P&RMinutes2022August9 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION August 9, 2022 Board Room of Frederick County Administration Building 107 North Kent Street, Winchester, VA 226001 Members Present: Gary Longerbeam, Ronald Madagan, Randy Carter, Charles Sandy, Jr., Natalie Gerometta, Dennis Grubbs, Jenny Myers, Amy Strosnider. Non- voting Board Liaison, Mr. Robert Wells. Members Absent: Guss Morrison Staff: Jon Turkel, Andrew Keefauver, Cory Smith, Stacy Herbaugh Call to Order The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam. Approval of June 14, 2022, Meeting Minutes Mr. Sandy moved to approve the minutes as submitted, second by Mr. Madagan, carried unanimously (7-0). Adoption of Agenda Mrs. Strosnider made a motion to adopt the agenda as submitted, seconded by Mrs. Gerometta, carried unanimously (7-0). Old Business None New Business 1. Mr. Longerbeam introduced new Commission member Jenny Myers, representing the Stonewall District. 2. PLAY Fund Report-Ms. Herbaugh provided information regarding the FY 22 PLAY Fund usage. A motion was made by Mr. Sandy to request a supplemental appropriation in the Parks & Recreation Commission Meeting Page 2 August 9, 2022 amount of $3,044.30 be dispersed to the appropriate revenue lines, seconded by Mr. Madagan, carried unanimously (7-0). Monthly Reports Staff reported as follows:  Installed new fence along the road at Stonewall Park  Staff will be replacing the roof on the Antique Car Shelter  Renovating JWHS football field to include adding 40 tons of topdressing to improve the playing surface th  Readying school grounds for opening day (August 15) and lining high school fields for fall sports practices  Bush hogged the fields at the Old Charlestown Park property  Sherando Park had several trees down from the storm last week, staff worked diligently on Friday to have the bike trails open for weekend usage  Chipped down limbs/trees in wooded areas, north and south sides of park  Installed the new lake aerators, introduced new fish, and treated the lake for algae control  Light pole inspection has been completed. One pole on Field #2 needs to be replaced, the pole will be removed until a replacement is available, staff has secured an inspector to come and take a look at an existing surplus pole to see if it is a viable option for replacement  Renovating the Aylor (new) football field to include new well installation, running a new rain reel, and adding 40 tons of topdressing to improve the playing surface  Bush hogged the Sherando Park open fields  The Park Maintenance Position has been advertised, will close at the end of the month  Both Park Managers will be attending the Maintenance Management School the week of th August 14  Company Picnic numbers have been increasing at both park  We had two Active Adult Trips in July (Edinburg and Quantico Marine Museum) with 18 participants  A new Story Walk was launched at the Bowman Library Trail  Continue a Kid on Golf had 14 participants  We completed the Summer Basketball League with 14 teams and 140 participants  We held a one-day Mountain Bike clinic and received nice press coverage from The Winchester Star  Kayaking interest has been increasing and the final session for the summer was held on th August 6  Speed and Agility Clinic with PRO Motion Physical Therapy was a success Parks & Recreation Commission Meeting Page 3 August 9, 2022  Adult Men’s and Co-Rec softball season have completed for the summer  Winchester Rising Stars Basketball Camp had 27 participants  River Riders Adventure Camps were held over two weeks with 30 participants  Cheer Camp had 84 participants  We offered business themed camps for the first time this summer in conjunction with the SPARK Academy and 10 young entrepreneurs  Camp Re-Creation a partnership with Grafton school was held for 5 weeks and had 40 participants each week. Activities included bowling, soccer, and painting  Mobile Rec set up at the Autumn Winds community to show Sing 2 to their residents at their pool. The clubhouse manager provided pizza and drinks for everyone. We are currently working with Regency Lakes to offer a similar opportunity for their residents soon th  The final Summer Showcase was held August 4 with the Yesterday Swing Orchestra th  The July 4 celebration was a huge success with an estimated 8,000 participants nd  The Youth Sports Scramble will be held Friday September 2, all major sponsorships have been filled, still looking for players, door prizes, and tee box sign sponsors th  Sportsfest was held on Saturday, August 6 and was a great success  Registration has opened for Fall basicREC, we have almost 450 children signed up  Northwest Sherando Park Playground climbing tower was installed in July, awaiting parts for swing set to complete the playground  Clearbrook Park Pickleball: Pad installation to occur in August. Quotes for nets and painting due August 17  Abrams Creek: Continuing work on meeting environmental review requirements. Currently working with USACE for federal permit determination  Lakeside Lake Amphitheater: Proffer fund recommendation from Finance Committee to th Board of Supervisors on August 10  Stonewall Park Playground: Proffer fund recommendation from Finance Committee to th Board of Supervisors on August 10  The Fall Activity Guide will be released electronically in the first week of August. A printed version will be available in the next week or so  FCPRD was a guest on the Valley Today Radio Show on The River 95.3 FM on Friday, August 5  Current elevated and paid advertising – basicREC (TV, Radio) RunAtTheTop.net (Radio, Newspapers), Golf Tournament (Facebook), Sports Fest (Facebook), Summer Showcase: Yesterday Swing Band (Facebook), Picnic and Pool Pawty (Facebook), (Collaboration with Winchester Parks) In planning stages with media outlets – The Battlefield Half Marathon and Relays and Winter Wonderland  In planning stages with media outlets for The Battlefield Half Marathon and Relays and Winter Wonderland  Intern, Alli Bodenschatz will be with us until August 10 and then return to JMU for her Junior year, she has been a great asset this summer Parks & Recreation Commission Meeting Page 4 August 9, 2022  The pools are in their final days of being open through the week, we will be open weekends th only through Monday, September 5  We have provided over 900 swim lesson this summer and have sold over 10,000 general admission entries, a full aquatic report will be provided next month  The Shenandoah Valley Swim Meet held the championship swim meet on Saturday, June th 30 at Sherando Pool. Over 320 total participants swam in qualifying and non-qualifying events. The league had a total of 555 swimmers for 2022 with 149 of those swimmers representing Clearbrook and Sherando Pools. Over 1,000 people attended the championship swim meet Standing Committee Report Planning Committee (June 24, 2022): 1. Mr. Turkel provided an overview of the results of the Community Survey. Mr. Sandy made a motion to accept the findings of the survey, seconded by Mrs. Myers, carried unanimously (7-0). Buildings and Grounds (August 2, 2022): 1. The Building and Grounds Committee made a motion to construct a plaque at Sherando Park Field #5 in honor of George DiCostanzo, longtime umpire for Frederick County, seconded by Mr. Sandy, carried unanimously (7-0). 2. The Buildings and Grounds Committee made a motion to all Sherando High School use of the multi-purpose room Monday-Friday for classroom and afterschool hours space, seconded by Mr. Grubbs, carried unanimously (7-0). The Commission asked that the room be vacated and available for community use by 5 p.m. on Friday evenings. 3. The Buildings and Grounds Committee made a motion to allow the 2 For 2 Foundation to place signs along the roadway at park entrances, seconded by Mrs. Strosnider, carried unanimously (7-0). The Commission asked that only 1 sign per entrance be allowed, only during the fundraising period for the Foundation, and that the Foundation maintain the signs. Information Items 1. Mrs. Myers inquired about the status of the park land at Old Charlestown Road. 2. Mr. Madagan thanked staff for reaching out to the Sheriff’s Department to assist with the enforcement of leash laws and alcohol consumption in the parks Parks & Recreation Commission Meeting Page 5 August 9, 2022 3. Mr. Longerbeam thanked everyone for doing a good job and stated that the parks look great. He reminded the other Commission members to walk through their assigned parks and report any issues back to staff. 4. The members encouraged staff to seek donations towards a shelter to be placed at Northwest Sherando Park.
