Commuter Bus Support Resolution FAX: 540/665-6395 Staff presented the attached request and supporting materials from the Valley Connector. The proprietors of the Valley Connector are seeking a resolution of support and provision of matching funds from Frederick County. Staff noted that the resolution of support and request for funding should be treated separately and that the funding requested would be dealt with at the Finance Committee. Committee members noted that they had no issue supporting the resolution, but that the funding request would likely take a little more discussion Motion by Mr. Lemieux and seconded by Mr. Burleson: The Committee voted unanimously to recommend that the Board adopt a resolution of support for the Valley Connector bus service. 107 North Kent Street, Suite 202 • Winchester, Virginia 22601-5000 2. Revenue Sharing Funds Staff notified the Committee that after meeting with VDOT, they were recommending two changes to the revenue sharing funds to preserve and make use of older awards before VDOT chose to withdraw them. 1. Request Transfer of $414,359.00 from the Warrior Drive project to the Tevis Street/Russell 150 project, including the reimbursement of $26,817.00 in previously submitted VDOT fees. 2. Request transfer of $100,000.00 from Route 50 East to the Route 11 North project. Motion by Mr. Lemieux and seconded by Mr. Racey: The Committee voted unanimously to recommend that the Board authorize staff to request the transfers. ***Items Not Requiring Action*** 3. 2010 Transportation Committee Meeting Schedule The Committee adopted their 2010 meeting schedule. 4. Other 2 The Valley Connector, in a coordinated effort with the Valley Commuter Assistance Program (VCAP) of the Northern Shenandoah Valley Regional Commission (NSVRC) is in its fourth year of providing weekday regional shuttle and coach service between the Northern Shenandoah Valley, Dulles Airport, Washington Metrorail, and Union Station. The Valley Connector was able to expand service in 2008 and 2009 from two weekday routes to five weekday routes. This was made possible through a demonstration grant from Virginia Department of Rail and Public Transportation (DRPT) to help cover operating costs. This grant was administered by NSRVC and made possible through a resolution of support and matching funds from Frederick County. Additionally, the capital needs for the expanded service was met through a loan program provided by the Warren County Economic Development Authority. Virginia Department of Rail and Public Transportation recently announced a variety of grant opportunities for FY 2011 (Attached). These grants help cover operating and capital costs associated with providing the Valley Connector Service. These grants will ensure the continued operation of our current service and allow for future growth based on need and demand for the service. Additionally, the grants will allow for the replacement of our outdated fleet with handicapped accessible equipment. The upgraded equipment will allow for greater mobility options to our community and further reduce congestion during peek traffic hours. . The grant applications must be submitted by February 1, 2009 and require matching funds and a resolution of support for the local governing bodies. The grant applicant and administrator will be the NSVRC. The Valley Connector is seeking a resolution of support and matching funds of $20,000 from each of the local governing bodies that are served by NSVRC and the Valley Connector Service, which include the following: ® Clarke County • Frederick County Page County Shenandoah County Warren County City of Winchester Additional grants are being sought through other programs such as: Energy -Efficiency and Conservation Block Grant program * FTA Discretionary Grants for Bus and Urban Circulator Livability Projects Projects that are being proposed for this next year, include- * Replacement of current equipment with handicapped accessible equipment Expand current Van Service to Coach Service Provide midday service with connections to Union Station, Reagan Airport, Metro Rail and Dulles Airport. Provide circular service within the Valley along the 1-81, Route 11, 340, and 522 corridors that will connect our current system and proposed midday service with local transit providers such as: o Winchester Transit o Front Royal Area Transit o Page County Transit o Harrisonburg Transit o PanTran (Martinsburg WV) Your support for this project is greatly appreciated. DRPT Public Transportation and Commuter Assistance Grants Capital Assistance DRPT Grant Application for FY 2011. Federal and state financial assistance is available to support the purchase of vehicles and equipment and the construction of facilities for public transportation providers. The deadline for this application is 2/1/2010. Operating DRPT Grant Application for FY 2011. State financial assistance is available to support operating related expenses of public transportation providers currently operating service. The deadline for this application is 2/1/2010. TDM/Commuter Assistance DRPT Grant Application for FY 2011. State financial assistance is available to support the annual administrative budgets of local and regional ridesharing and Transportation Demand Management (TDM) agencies. The deadline for this application is 2/1/2010 Technical Assistance Grant Application for FY 2011. Federal and state financial assistance is available to support public transportation providers and agencies with the costs of preparing public transportation related plans and studies. The deadline for this application is 2/1/2010. Technology DRPT Grant Application for FY 2011. State financial assistance is available to support the cost of projects that demonstrate new service or new or innovative approaches to public transportation service. This program is open to current operators and public bodies that propose to initiate new public transportation service. You are allowed to apply for up to two Technology grants each fiscal year. The deadline for this application is 2/1/2010. FTA 5310 DRPT Grant Application for FY 2011 Federal financial assistance is available to support the costs of purchasing vehicles and equipment for private non-profit agencies and public agencies that operate special transportation services for the elderly and disabled. The deadline for this application is 2/1/2010. FTA 5311 DRPT Grant Application for FY 2011. Federal and state financial assistance is available to public transportation providers including private non-profit agencies that serve non -urbanized areas of the Commonwealth. Applicants for this grant program complete a single application for federal and state operating and capital assistance. JARC DRPT Grant Application for FY 2011. Federal financial assistance is available to support the costs of purchasing vehicles and equipment for private non-profit agencies and public agencies that operate special transportation services for the elderly and disabled.
