MEMORANDUM
Item 1: Renaissance Phase II – Authorization to Proceed
Topic Synopsis
This project will extend Renaissance Drive from just past its intersection with Prosperity
Drive to an intersection with Shady Elm Road. This will be a two-lane rural section
roadway with the exception of the intersections where turn lanes may be needed and the
bridge crossing of the CSX railroad which would be the full future four-lane section.
This roadway offers a much-needed alternative access to Route 11 for a significant
amount of current industrial and residential property, as well as developing and to be
developed property such as the Artillery tract and the Carbaugh property. Currently, the
vast majority of the development in this area access Route 11 via Apple Valley Road.
This creates a particular challenge for trips accessing Route 37 as they are added to an
already heavy flow of traffic out of the City heading for that interchange. This new
facility would allow the land area described above to access Route 11 south of the
interchange with Route 37 and provide relief to Route 11 north of the interchange, the
northern interchange ramps, and the intersection of Route 11 and Apple Valley Road
itself. While this facility will not solve all the traffic congestion in this area, it would
offer a significant upgrade to the network.
Analysis
Cost Estimate (May 2016): $5,265,000 (includes 10% contingency)
Current Funding:
Revenue Sharing VDOT: $1,638,764.00
Identified Local Match: $633,644.00 (Artillery rezoning proffer)
$452,791.46 (Blackburn rezoning proffer)
$1,080,000.00 (Carbaugh rezoning proffer)
TPOF: $1,995,682.00 (note: accessible only after expenditure of Revenue
Sharing)
Total Funding Currently Available: $5,800,881.46
In May 2017, the cost estimate was increased by 10% ($526,500.00) to account for inflation and
potential increased expense of following VDOT unit rate methodology.
New Cost Estimate: $5,791,500.00

Carbaugh Proffers)
Total Surplus: $9,381.46
Recommended Action
Staff recommends the Committee recommend the Board of Supervisors authorize staff to
proceed with the project.

Item 2: Green Springs Road Speed Limit
Topic Synopsis
Staff has been coordinating with VDOT and their Traffic Engineering section regarding a
potential reduction of the Green Springs Road speed limit reduction. While it is not yet
certain that a full blown speed study will be required, it does appear that this will be the
case. In accordance with that, VDOT is seeking the concurrence of the Transportation
Committee that, assuming a speed study will be required for justification, they proceed
directly into conducting the study.
Recommended Action
Staff recommends the committee concur to conduct the speed study if VDOT determines
it will be needed.
Item 3: Springdale Road Truck Restriction
Topic Synopsis
In response to citizen concerns, Staff has been asked to begin looking into a truck
restriction on Springdale Road (Route 649) between Route 11 and the intersection with
Shady Elm Road (Route 651) . These concerns were raised during consideration of the
Carbaugh rezoning.
Analysis
The section of Springdale Road in question is a rural secondary road. The pavement
section is narrow, measuring approximately 20’ at the widest location staff observed and
narrower than that along most of it’s length resulting in insufficient area for trucks and
passenger vehicles to pass without one or the other moving off of the roadway. The
roadway is very winding and includes a railroad crossing that is on a significant elevation
change. A reasonable alternative route exists in the form of Apple Valley Road to Shady
Elm Road and an additional alternative is expected to be implemented in the form of the
Renaissance Drive extension. Attached, please find a map of alternatives and frequently
asked questions about the through truck restriction program.
Recommended Action
Staff recommends the Committee recommend the Board of Supervisors hold a public
hearing to restrict through truck traffic on Springdale Road.

Frequently Asked Questions -Through Truck Restriction Program
What is a through truck?
For the purposes of through truck restrictions enacted under § 46.2-809 of the Code of Virginia, A through truck is defined
as any truck or truck and trailer or semitrailer combination, except a pickup or panel truck, that travels from one point to
another and having no origin or destination along the route(s) traveled.
How does the program work?
The Through Truck Restriction Program allows a local governing body to request that VDOT restrict the use of through
trucks on any part of a primary or secondary highway that is under the jurisdiction of VDOT if a reasonable alternate route
is provided. The program is governed by § 46.2-809 of the Code of Virginia.
How is a request for a restriction evaluated?
The local governing body must hold a public hearing and make a formal request, including the submittal of a resolution, to
VDOT. VDOT evaluates requests in accordance with the Through Truck Restriction Guidelines which lays out the
requirements that must be met in making the request as well as criteria for evaluating the appropriateness of the proposed
restriction. The criteria consider the reasonableness of the alternate routing and the compatibility of truck traffic with the
type of roadway and the character of the affected area. VDOT also solicits and considers public comments on the
proposed restriction.
What is the process to request a through truck restriction?
Requests for through truck restrictions are made to the local governing body, generally the Board of Supervisors (BOS).
The BOS holds a public hearing for any proposed restriction it desires to consider. Following the public hearing, the BOS
must make a formal request to VDOT for any restriction it has determined to move forward. The request to VDOT is
generally through the Residence Administrator (In Fairfax, Prince William, and Loudoun Counties the request is made to
the VDOT Regional Traffic Engineer) in accordance with various requirements. From this point VDOT has 9 months to
respond to the formal request. VDOT evaluates and considers the request, conducts a study, and solicits public
comments on the proposed restriction. For primary routes, the Commonwealth Transportation Board approves or denies
the request. For secondary routes, the Commissioner of Highways (VDOT) approves or denies the request. VDOT then
notifies the local governing body of the decision.
How is a through-truck restriction funded?
VDOT incurs all installation and maintenance costs out of its operating budgets.

Item 4: County Project Updates
Tevis Street Extension/Airport Road/I-81 Bridge:
Full Bridge plans are undergoing review for final comment. Airport Road and the
Roundabout are at 60% and have been submitted to VDOT. Environmental
surveys are complete. Geotech report is complete and fill expectations and
pavement sections have been updated in response to the results.

Coverstone Drive:
No activity at this time.
Jubal Early Drive Extension and Interchange with Route 37:
Communication was sent to the Applicants noted that the County could make no
further moves forward on the project until a revenue sharing agreement is in
place. Following that a meeting was held at which the agreement was discussed,
and Staff is awaiting feedback from the Applicant. No new action as of this
agenda. Staff has reached out to the Applicant’s engineer and no update was
provided.
