RE: Transportation Committee Report for Meeting of March 22, 10 DATE: April 6, 2010 The Transportation Committee met on March 22, 2010 at 8:30 a. m. Update of Interstate, Primary, and Secondary Road Plans This is a public hearing item that is scheduled for the April 28, 2010 Board meeting. 2. Economic Development Access Funding The owners of the Graystone Industrial Park have asked for County support in obtaining Economic Development Access Funding to aid in the construction of Snowden Bridge Boulevard into the park. The Committee asked staff to clarify when the funds need to be spent and where the project will go. Staff noted that VDOT prefers funds to be spent within two years and that the road segment to be addressed would be from Route 11 to the first planned intersection in the development. On a motion by Mr. Lofton and seconded by Mr. Racey, the Committee voted unanimously to recommend that the Board adopt a resolution of support to apply for 107 North Kent Street, Suite 202 - Winchester, Virginia 22601-5000 Economic Development Access Funds for the Graystone Industrial Park. (Resolution Attached) 3. Route 7 and Route 277 Potential Safety Program Projects Attached please find the table of potential projects and their associated graphics which were presented as potential projects for which to apply for safety program funding. The Committee recommended the following via consensus: Make application for the following: Route 277 at the I-81 NB Ramps Route 277 at White Oak and Hudson Hollow Road Route 7 at I-81 NB Ramps/Valley Mill Road Route 7 at Regency Lakes Drive (Combine Long and Intermediate term projects) Route 7 at Blossom Drive and Millbrook Drive Route 7 at Greenwood Road (after reviewing cost estimates for accuracy) Route 7 at Morgan Mill Road Review with Supervisor Ewing on the following: Route 277 at Aylor Road (Long and Intermediate term projects) Route 277 at Stickley Drive Coordinate with the Town of Stephens City on the following: Route 277 at Mulberry Street Coordinate with the City of Winchester on the following: Route 7 at I-81 SB Ramps 4. Route 50 and Route 614 (Back Mountain Road) Potential Signalization VDOT recently completed a signal warrants study (attached) on the intersection in question and noted that it does have warrants. VDOT was seeking concurrence from the County before seeking funding for the project. Staff noted that the Committee has been very concerned with the proliferation of signal lights on major roadways in the County, but that since Back Mountain Road is one of the most significant rural highways in Frederick County, that it seemed appropriate to review the situation. Due to the significant amount of existing and potential residential development on and along Back Mountain Road, the Committee was concerned about the safety. However, it was noted that the safety portion of the signal warrants was not met. Committee member Burleson, who lives in the area, noted that it seemed somewhat borderline as to whether a signal was actually 2 needed. He noted that many issues out there are due to drivers aggressively entering Route 50 without waiting for proper spacing. It was also noted that some of the issue may be due to site distance. Additionally, it was noted that an acceleration lane might be appropriate in this area to allow people turning eastbound from Back Mountain Road onto Route 50 an opportunity to accelerate and merge rather than turning directly into a lane of traffic. The Committee came to a consensus that an incremental approach should be used rather than placing a signal at this time. ***Items Not Requiring Action*** 5. The Manual of Uniform Traffic Control Devices (MUTCD) is published by the Federal Highway Administration and is nationally recognized and adopted by all fifty states as the standard for conducting these engineering studies. Traffic volumes, crash history, operating conditions and physical characteristics are collected and compared to the warrants or "conditions" found in the MUTCD. In addition to the previously noted items, an operational analysis should be performed to evaluate the intersection function, both signalized and unsignalized. Traffic signal control should not be installed unless an engineering study indicates that installing a traffic control signal will improve the overall safety and/or operations of the intersection. This document provides a summary of the findings of the traffic signal study conducted for the above -noted intersection. Study Results and Recommendation: See attached study report. List of Attachments: Traffic Signal Study — 03/03/10 Attachment A — 12 -hour traffic counts Attachment B — Warrant Summary Report Northwestern Region Operations Traffic Engineering VDOT Traffic Signal Study — 03/03/10 34-0050-20091109-013 Study Area: Major Route (& Name): Route 50 (Northwestern Pike) Functional Classification: Rural Minor Arterial Speed Limit: Statutory 55 -mph Minor Route (& Name): Route 614 (Back Mountain Rd) Functional Classification: Rural Major Collector Speed Limit: Posted 45 mph per resolution dated 3/10/99 County: Frederick Origin and Nature of Request: This intersection was identified by VDOT as being a high crash location and one of the long- term recommendations was to install a traffic signal with railroad preemption if warranted. This analysis was performed to determine if signalization is warranted. Study Results: The results of a twelve-hour turning movement were analyzed per the Manual on Uniform Traffic Control Devices, 2003 Edition. The results indicate the following signal warrants were met: Warrant 1- Eight Hour Vehicular Volume Warrant Warrant 1 A- Minimum Vehicular Volume- 10 hours met, 8 hours needed Warrant 1 B -Interruption of Continuous Traffic- 12 hours met, 8 hours needed Warrant 1 A&B-Combination of Warrants- 11 hours met, 8 hours needed Warrant 2- Four Hour Warrant 12 hours met, Minimum of 4 hours required Recommendations: Signalization warrants are met at this intersection; it is recommended to install a traffic signal at this intersection as soon as funding becomes available. Due to the close proximity of a railroad crossing on route 614 to the subject intersection, railroad pre-emption will need to be incorporated with the signal design. Because this intersection is experiencing a high number of crashes, is on the Staunton District top ten safety list, and has a B/C (Benefit/Cost) ratio of 6.72, we have started application for federal Highway Safety Improvement Program/ High Risk Rural Roads (HSIP/HRRR) funding. Route 50 & 614Traffic Signal Study March 3, 2010 Page 2 of 4 Study iDeiails: A. Existing Traffic Control: Route 50 & 614 is a three-way T -intersection located at NicOuire, approximately 5 miles west of the city of Winchester. Route 50 is a four -lane, two-way, divided roadway with a 40 -foot median. There is a 150 foot turn lane with a 100 foot taper for westbound traffic turning left onto Route 614. Eastbound traffic has a 100 foot taper to turn right onto Route 614. Route 614 is a two-lane, two-way, non -divided roadway with a stop sign and stop bar controlling the northbound approach to Route 50. For lane configurations at the intersection, Route 614 has a one -lane approach and Route 50 consists of two lanes for moving traffic approaching the intersection from the each of the eastbound and westbound directions. A future project is being funded from the federal HSIP/ HRRR program to construct a 100 ft. full width right turn lane and 200 ft. taper with curb/gutter on Route 50 for eastbound traffic to turn right onto Route 614. This project was identified to mitigate crashes occurring due to restricted sight distance caused by parked vehicles within the right-of-way. B. Roadside Development and Environment: There is no development on the north side of Route 50 in the area of the intersection. There are dwellings on the east side of Route 50 on both sides of Route 614 located approximately 300 south of the intersection. The Winchester and Western railroad has single track at -grade crossings on Route 50, 370 feet west of Route 614 and on Route 614, 53 feet south of Route 50. There is a bridge on Route 614 over Bear Run, a tributary to Houge Creek, immediately south of the railroad crossing. C. 1 raYfic Volumes: HTRIS records from the year 2008 shows 11,940 AADT on Route 50 west of Route 614, 20,796 AADT on Route 50 east of Route 614 and 4,525 VPD on Route 614. See Attachment A for hourly traffic counts secured on December 9, 2009. D. Reported Crush Experience for 3 -Year Period: Crash records and rates obtained through "HTRIS" are for the period From: January 1, 2006 To: December 31, 2008 Length of period: 3 — Years Radius of Intersection: 150 FL Note: Crashes where no injuries were sustained and property damage was below $1,000 may not be recorded in HTRIS. Also, due to the time required to process and code crash data, HTRIS typically does not include occurrences in the last several months. According to HTRIS records, the total number of reported crashes for this location is sixteen (16) for the reporting period indicated above. Discussion of crash experience and patterns: Reported crashes for the intersection are as follows, Eight (8) Angle, Five (5) Rear End, Two (2) Non -collisions, and One (1) Sideswipe. The reported Angle crashes resulted in 10 injuries and Route 50 & 614Traffic Signal Study March 3, 2010 Page 3 of 4 $71,000 property damage. While the total number of reported Angle crashes at the intersection is high, only four (4) have occurred during any one year period. The Crash History Warrant requires five (5) collisions susceptible to correction by a traffic signal to have occurred in a one- year period. The reported Rear End crashes resulted in two (2) injuries and $11,200 property damage. The first Non -Collision occurred on 1/12/06 westbound on Route 50 when a driver attempting to elude the police ran off the road, lost control and overturned. The crash caused one injury and $2,500 property damage. The driver was charged with driving under the influence. The second Non -Collision occurred on 3/16/07 when icy road conditions caused a driver traveling east on Route 50 to lose control, run off the road, and rollover. The crash caused three injuries and $4,000 property damage. The Sideswipe crash occurred on 11/08/06 when the driver of a vehicle traveling west on Route 50 attempted to change lanes to enter the Route 614 crossover and struck a second vehicle also traveling west causing one injury and $1,400 property damage. The driver of the first vehicle was charged with failing to yield. We conducted a B/C (Benefit/Cost) analysis using crash reduction factors for a signal installation and the B/C ratio for installing a signal at this location was 6.72. E. Traffic Signal Analysis: A twelve-hour turning movement count was secured between the hours of 7:00 am and 7:00 pm on December 09, 2009 by NWRO staff using electronic count boards. The traffic volumes were downloaded into PC Warrants, a comprehensive warrant analysis software program that performs signal warrant analyses in accordance with the criteria as shown in Part 4 of the 2003 federal Manual on Uniform Traffic Control Devices (MUTCD). NOW, THEREFORE, BE IT RESOLVED THAT: The Frederick County Board of Supervisors hereby requests that the Commonwealth Transportation Board provide Economic Development Access Program funding to provide an adequate road to this property; and BE IT FURTHER RESOLVED THAT: The Frederick County Board of Supervisors hereby agrees to provide a surety bond, acceptable to and payable to the Virginia Department of Transportation, in the full amount of the Commonwealth Transportation Board's allocation less eligible private capital outlay credit determined by VDOT; this surety shall be exercised by the Department of Transportation in the event that sufficient qualifying capital investment does not occur on Route 11 within five years of the Commonwealth Transportation Board's allocation of funds pursuant to this request; and PDRes.# 12-10 BE IT FURTHER RESOLVED THAT: The Frederick County Board of Supervisors hereby agrees that the new roadway so constructed will be added to and become a part of the Frederick County secondary system of state highways.
