BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: J. Douglas McCarthy, Vice Chairman; Robert W. Wells; Blaine P. Dunn; Judith McCann-Slaughter; Shawn L. Graber; and Josh E. Ludwig were present. Charles S. DeHaven, Jr., Chairman, participated remotely. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Wyatt Pearson, Planning Director; Mark Cheran, Zoning & Subdivision Administrator; Cheryl Shiffler, Finance Director; Lenny Millholland, Sheriff;Jennifer Place, Risk Manager/Budget Analyst; Scott Varner, Director of Information Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. CALL TO ORDER Vice Chairman McCarthy called the meeting to order at 5:00 p.m. REMOTE PARTICIPATION AUTHORIZED Supervisor Slaughter moved that the Board of Supervisors of Frederick County approve remote participation by Chairman Charles S. DeHaven, Jr., from his Frederick County home for medical reasons. Supervisor Wells seconded the motion which carried on a voice vote. Minute Book 48 Board of Supervisors Work Session of September 14, 2022 County of Frederick, Virginia 47 DISCUSSION ITEMS LORD FAIRFAX EMERGENCY MEDICAL SERVICES COUNCIL Tracey McLaurin, Executive Director, provided information on the Council's funding and the services offered by the organization. The Board and Ms. McLaurin discussed the regional services offered and the responsibilities of the Council compared to those provided by Frederick County. FY 2023 FUNDING REQUESTS A. Lord Fairfax Emergency Medical Services Council—By consensus, the Board agreed to move forward with funding the $16,800 request from the Council. B. The Laurel Center- By consensus, the Board agreed to move forward with funding of $6000 for the Laurel Center. C. Laurel Ridge Community College - By consensus, the Board agreed to review the MOU regarding funding before awarding any requested funds to the College. D. Sheriff's Office - By consensus, the Board agreed to move forward with funding the three requested new positions in the Sheriff's Office. FY 2022 YEAR-END PRESENTATION Cheryl Shiffler, Finance Director, updated the Board on the County's year-end budget outlook. She advised that per Board policy, a public hearing will be scheduled regarding the General Fund FY 2021-2022 year-end unreserved fund balance in excess of 20%being transferred to the County Capital Fund. PERSONAL PROPERTY TAXES— UPDATE Michael Bollhoefer, County Administrator, provided information on the Board's request to review personal property taxes and options for providing a possible rebate. By consensus, the Minute Book 48 Board of Supervisors Work Session of September 14, 2022 County of Frederick, Virginia 48 Board agreed to delay consideration of a rebate or tax relief for increased personal property taxes until the next budget cycle. ADJOURN There being no further business, at 6:40 p.m., the meeting was adjourned on motion of Supervisor Wells, seconded by Supervisor Graber. Charles S.
