Item 1: Back Mountain Road Speed Concerns
VDOT has received requests for a speed limit reduction on Back Mountain Road. In order for a
speed limit change to be implemented, a speed study must be conducted. Staff is seeking a
recommendation to the Board of Supervisors on whether to request a speed study and review of
the speed limit from VDOT.

Item 2: Route 277 Improvements Resolution
As you may be aware, the Governor's office has directed over $30 million in funding for the
Route 277 Corridor. VDOT has requested that the Board of Supervisors adopt a resolution
regarding their preferences for the improvements. Meetings have been held with a number of
Board members in order to determine the overall vision of what they feel the improvements
should be and has proposed the following language for a resolution. Staff is seeking review and
recommendation on this language.
WHEREAS, Frederick County has previously supported improvements to the Route 277 corridor and the
study of relocation of the 1-81/Route 277 interchange; and,
WHEREAS, The Commonwealth Transportation Board first added the Route 277 project, 0277-034-103,
UPC 18003 to the Fiscal Year 1999 Six -Year Improvement Plan; and,
WHEREAS, Funding allocations for the Route 277 project have varied; and,
WHEREAS, The Commonwealth Transportation Board funded the Route 277 project, 0277-034-103,
UPC 18003 in the Fiscal Year 2012 Six -Year Improvement Program on June 15, 2011; and,
WHEREAS, The Commonwealth Transportation Board has added and funded the 1-81/Route 277
interchange relocation study, 0081-034-720, UPC 88659 in the Fiscal Year 2012 Six -Year Improvement
Plan; and,
NOW THEREFORE BE IT RESOLVED, The Frederick County Board of Supervisors fully supports and
requests that the Virginia Department of Transportation proceed expeditiously with the study, scoping/re-
scoping, development and implementation of UPC 18003 and UPC 88659.

Item 4: Tiger Grants
The federal government has opened up another application round for "Tiger Grants". Staff has
notified the MPO of this opportunity and recommended applications for Route 37 and the Tevis
Street extension and bridge over I-81. In addition, we have recommended that the MPO consider
retaining a consultant to aid in the application process due to the fact that a successful application
under this program can lead to significant funding levels and the highly competitive nature of the
timeline for the work tasks. Please see below for some additional description of the program.
FY 2011 TIGER Grants
DOT is authorized to award $526.044 inillion in TIGER+ Discretionary Grants pursuant to Div.
B of the Department of Defense and Pull -Year Continuing Appropriations Act, 2011 (Pub. L.
112-010, Apr. 15, 2011). This appropriation is similar, but not identical, to the appropriation for
the -'TIGER" program authorized and implemented pursuant to the American Recovery and
Reinvestment Act of 2009, and the National Infrastructure Investments or '`TIGER ll" program
under the FY 2010 Appropriations Act. Given that funds have now been appropriated for these
similar prog:rains in three separate statutes, DOT- is referring to the grants for National
Infrastructure Investments under the F :' 2011 Continuing Appropriations flet simply as "T IGER
Discretionary Grants." As with the TIGER and TIGER II programs, funds for the FY2011
TIGER program are to be awarded on a competitive basis for projects that will have a significant

Program Background
The; Transoortation Investment Generating Economic Recovery, or TIGER Discretionary Grant
program, prop ides a unique opportunity for the U.S. Department of Transportation to invest in
road, rail. transit and port projects that promise to achieve critical national objectives. Congress
dedicated $4.5 billion for TIGER I and $600 million for TIGER I1 to fund projects that have a
significant impact on the Nation, a region or a metropolitan. area. TIGER's highly competitive
process, galvanized by tremendous applicant interest, allowed DOT to fund 51 innovative capital
prgjects in TIGER 1, and an additional 42 capital projects in TIGER II. TIGER II also featured a
new Planning Grant category and 33 planning projects were also funded through TIGER, 11.
Each project is multi -modal, multi. -jurisdictional or otherwise challenging to fund through
existing programs.
The TIGER program enables DOT to use a rigorous process to select projects with exceptional
benefits, explore ways to deliver projects faster and save on construction costs, and snake
investments in our Nation's infrastructure that make communities more livable and sustainable.
