P&RMinutes2022June14 FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION June 14, 2022 Clearbrook Park, Brill Shelter 129 Clearbrook Park, Clearbrook, VA 22624 Members Present: Gary Longerbeam, Ronald Madagan, Randy Carter, Charles Sandy, Jr., Natalie Gerometta, Dennis Grubbs, Guss Morrison. Members Absent: Amy Strosnider Staff: Jon Turkel, Andrew Keefauver, Cory Smith, Nathan Almarode, Stacy Herbaugh Call to Order The meeting was called to order at 7:15 p.m. by Mr. Gary Longerbeam. Approval of May 10, 2022, Meeting Minutes Mr. Sandy moved to approve the minutes as submitted, second by Mr. Grubbs, carried unanimously (7-0). Adoption of Agenda Mr. Grubbs made a motion to adopt the agenda as submitted, seconded by Mr. Carter, carried unanimously (7-0). Old Business None New Business A plaque of appreciation was presented to Commission Member Mr. Randy Carter for his service to Frederick County Parks and Recreation as he is no longer eligible to serve due to voting redistricting. Parks & Recreation Commission Meeting Page 2 June 14, 2022 Monthly Reports Staff reported as follows: th  Working on updated costs for 6 sand volleyball court, proposal forthcoming from BRRVA for winter 22/23 installation if approved.  Grounds prepared for Millbrook and James Wood High School graduations last week and field days at all elementary schools.  Property line with Clearbrook Fire Department cleaned up (Firehall labor). “Park like” setting now allows for easy pedestrian flow if overflow parking needed.  Park staff planning on installing fence at Stonewall Park this summer.  Park staff utilizing large lift for dead tree and limb removal, as well as staining upper areas of bathhouse and concession.  Working on Winter Wonderland features, upgrading and replacing lights on features.  Received the Kubota tractor  Grounds prepared for Sherando High School graduation last week and field days at all elementary schools.  Upgraded electric at Rotary shelter for events / band needs.  Lake aerators ordered, expected delivery in June.  Eagle Scout project at bike park completed (sod removed, gravel added between features).  New Park Maintenance Technician position approved, currently accepting applications.  Replacement entrance sign received from manufacturer, to be installed this month. Ethan st Swaim and Tylor McBride started June 1 as a Recreation Interns.  The interns will be working on some of the following projects for us: Camp Re-Creation, Mobile Rec, Outdoor Movie Nights, a middle school basicREC program  Adult summer league softball season has 23 men’s teams and 11 Co-Rec teams playing Tuesday, Wednesday and Thursday evenings at both park locations. th  The Youth Trout derby held at Clearbrook Park May 13was a huge success with over 250 young anglers participating.  Camp basicREC is full for full-time enrollments with 357 kids over 7 sites—Pick-Weeks are almost full each week as well. th  Summer Showcase will be held on June 16 from 6:30-8:30 p.m. at the Rotary Shelter in Sherando Park. Robbie Limon will be performing and vendors, Roaming Bistro and InstaRoll Hand Ice Cream will have food for sale.  Sarah Young and Drew Keefauver met with the Frederick County Sheriff’s Office School st Resource Division on Tuesday May 31 to discuss a partnership with basicREC/Camp basicREC to discuss safety items with the children in the program(s). Parks & Recreation Commission Meeting Page 3 June 14, 2022  2022 Community Survey: Draft results of the 2022 Community Survey have been circulated. Staff will meet with the Planning Committee in June to address and questions.  Sherando Playground. Installation of the new playground for the Warrior Drive entrance of Sherando is underway. Two of the three playground features are to be completed now, the final feature is expected to be installed in late July – early August.  Pickleball: Staff has received quotes for the installation of the Pickleball Pad and Court Painting. At this time, it looks like the project should be able to be completed with the current budgeted funds.  Abrams Creek: VDOT has approved continuation of design work, staff will be looking at some bridge options to help inform the design engineer.  We are welcoming Alli Bodenschatz as a part-time summer marketing intern. She is a rising Junior, studying Media Arts and Design at James Madison University.  FCPRD was the guest on The Valley Today radio show on The River 95.3 FM on Friday, th May 27.  We will be promoting the PLAY Fund and summer programming at the June Bright Futures th food distribution points on June 13-16.  The pools opened Memorial Day Weekend and will be open 7 days a week beginning June th 10, staffing levels have improved but we are still seeking lifeguards. Standing Committee Report Buildings and Grounds (June 7, 2022): 1. The Building and Grounds Committee made a motion to use $27,000 in proffer funds to install a playground at Stonewall Park, seconded by Mr. Grubbs, carried unanimously (7-0). 2. The Buildings and Grounds Committee made a motion to use $100,000 in additional proffer funds to install amphitheater seating, connection trail, stage, pergola, and electric power at a location between the Bowman Library and Lakeside Lake, seconded by Mr. Carter, carried unanimously (7-0). Information Items 1. Staff will be meeting with newly assigned Stonewall District Commission member Jennifer st Myers on Tuesday June 21. 2. Longtime Parks and Recreation Softball Umpire (1986) George DiCostanzo passed away th unexpectedly on June 15, interest in naming a Sherando softball field after him as been expressed by staff and the softball community. A formal request will be presented to the Buildings and Parks & Recreation Commission Meeting Page 4 June 14, 2022 Ground Committee at a future date. 3. Staff noted that Carmeuse will be donating the fill material for the pickleball courts to be installed at Clearbrook Park. 4. Andrew Keefauver has had some discussions with Sherando High School Administration regarding the use of the Multi-Purpose room for classroom space during the 2022/2023 school year, an amended request for shared use will be returning to the Buildings and Ground Committee at a future date.
