Revenue Sharing 2011 Members Absent Mark Davis (liaison Middletown) ***Items Requiring Action-' Staff shared the attached letter from VDOT with the Committee. Staff noted that VDOT is simply asking localities to provide a letter of intent at this time as they make an effort to fully fund revenue sharing requests next spring. Staff recommended that a letter of intent be issued noting that Frederick County plans to apply for the maximum ($1,000,000.00) in the next application cycle. Staff noted that there is no need to determine which project will be pursued at this time. On a motion by Mr. Lofton and seconded by Mr. Racey the Committee unanimously recommended that the letter of intent be issued as recommended. 107 North Kent Street, Suite 202 a Winchester, Virginia 22601-5000 ***Items Not Requiring Action*** 1. Comprehensive Plan Update Staff forwarded comments received from Shenandoah University regarding the use of curb and gutter, as well as access management. Staff noted that the issue of curb and gutter use has recently been sent to the Public Works Committee by the Board of Supervisors, so it would not be appropriate to take action at this time. However, depending upon future actions by that Committee or the Board, the issue may come to this Committee. The comments regarding access management were supportive of the plan as presented so no changes were necessary. Staff also forwarded comments received from a member of the Top of Virginia Builders that were generally supportive of the draft plan. The Committee asked staff to request a timeline update on the MPO Long Range Transportation Plan update and to bring the plan back in November for potential final action. 2. Other Staff updated the Committee on investigation of the use of sidewalk banks in Spotsylvania County and noted that additional information has been requested. The Committee had a number of questions and the item is expected to be on the November agenda for further investigation and discussion. Staff also updated the Committee that since the agenda had gone out, staff and some members of the Committee had met with VDOT regarding their ongoing Route 37 work. Staff is forwarding materials to the Committee for review and further discussion at the November meeting. WHIRLEY COMMISSIONER October 15, 2010 Dear County Administrators/City & Town Managers: RE: FY2012 Revenue Sharing Program - Call for Letters of Intent The Revenue Sharing Program has a track record of successfully leveraging local and state funding to complete a myriad of important transportation projects across the Commonwealth. In recent years this program has been funded with up to $50 million in state funds to be matched with local funds. This year (FY2011) the program was capped at $15 million in state funding, resulting in many of you not fully receiving the funding you requested. Based on feedback from you and members of the Commonwealth Transportation Board (CTB), Secretary Connaugliton asked that I solicit your interest in participating in the program for the next fiscal year (FY2012). By requesting your interest now, I can present to the CTB the amount of state funds required to frilly maximize local participation in advance of the finalization of the FY2012 budget. In order to do this, we are asking you to provide us with a letter of intent, identifying the amount of fimdinID you will be requesting for FY 2012 (not to exceed $1 million in state finding). Please provide this letter of intent to your local VDOT representative no later than December 17, 2010. This will not formally commit your Board or Council. It will simply provide the CTB with an estimate of the anticipated interest in the program. As in previous years, a formal application, along with a supporting resolution from your locality, would subsequently be submitted by Friday, April 15, 2011 for each project you wish to be considered for FY 2012 funding. While C&G may look nice it creates many issues with storm water run off and maintenance/cost issues. We should be proactive in alternate methods of "lining" our streets, being environmentally friendly, etc. The use of curb blocks, permeable concrete and other ideas should be considered Another area that should be important is the use of calming devices (all ready in place in many localities) for safety and speed control. Speed is one of the most common complaints we receive. Access management along our major and minor collector roads should be addressed, again for primarily safety reasons. Minimizing ingress/egress points along these corridors should be a priority design concept. My best example is Allentown, PA. In Allentown a service road parallels the main corridor with few connections to the main corridor. Businesses are then accessed from the service road. Although appearing to be difficult to navigate at first, it seems to work very well. This would be a major change in our planning of corridors and I am sure resisted by the business community at first. I hope this concept can be further studied and utilized if deemed appropriate. I believe that the designation of the major corridors, interstates, and major collectors on the maps will create the talking points for the comp plan. Once everyone is in agreement of how the County will look, live, and commute in the next 20 years, and then determine the funding source for the improvements, then the Comp Plan will start to take shape. As far as the content of the text, I believe that you made good progress to describe the objectives of the Comp Plan.
