In addition, staff expects to bring the first section of proposed County access management standards for the Committee's review and comment. Please note that per the Board's direction, the Committee will not be asked to forward recommendations on access management until after the next legislation session. 2 RESOLUTION BY THE FREDERICK COUNTY BOARD OF SUPERVISORS Virginia Department of Transportation Draft Access Management Regulations and Standards The Board of Supervisors of Frederick County, in regular meeting on the 10th day of October 2007, adopted the following: WHEREAS, access management standards are important to protect and enhance the safety and capacity of our roadways; and WHEREAS, the County is supportive of the statewide effort to develop access management standards; and WHEREAS, the County would like to emphasize how important it is that the clause that allows more stringent local regulation to supercede those of VDOT continue to be included in the draft regulation; and WHEREAS, the regulation and standards do little to address the built environment except in certain situations, leading the County to wonder how situations such as disconnected frontage roads will be resolved and how existing intersections and plans that do not meet interchange or intersection spacing standards will be dealt with; and WHEREAS, the County is concerned about the impacts the short public comment period has had on the ability of localities to fully examine the draft standards and regulations within their Committee and Board schedules; and WHEREAS, the County feels that the proposed intersection and entrance spacing standards needs more review. NOW, THEREFORE, BE IT RESOLVED, this Board, while supportive of the effort being undertaken, would like more review and development of the draft access management standards and regulations, particularly as regards to the items noted above. Riley, Jr. Frederick County Administrator • 0 Item 2: Interchange Improvement Priority At the request of the County Administrator, staff has prepared a draft priorities list for improvements to the interchanges of I-81 in Frederick County. Please see the suggestions below for the Committee's review and adjustment as desired. Staff will be asking the Committee to forward a recommended list to the Board. 1. Exit 307 relocation 2. Exit 317 improvements 3. Exit 310 completion 4. Exit 315 safety improvements 5. Exit 315 improvement to ultimate per VDOT 1999 plan 6. Exit 313 redecking and improvement to ultimate design In addition to these, there is a need for a significant planning and study undertaking to determine what the needs are for Exits 321 and 323. These exits have significant physical constraints and are under a lot of pressure from Route 11 corridor growth. A section of the freeway had been closed all weekend in the aftermath of a deadly blaze Friday night in a Los Angeles County truck tunnel. All regular north -south lanes in the affected area had reopened early Monday; only the southbound truck lane remained closed, CHP said. The southbound truck lane runs through the Newhall Pass tunnel, where 28 trucks and a passenger vehicle crashed, sparking an inferno that killed two men and a baby. California's Department of Transportation, known as CalTrans, was still advising drivers to use detours around the route, which was expected to be congested during the morning commute. - watch driver's dramatic rescue tale The cause of Friday night's crash and fire in the tunnel between Santa Clarita and Los Angeles remained under investigation. California Gov. Arnold Schwarzenegger issued an emergency declaration allowing the state's Office of Emergency Services to assist efforts to clear the roadway. Firefighters early Sunday cleared the remaining debris from the tunnel. The fire reached temperatures as high as 1,400 degrees, causing concrete inside the tunnel to explode. Winds whipped the flames from one end of the tunnel to the other, and the fire continued to smolder until late Saturday afternoon. 0 See more photos of the inferno » In addition to the three fatalities, 10 people were injured in the blaze, authorities said. Thirty commercial vehicles and one passenger vehicle were destroyed, said Warren Stanley, assistant chief of the California Highway Patrol. Deputy chief of the Los Angeles County Fire Department John Tripp said the 10 injured were able to escape with the help of 10 other people who managed to get out of the tunnel unscathed. "They were able to assist each other and I think that's very commendable ... how all those people were able to help each other without the first responders," Tripp said. "When we look at tunnel fires that have happened around the United States, let alone around the world, it was pretty miraculous that those people were able to get out like they were."
