Attachments JAB/pd MEMORANDUM Item 1: Ruebuck Lane Petition Topic Synopsis The County maintains a Secondary Road Plan which is updated annually in cooperation with VDOT (current version attached for reference). One component of that plan is the paving of unpaved roads. Roadways are added to the list of roadways to be paved on the recommendation of the Transportation Committee and action of the Board of Supervisors. Attached, please find a petition from several citizens who reside on Macbeth Lane (a private lane) requesting the paving of Ruebuck Lane which is the sole ingress and egress for the citizens residing on Macbeth Lane. Analysis While Ruebuck Road to the north of Rest Church Road is paved, Ruebuck Lane is a rural roadway in an unpaved state. As such it would qualify for the rural rustic paving treatment that is used to pave unpaved roads in the Secondary Road Plan. Recommended Action Staff is seeking authorization from the Transportation Committee to include Ruebuck Lane in the next update of the Secondary Road Plan. Item 2: MPO Work Program Topic Synopsis The Winchester Frederick County Metropolitan Planning Organization (MPO) is currently engaged in updating their work program for the coming year. A part of that process is an opportunity for localities to voice their transportation planning needs that the MPO may be able to assist with. On example of a study through the MPO would be the Route 11 South Stars study which is currently underway. MPO resources can be used to forward planning and programming but are not eligible to use for actual project implementation such as design beyond approximately 30%, right of way purchase, or construction. Analysis Staff is seeking a discussion of potential studies or plans that Frederick County can make use of in our own long-range planning as well as future SmartScale or other funding applications. Some initial staff thoughts are as follow: Route 7: Development of a STARS study similar to what is being completed on Route 11 South that would identify improvements along the corridor that would be competitive under SmartScale while having a meaningful impact to traffic flow and safety. Lenoir Drive: Development of an interchange justification study. Development of this study would refine the look of the eventual slip ramps to 37 and provide justification required as part of a SmartScale application. Exit 313/Route 50/Route 522 south area study: VDOT has actually already performed the foundation for this work which resulted in clarification to the MPO SmartScale application for Exit 313 and also the clarification of the alignment of the future Route 522 realignment to Prince Frederick Drive. However, that study also looked at several other improvements in the area and was not completed due to VDOT’s need to focus on the Exit 313 Bridge. This proposal would be to pick up where that study left off and continue to refine and clarify the plan for future transportation improvements in that area. Recommended Action No action. Staff will use discussion and direction provided by the committee to guide staff actions at the MPO Technical Advisory Committee. Item 3: County Project Updates Tevis Street Extension/Airport Road/I-81 Bridge: VDOT has authorized staff to proceed with roundabout design with some clarifications to the 60% design. A meeting was held with DHR, VDOT and the Shenandoah Valley Battlefield Foundation to clarify and dispose of comments received as part of the State Environmental Review Process. The Board of Supervisors approved the draft agreement for the Northern Y which was discussed at the last Transportation Committee meeting and that has been forwarded for execution. Renaissance Drive: Survey work on site complete and discussions are ongoing with FirstEnergy regarding powerline adjustments needed to accommodate the bridge. More details on timelines and commitments required by FirstEnergy are expected this week. Boring locations for the Geotech study are being staked and the Geotech study is expected to be completed in early April. Upon completion of the Geotech, design begins in earnest and 30% plans are expected in August. CSX has provided the preliminary engineering agreement which will govern their review of the bridge design. This is with the County Attorney for review. Coverstone Drive: No activity currently. Jubal Early Drive Extension and Interchange with Route 37: No new activity currently.
