Analysis N/A Recommended Action N/A Item 2: I-81 Corridor Study Topic Synopsis This is a follow-up to the discussion at the August 27 Transportation Committee to review the draft resolution which has previously been circulated to the Committee and is attached herein. A RESOLUTION FOR THE BOARD OF SUPERVISORS OF THE COUNTY OF FREDERICK, VIRGINIA TO COMMENT ON THE INTERSTATE 81 CORRIDOR STUDY – ROUND 2 At a regularly scheduled meeting of the Frederick County Board of Supervisors held on September 26, 2018, the following resolution was adopted: WHEREAS, under Senate Bill 971 VDOT is conducting a corridor study for I-81; and, WHEREAS, VDOT and the Office of Intermodal Planning and Investment are seeking comment from individuals and localities on various items under study; and, WHEREAS, Frederick County representatives attended the second round of public meetings held August 22, 2018 at Lord Fairfax Community College, and WHEREAS, The Frederick County Board of Supervisors would like to encourage the reconsideration of improvements from Exits 315-317 for the list of recommended improvements due to significant safety, congestion, and access to alternative facilities concerns, and WHEREAS, The Frederick County Board of Supervisors would continue to encourage ongoing analysis of existing truck parking shortages in our area, and WHEREAS, The Frederick County Board of Supervisors continues to support the analysis of multiple potential dedicated funding scenarios that are equitably applied, and WHEREAS, The Frederick County Board of Supervisors believes a package of dedicated funding sources as opposed to a singular source would be the best way to meet the current and long-term needs of the I-81 Corridor, and NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the County of Frederick hereby submits this resolution for the second round of public comment for the I-81 corridor study and looks forward to further opportunities for continued involvement. Tierney Frederick County Administrator PDRes #xx-18 Item 3: County Project Updates Tevis Street Extension/Airport Road/I-81 Bridge: 100% comments from VDOT have been addressed and submitted to VDOT with clearance expected within a week of this mailing. Right-of-way plats are currently being finalized for signature. Staff is attending the Finance Committee on September 19, 2018 to ensure the budget line item is aligned with the final pre-bid estimate. Project is currently expected to bid in October barring unforeseen issues. Renaissance Drive: The County’s consultant is working on geotechnical issues regarding fill requirements under the bridge with the VDOT materials section. 30% or Phase I bridge design has been submitted to VDOT and CSX for review. 30% design of the surface street is underway. 30% and updated cost estimate is expected by October 15th. Northern Y: 30% design is underway. Coverstone Drive: No activity at this time. Jubal Early Drive Extension and Interchange with Route 37: No activity at this time.
