Attachments JAB/dw MEMORANDUM Item 1: Jones Road – Truck Restriction Topic Synopsis Committee Chairman Lofton has been contacted by residents of Jones Road regarding an increasing amount of traffic by heavy trucks on Jones Road. They are seeking a truck restriction. A truck restriction requires a public hearing and resolution of request by the County Board of Supervisors before it can be acted upon by the Commonwealth Transportation Board. A truck restriction would not apply to trucks that have origin or destination points within the restriction area or for agricultural vehicles. Analysis Jones Road provides a connection between Middle Road and Cedar Creek Grade. Both of these roadways are busy connections into the City of Winchester at Route 11. In addition, Cedar Creek Grade has an interchange with Route 37 which is the next intersection east of Jones Road along Cedar Creek Grade. The majority of Jones Road is approximately 20 feet in width and there is a significant S curve which is challenging for vehicles passing in the opposite direction. The most recent VDOT traffic count on Jones Road, dated 7/31/2017, indicates an average daily traffic of 2,700. The count data does not provide a truck percentage. The potential alternative route between the termini is lengthy, totaling over 4 miles, but Staff would note the total length is likely less than the actual impact on individual truck trips. Recommended Action Recommendation to the Board of Supervisors that a public hearing be held. VDOT was very quick to dispatch workers to apply dust remediation, however the overall concern of the quality of the facility remain. As such, the resident would like the roadway considered for addition to the unpaved road list. Analysis Under the current use of rural rustic paving treatments to provide paving to unpaved roads in the County, there is not a need for a formal petition from the residents to add a roadway to the paving list. Traffic on Grace Church Road has increased 50% from 120 trips per day in 2008 to 180 trips in 2017. It should also be noted that there are a number of roadways on the unpaved list with significantly lower trip generation than Grace Church Road. Recommended Action Staff seeks direction from the Committee on whether to add Grace Church Road from Route 671 (Woodside Road) to Route 667 (Sir Johns Road) in the next update of the Secondary Road Improvement Plan. A memorandum of agreement has been developed regarding comments from the Shenandoah Valley Battlefield foundation that was part of the State Environmental Review Process and has been distributed for comment. With the exception of finalizing the addressing of roundabout comments, surface street design is nearly complete. Renaissance Drive: Test borings for the geotechnical report are currently taking place. The geotechnical report is expected to be completed in May. Staff is awaiting additional feedback from FirstEnergy regarding powerline impacts. The Preliminary Engineering Agreement has been executed with CSX, which governs the CSX review of bridge designs. Pennoni is beginning work on the State Environmental Review Process and 30% design. Coverstone Drive: No activity at this time. Jubal Early Drive Extension and Interchange with Route 37: Staff has recently prepared materials for our private partner that outline timelines for funding and items that are needed to proceed forward with the project.
