Attachments JAB/dw MEMORANDUM Item 1: SmartScale Application Development Topic Synopsis This is a discussion topic to begin preparation for the next round of SmartScale applications which will be due in 2020. Analysis While the application window for the next round of SmartScale is some time off, Staff would like to begin development of the project list for the next round of applications in order to be as prepared and competitive as possible. This long lead time allows for development of the best possible applications. Under current rules, Frederick County is allowed 4 independent applications. Additional applications can be submitted through regional entities of which Frederick County is a member. These are the Winchester Frederick County MPO and the Northern Shenandoah Valley Regional Commission. Each of these entities also is allowed 4 applications. Recommended Action No action necessary at this time. Item 2: Transportation Forum Discussion and Guidance Topic Synopsis Staff is seeking guidance on whether the Committee wishes to hold the transportation forum again this year, as well as, the preferred timeframe, venue, and areas of focus. Analysis NA Recommended Action NA Item 3: Revenue Sharing Topic Synopsis The pre-application window is currently open for the VDOT Revenue Sharing Program. While no applications have been forthcoming from potential private partners, Staff is requesting Committee concurrence on an application that would more fully match the private contribution on the Renaissance Drive project. Analysis While the current cost estimate (attached) and revenue stream indicate the Renaissance Drive project is fully funded, Staff is reviewing standard project inflation rates and analyzing the contingency amounts in an abundance of caution due to rapidly increasing project costs that have been observed in the industry at large. As part of this process Staff would seek to submit a revenue sharing application to obtain state matching funds for all of the private funds currently committed to the project. Total project funding at this time is as follows: 1. Revenue sharing funds from VDOT - $1,638,764.00 2. Local Funds: a. $633,644.00 (Artillery Rezoning Proffer) b. $452,791.46 (Blackburn Rezoning Proffer) c. $1,080,000.00 (Carbaugh Rezoning Proffer) 3. Unmatched local funds: $527,671.46 4. Expenditures: $283,809.52 5. Remaining Funds: $3,521,390 Recommended Action Recommend Board support of an additional revenue sharing application for funding of Renaissance Drive. Item 4: County Project Updates Crossover Boulevard aka Tevis Street Extension/Airport Road/I-81 Bridge: Notice to proceed was issued to Perry Engineering on May 14. The contractor is currently mobilizing on-site and working through the various permits required to move forward with the work. Renaissance Drive: Nearly at 30% design and currently seeking comment from various agencies on the Springdale Road CSX crossing closure. Northern Y: The consultant is compiling the items necessary to meet the “approximately 60%” language in the revenue sharing agreement. Jubal Early Drive Extension and Interchange with Route 37: No activity at this time.
