Bishop, AICP, Assistant Director - Transportation RE: February 24, 2020 Transportation Committee Meeting DATE: February 19, 2020 The Frederick County Transportation Committee will be meeting at 8:30 a.m. on Monday, February 24, 2020 in the first-floor conference room of the Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. Attachments JAB/pd MEMORANDUM Item 1: MPO Project Update Topic Synopsis Staff will update the Committee on the Route 11 North Exit 317 area study, as well as, the Route 7 STARS study that are being completed through the MPO. This will include discussion of the upcoming public input period for the Route 11 North study. Analysis Both of these studies will be significant data inputs for the County Smartscale applications. Recommended Action NA Item 2: SmartScale Discussion with VDOT Topic Synopsis Mr. Terry Short of VDOT will be participating via teleconference to engage in a discussion with the Committee to provide an update on the changing environment of SmartScale and discuss applications for the next round of SmartScale. Preliminary Staff recommendations for Applications I, the next round of SmartScale are as follows: Frederick County intends to make application for the following projects (District Grant Program (DGP): 1. Modified Round 3 Application at Exit 317 NB Ramp, including dual NB/NB left turn lanes, dual receiving lanes on NB on-ramp 2. Shawnee/Opequon Intersection Improvement Project* 3. Old Charlestown/Rt. 11 Roundabout* WinFred MPO (on behalf of Frederick County/City of Winchester) intends to make application for the following projects (High Priority Program (HPP): 1. Major interchange improvement project at Exit 317 2. Shawnee/Opequon Intersection Improvement Project* 3. Pleasant Valley Route 11 STARS Improvements 4. Rt. 7 STARS Improvements NSVRC intends to make application for the following: 1. Old Charlestown/Rt. 11 Roundabout* Applications with an "*" are intended to ultimately apply under the HPP only. Analysis Note, the SmartScale preapplication window will be opening in March with final applications due in August of 2020. Based upon current rules, the County is allowed 4 applications and can submit additional applications for qualifying projects through the Metropolitan Planning Organization and Planning District Commission which each get 4 applications respectively. Item 3: Bridge Closure for Reconstruction – Back Creek Road (Route 704) Topic Synopsis Mr. Ed Carter will be at the meeting to discuss a request, from the VDOT Bridge Design section, to close and detour Back Creek Road (Route 704) for the replacement of the Back Creek Bridge in the summer of 2021. The closure would last approximately 4 months and result in a detour of approximately 5 miles. VDOT is seeking County concurrence on the closure. Analysis A closure, when compared to keeping the facility open will be inconvenient to local traffic due to the 5-mile detour. However, this will result in a project that is delivered more quickly and much more cheaply. Renaissance Drive: VDOT has completed their review of the 60% plans and the County’s consultant is addressing the comments. An updated design review agreement has just been received from CSX and is being finalized.
