Bishop, Transportation Planner RE: February Transportation Committee Meeting DATE: February 21, 2006 The Frederick County Transportation Committee will be meeting at 10:00 a.m. on Tuesday, February 28, 2006 in the Board Room of the Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The agenda for this meeting is as follows: AGENDA 1. Committee member introductions and priorities. 2. Route 37 location and right-of-way 3. Route 277 and Exit 307 relocation and right-of-way 4. Attachments JAB/bad 107 North Kent Street, Suite 202 o Winchester, Virginia 22601-5000 ITEM #1 Committee Member Introductions and Priorities As you are aware, this will be the first meeting of this new Transportation Committee. This agenda item is intended to allow for discussion of the mission of the new committee and for the members to introduce themselves and get to know each other. In addition, staff has been polling the committee to create a list of committee member priorities. Responses continue to come in, and below is a list of responses to date, with the remainder to be brought forth at the meeting. The list below is numbered for organization purposes, not ranked. 1. Route 37 2. Completion of Route 37 from Kernstown to 522 3. Incorporation of Route 37 into the Interstate Highway System 4. Route 277 5. Exit 307 6. Committee needs to give Long Term Guidance to the Board for needed transportation improvements without consideration of cost 7. Consideration of lower cost capacity improvements 8. Way -finding signage to ease east\west movements ITEM #2 Route 37 Location and Right -of -Way The eastern portion of Route 3 7 has long been a county priority and has been studied heavily over the years. The current adopted plans were drafted in 1992. While this and other past planning efforts have allowed planners to be fairly certain of the final location of the corridor, a higher level of certainty is needed. With the development pressure that is facing key sections of the corridor, it is becoming increasingly important that meets and bounds of the corridor are set. ITEM #3 Route 277 and Exit 307 Relocation and Right -of -Way Another important connection to the county and the region at large is the relocation of exit 307 and its associated tie-in with Route 277 and Warrior Drive. Regional modeling indicates that with the exception of the eastern portion of Route 37, these improvements have more positive impact on citizens than any other currently proposed project. Unfortunately, the county is facing the same issue with these improvements as with Route 37. The need to get meets and bounds fixed is critical with the development going on in the area. ITEM #4 Revenue Sharing Priorities Recently staff has been communicating with VDOT regarding potential candidate projects for revenue sharing. The discussion list is as follows: Route 522 North -Left turn lane at Bethel Lutheran Church crossover Route 657 (Senseny Road) -PE and right-of-way funds between Rt. 656 and the Clarke County line Route 522 relocation (Ryco Lane) Route 659 (Valley Mill Road) connection to Rt. 7
