgrounds.
