The Frederick County Transportation Committee will be meeting at 8:30 a.m. on
Monday, January 27, 2020 in the first-floor conference room of the Frederick County

MEMORANDUM
Item 1: SmartScale Discussion - VDOT
Topic Synopsis
Mr. Terry Short of VDOT will be at the meeting to engage with a discussion with the
committee to provide an update on the changing environment of SmartScale and discuss
strategies for the next round of SmartScale applications. This discussion will also include
an update of the status of the VTRANS statewide transportation plan update and its role
in SmartScale.
Analysis
Note, the SmartScale preapplication window will be opening in March with final
applications due in August of 2020. Based upon current rules, the County is allowed 4
applications and can submit additional applications for qualifying projects through the
Metropolitan Planning Organization and Planning District Commission which each get 4
applications respectively.

Item 2: Northern Y
Topic Synopsis
As of November, the previously identified gap in funding between the agreement
between Frederick County and our private partner does not have an identified solution
and as such the agreement between the two parties is now at an end. Staff is seeking
guidance on the disposition of the project at this time as it cannot move forward without
identifying a funding source for the shortfall.
Analysis
The funds are not eligible for transfer to another project and without action the funds will
become subject to deallocation in January 2021.
Recommended Action
Given the lack of an identified source of funding, Staff is seeking guidance on whether to
formally cancel the project.
Item 3: County Project Updates
Crossover Boulevard aka Tevis Street Extension/Airport Road/I-81 Bridge:
Construction continues to go well; bridge beams are being placed over the next couple of
weeks. The schedule for beam placement and associated lane closures has been
communicated through the news media and social media.
Renaissance Drive:
VDOT has completed their review of the 60% plans and the County’s consultant is
addressing the comments. An updated design review agreement has just been received
from CSX and staff is reviewing.
