MEMORANDUM
Item 1: Hayfield Road Truck Restriction
Topic Synopsis
A resident along Hayfield Road contacted Supervisor McCarthy regarding a desire to
restrict trucks along the roadway. The item was then referred to the Transportation
Committee to consider.
Analysis
The roadway section under discussion is on the attached map and connects Route 50 with
Gainesboro Road near its intersection with Route 522.
Traffic Counts (VDOT 2017 report)
Route 50 to Indian Hollow Road.– 2000 AADT with 1% trailer trucks and 1% box type
trucks.
Indian Hollow Road to Gainesboro Road – 1300 AADT with 2% trailer trucks and 1%
box type trucks.
Accidents (data from Sheriff’s Department accident database)
From 2015 to the present there have been no reportable accidents that involve
commercial motor vehicles. The Sheriff’s Office also conducted a speed survey in 2016
which is attached.
Road Conditions
Roadway width along Hayfield varies from a range of approximately 17 feet to
approximately 20 feet wide according to a review of the County GIS.
Alternative Routes
Ideally truck traffic between Route 50 and Route 522 would continue to Route 37,
however, it is more likely that trucks currently utilizing Hayfield Road for this connection
would take advantage of another roadway between Route 50 and Route 522 such as
Stony Hill Road or Poorhouse Road.
VDOT
Staff’s discussion with VDOT indicated that Traffic Engineering will conduct an
evaluation if requested by the Board but that such evaluation would be unlikely to result
in a recommendation to restrict the truck traffic on this roadway.
Recommended Action
In the opinion of Staff additional evaluation by VDOT would not show a need for a truck
restriction and, if pursued, approval would be unlikely. Staff would also note that, if
approved, there would likely be unintended consequences of additional truck trips on
other secondary roadways such as Stony Hill Road and Poorhouse Road.

Item 2: Transportation Forum
Topic Synopsis
Discussion item to plan for the fall Transportation Forum.

Recommended Action
Staff is seeking general guidance to begin setting the date and theme for the fall
transportation forum.
Item 3: County Project Updates
Tevis Street Extension/Airport Road/I-81 Bridge:
100% comments have been received for the design plans and Staff will be meeting with
VDOT to review and address those comments. Bid package items are being compiled.
The consultant advises that right-of-way plats will be complete this week.
Renaissance Drive:
Meeting was held with all of the relevant VDOT Sections on July 12th to kick off 30%
bridge and roadway design. 30% plans and updated cost estimate are expected to be
completed in October.
Northern Y
Meeting was also held to kick of 30% design on this project from the roundabout to
Route 522 on July 12th. Staff has also met with the Site Manager for Volunteer Express
regarding impacts to their entrances with this project, and meetings are being scheduled
with the Elks Club representatives regarding relocation of their entrance.
Coverstone Drive:
No activity at this time.
Jubal Early Drive Extension and Interchange with Route 37:
No activity at this time.
