Call to Order
The meeting was called to order at 7:00 p.m. by Mr. Gary Longerbeam.
Approval of January 11, 2022, Meeting Minutes
Mr. Sandy moved to approve the minutes as submitted, second by Mr. Madagan, carried
unanimously (5-0).
Adoption of Agenda
Mr. Madagan made a motion to adopt the agenda as submitted, seconded by Mr. Carter, carried
unanimously (5-0).

1. Mr. Longerbeam assigned each Commission member to a park to visit once or twice a month
and report to staff any issues they see. Assignments are as follows:

Monthly Reports
Staff reported as follows:
Parks are in good shape and ready for spring activities
Seasonal bathrooms have been opened
Picnic tables have been repaired and ready for use
New snowplow installed on 4x4 truck
Ventrac tractor and mower purchased with GWEMF fund delivered, waiting on Hustler
mowers and Kubota tractor
Cleared overgrown area in preparation for pickleball court installation at CB Park
Park staff assisted with painting of Kent Street offices, park offices, bathhouses, and
bathrooms
Clearbrook Park staff completed CPR training in Feb
Staff is working on streamlining the school billing process for efficiency
703 full-time basicREC enrollments and 198 dailies
Planning 7 summer Camp basicREC locations
New Story Walk boards were installed at Bowman Library Trail-frames were purchased to
enhance the boards

Trails4Miles registration is open, the race will be April 2 at Sherando Park

Sherando Spring Tri will be offered the weekend of June 25 and 26

Registration opened February 28 for the Apple Blossom 10K and the Bloomin Mile for
kids
16 people attend the first Raised Bed Gardening Workshop

Someone Special Sweetheart Dance was held at West Oaks Farm Market on February 5
with 312 participants enrolled in two sessions

Our Youth and Teen Basketball seasons concluded February 26 and 27
The Fall/Winter Youth Archery League concluded with 18 young archers
Spring Training Softball season will begin mid-March with 11 teams

We will have a live band, Everyday People Band in addition to fireworks on July 4
th
Abrams Creek Trail archeological survey was completed the week of February 18, no
concerns were identified
Staff dug pits on the area for the Clearbrook Pickleball Courts, no rock concerns were
identified. Public Works staff is working on a plan for biding purposes
Staff received an updated quote from Game Time for the Sherando Playground project an is
working through the paperwork process with the vendor

Small Solutions LLC is coming on as the Title Sponsor for the Youth Trout Derby ($2000)
Super Splashers will be the Title Sponsor for the Sherando Sprint Tri ($2500)
The Operations Division is busy securing locations for summer camp programs and
preparing for the upcoming Aquatic Season
Tony and Drew attended an internship fair at JMU and will be attending one at LFCC later
in March

Administrative Assistant Dana Trayers will be leaving the department on March 11, her
position is currently being advertised with a hopeful start date of early April
Standing Committee Report
Planning Committee (February 22, 2022):
1. The Planning Committee made a motion to accept the changes to the Community Survey as
presented, seconded by Mr. Madagan, carried unanimously (5-0).
Buildings and Grounds (March 10, 2022):
1. The Building and Grounds Committee made a motion to deny the request for use of the
Community Center space at Sherando HS as requested by Sherando HS Principal John Nelson,
seconded by Mr. Sandy, carried unanimously (5-0). The committee did express willingness to re-
consider if replacement space was made available.
2. The Buildings and Grounds Committee made a motion recommending staff apply for several
AARP Community Challenge grants that could provide funding for the Lakeside Lake fishing pier,
Plant Sign program expansion for Clearbook, Sherando, and the Bowman Lake Trail, and additional
Warrior Drive Playground features, seconded by Mr. Carter, carried unanimously (5-0).
3. FCPS presented a plan of traffic options for Sherando HS to the Building and Grounds
Committee. The committee expressed strong reservations regarding the negative impact this
iteration of the plan would have on the park and structed staff and FCPS staff to return with a “win-
win” pathways for their consideration. Mr. Sandy made a motion to table the discussion, seconded
by Mr. Carter, carried unanimously (5-0).
4. The Committee instructed staff to bring back updated cost quotes for the Lakeside Lake
Amphitheater project.
Information Items
Mr. Madagan encouraged the other members to speak to their Board representative regarding the
impact to the Parks Proffer amount should the County CIP be approved as presented.
