This has included conducting an analysis of cut through traffic as well as interaction with VDOT Traffic Engineering for their Traffic Calming Program. Analysis The cut through analysis indicated cut through volumes under VDOT thresholds and the traffic calming discussion with Traffic Engineering have not indicated warrants being met for various physical improvements such as curb chokers. However, VDOT has shown willingness to install striping and offered some options for speed limit signs that notify the user of actual speeds. These items could be funded through VDOT (Frederick County Safety funds) but in the case of the speed limit signs, maintenance would be the responsibility of the County. Maintenance would include replacement in the event of wear or damage and/or battery replacement. Cost estimates are as follows: Striping of edge line: $8,400.00 Speed Signs: $2,500 - $3,000 each installed (mounted to existing signposts) Speed Trailer: $12,000 - $15,000 Recommended Action Discussion of next steps 6 FILENAME: H:\20\20737 - CUT-THROUGH STUDY\REPORT\DRAFT\WINCHESTER NEIGHBORHOOD DRAFT OD ME MO 2017-06-27.DOCX MEMORANDUM Date: June 27, 2017 Project #: 20737 To: John Madera, AICP NSVRC/Win-Fred MPO 400E Kendrick Lane Front Royal, Virginia 22630 From: Alek Pochowski, AICP, PE; Chris Tiesler, PE Project: WinFred MPO UPWP WORK TASK 5: Local Technical Assistance – Frederick County Subject: Residential Cut-Through Study – Origin Destination Analysis PROJECT BACKGROUND Responding to resident complaints of excessive traffic cutting through The Ravens and Oakdale Crossing subdivisions, the Frederick County Department of Planning and Development requested technical assistance from Kittelson & Associates, (KAI) through the Winchester Frederick County Metropolitan Planning organization (WinFred MPO) to quantify the perceived problem prerequisite to a formal request to VDOT to address it, per VDOT’s Policy and Procedures for the Control of Residential Cut-Through Traffic (Appendix A). The residential area in question, shown in Figure 1, lies east of I-81 between Senseny Road (Route 657) and Millwood Pike (US 17/50). The points of entry are Inverlee Way and Custer Avenue from Millwood Pike, and Crestleigh Drive from Senseny Road. Additional streets which may be used in a cut-through route include Flanagan Drive, Kinross Drive, Dewberry Drive, Huntersridge Drive (between Dewberry Drive and Crestleigh Drive), Fairfield Drive (between Dewberry Drive and Crestleigh Drive), and Crestl eigh Drive. Driving along any possible route between Millwood Pike and Senseny Road is not a direct route, and involves at least four turns. To warrant a formal request to VDOT, the cut-through traffic on the residential streets listed in the above paragraph must be 40 percent or more of the total one hour, single direction volume, and there must be a minimum of 150 cut-through trips that occur in one hour in one direction. 7 WinFred MPO UPWP WORK TASK 5: Local Technical Assistance – Frederick County Project #: 20737 June 27, 2017 Page 2 Kittelson & Associates, Inc. Study Area Map PHASE I DATA COLLECTION KAI collected data on Thursday, February 23 (weekday) and Saturday, February 25, 2017, to assess whether the streets in the Ravens and Oakdale Crossing subdivisions have enough traffic to justify a formal request to VDOT. Reston, Virginia PHASE I ANALYSIS RESULTS As shown in Figure 2, the only location with a one-hour, one-direction volume greater than the required 150 trips is located on Dewberry Drive between Cammore Drive and Darby Drive with 155 vehicles counted between 5:30 and 6:30 PM on a weekday. However, because the counts on Crestleigh Drive between Fairfield Drive and Huntersridge Road are less than 150 vehicles during the same one -hour period, it is not possible for at least 150 of the 155 vehicles counted on Dewberry Drive to be cut-through trips during this period. Consequently, per VDOT’s Policy and Procedures for the Control of Residential Cut-Through Traffic, the conditions for making a formal request to VDOT are not met. However, a further analysis of the collected date, including an origin-destination study, was requested by the Frederick County Department of Planning and Development. The results of the further analysis are included in the subsequent Phase II write-up. PHASE II DATA COLLECTION KAI collected origin-destination data on Tuesday, May 16 (weekday) and Saturday, February 25, 2017, to determine the number of cut-through motorists traveling through the neighborhood during a one-hour system peak. The Saturday origin-destination data was from the same time period as the Phase I analysis, however, the midweek origin-destination data was collected at a later date which allowed for more usable footage due to extended daylight hours in May compared to February. A review of traffic volumes from the original February 23 midweek data collection and the May 16 data collection identified similar traffic volumes. The origin-destination data was collected by placing cameras near the neighborhood entrances and exits, and manually reviewing the footage to identify license plate numbers from vehicles entering and exiting the neighborhood during the one-hour system peak. A cut-through match was identified when the same license plate was recorded entering and exiting the neighborhood during the same one-hour system peak. Time stamps were also recorded to measure the duration of each cut-through match. A manual review of the matches filtered out matched trips that were longer in duration (approximately 20 minutes or more), which indicated the matched vehicle likely had a destination in the neighborhood. Figure 3 displays two bi-directional cut-through routes through the neighborhood, and Table 1 displays the origin- destination matches, along with median travel times and calculated 85th percentile vehicle speeds from the matched cut-through trips. It should be noted that because vehicles must either enter or exit on Crestleigh Drive, the peak number of cut-through trips is the sum of the matched vehicles on both routes. 10 WinFred MPO UPWP WORK TASK 5: Local Technical Assistance – Frederick County Project #: 20737 June 27, 2017 Page 5 Kittelson & Associates, Inc. As shown in Table 1, the highest one-hour, one-direction cut-through volume is during the weekday PM peak hour in the northbound direction with 95-matched cut-through trips, or which 73 traveled from Custer Avenue to Crestleigh Drive and 22 traveled from Inverlee Way to Crestleigh Drive. As a percent of total trips, 60% of the volume originating at Crestleigh Drive during the weekday AM peak hour in the southbound direction were identified as cut-through trips, which corresponded to 65 of the 108 total origin trips. However, as previously indicated, the 95-matched cut-through trips is below the 150- matched cut-through trips necessary to satisfy the conditions for making a formal request to VDOT per VDOT’s Policy and Procedures for the Control of Residential Cut-Through Traffic. Using the recorded travel times for each trip and assuming the shortest-path route from each neighborhood entrance and exit pairing, KAI calculated the 85th percentile vehicle speed for the matched cut-through trips. While this calculation does not replace a traditional spot speed study which collects data for every vehicle at a spot location rather than over the course of a longer -duration trip, the calculation does provide some insight into the approximate speed motorists are comfortable traveling as they are cutting-through the neighborhood. Reston, Virginia Drive to Inverlee Way route during the Saturday time period, all calculated 85th percentile speeds are above 25 mph, with a maximum calculated 85th percentile speed of 29.7 mph on the Inverlee Way to Crestleigh Drive route during the weekday PM peak period. CONCLUSION Based on the criteria set forth in VDOT’s Policy and Procedures for the Control of Residential Cut-Through Traffic, the amount of traffic cutting through The Ravens and Oakdale Crossing subdivisions does not satisfy the requirements to submit a formal request to VDOT. KAI does not recommend moving forward with a formal request to VDOT at this time. 13 Appendix A VDOT’s Policy and Procedures for the Control of Residential Cut-Through Traffic 14 Control of Residential Cut-Through Traffic Program In accordance with § 46.2-809.1 of the Code of Virginia the Commonwealth Transportation Board adopted Policy and Procedures for the “Control of Residential Cut- Through Traffic” on May 9, 1996. The policy provides the means for a county or town to address cut-through traffic problems in residential areas. As defined in the Code Section, residential cut-through traffic means “vehicular traffic passing through a residential area without stopping or without at least an origin or destination within the area.” In order for a street to be eligible for consideration under the program it must be a local residential street with a minimum of 150 cut-through trips occurring in one hour in one direction and with 40% or more of the total one hour, single direction volume being cut- through traffic. For eligible streets, a valid petition outlining the perceived problem and signed by at least 75% of the total occupied households in the primary use area must be obtained and all alternative routes for through traffic identified if travel is restricted on the street(s) in question. To pursue consideration under the program on streets that have been determined to be eligible, the county or town submits a formal resolution, along with specific supporting data, to the local VDOT Resident Administrator. This prompts VDOT to complete a study of the roadway network identified in the formal request. The county or town and VDOT then work jointly to obtain comments from local agencies and the public and reach an agreement on the final remedial measures. VDOT staff will determine the appropriate alternatives and convey the findings and recommendations to the county/town, typically through the VDOT Resident Administrator. If the local governing body and VDOT fail to agree on the remedial measures to be implemented, the governing body may appeal to the Commonwealth Transportation Commissioner who will analyze all the supporting data and render a final decision, which will be binding. Projects meeting the eligibility criteria are fully funded with state secondary road funds with concurrence from the local boards of supervisors. There are provisions for VDOT to fund up to 50% of the cost for roads not meeting the eligibility criteria (e.g. the minimum cut-through volumes are not met). The Policy and Procedures for the Control of Residential Cut-Through Traffic adopted by the Commonwealth Transportation Board on May 9, 1996 contains the complete requirements and procedures for the program as well as the responsibilities of the local governing body as well as VDOT. The policy is accompanied by an Operating Guide that provides information on alternatives, analysis and procedures.
