The agenda for this meeting is as follows: AGENDA Discussion regarding updates to Frederick County's Eastern Road Plan. Please contact our department if you are unable to attend this meeting. I would encourage committee members and interested citizens to park in the County parking lot located in the rear of the building, or in the joint Judicial Center parking lot and follow the sidewalk to the back double doors of the Board Room. 107 North Kent Street, Suite 202 • Winchester, Virginia 22601-5000 0 • • ITEM #1 Draft Revisions to the Eastern Road Plan As you are aware, the Metropolitan Planning Organization (MPO) is preparing their 2030 Transportation Plan for new and improved transportation corridors in Winchester and Frederick County. This plan is to be adopted by the October 1St Metropolitan Planning Organization Policy Committee. Staff has been comparing the County's Eastern Road Plan to the MPO plan. Staff compared the Eastern Road Plan to the County's Land Use Plans, as we look towards completely updating the road plan. Attached, you will find staff's comparison. This is purely a draft, and is subject to change. In November, after MPO approval, staff will present a new Eastern Road Plan that will be more in line with the MPO's plan as well as the County's comprehensive plan. Staff is seeking comment from the Transportation Committee regarding the new changes and updates to the Eastern Road Plan. It is important to note that this will be part of a comprehensive review of the UDA study of the County's comprehensive plan. Including the information mentioned above, please find attached a copy of the draft Eastern Road Plan update, including a staff prepared map showing new roadway corridors and major road improvements. Draft Revisions: Eastern Road Plan Northeast Land Use Plan • Reconfiguration of Carroll Industrial Park "Loop Rd." This new major collector road will terminate at Ebert Rd, which will be designated as an improved major collector road. This has been identified in the land use plan and the Carroll Industrial Park Master Development Plan (MDP). • Addition of Cross Cannon Blvd, from Stephenson Rd south to US Route 11. This has been identified in the Win -Fred MPO 2030 Transportation Plan (MPO) and the Stephenson Village MDP. • Addition of a new major collector road, extending west from Branson Spring Rd and US Route 11, then south to Hopewell Rd. This has been identified in the land use plan. • Addition of a new major collector road, extending east from Rest Church Rd and US Route 11, then south to Woodbine Rd. This has been identified in the land use plan and the Semples Rezoning. • Reconfiguring Woodbine Rd as a new major collector road. This has been identified in the Semples Rezoning • Removing the "kinks" out of State Route 37. • Addition of Brooke Rd extension from US Route 11 North to US Route 522 North. This has been identified in the Winchester Area Transportation Study (WATS) and by the MPO. • Addition of a southbound on-ramp from Lenoir Dr to State Route 37. This has been identified in the MPO plan. • Reclassify US Route 11 from the West Virginia State line down to Exit 317 as improved major collector. This is identified in the MPO plan. 37 West Land Use Plan • Addition of Long Green Lane extension from US Route 522 south to US Route 50. This has been identified in the land use plan. • Addition of Apple Pie Ridge extension from US Route 522 to Long Green Lane. This has been identified in the land use plan. • Addition of Campus Blvd extension across State Route 37 from the Winchester Medical campus to Long Green La. This has been identified in the land use plan, and the Winchester Medical Center MDP. Round Hill Land Use Plan • Addition of the WWW MDP and Winchester Medical Center MDP road networks. These have been identified in the land use plan and the MDPs. • Addition of a flyover of Medical Center Dr from Hospital Dr across State Route 37 to Perennial Dr. This has been identified in the Winchester Medical Center MDP. • Realignment of Round Hill Road and US Route 50 intersection. This has been identified in the WWW MDP. Western Jubal Early Land Use Plan Addition of Jubal Early Dr extension from the Winchester city limit to State Route 37 with a new interchange at the Merrimans La flyover. This has been identified in both the land use plan and the MPO plan. Addition of a new major collector road running from Jubal Early Drive south to Cedar Creek Grade. This has been identified in both the land use plan and the MPO. Route 11 South Corridor Land Use Plan • Addition of the Stephens City by-pass major collector road from its new interchange with I-81 south of exit 307 to Springdale Rd. This has been identified in land use plan, WATS, and the MPO. • Addition of Shady Elm Rd as an improved collector from Apple Valley Rd to the new intersection of the Stephens City by-pass and Springdale Rd, with a new interchange at State Route 37. This has been identified in WATS and the MPO. • Addition of Prosperity Rd extension to Soldiers Rest La and Shady Elm Rd as a new major collector road. This has been identified in the land use plan, WATS, and the MPO. • Addition of Tasker Rd extension from Lakeside Dr, across I-81, to the Stephens City by- pass as a new major collector road. This has been identified in the land use plan, WATS, and the MPO. • Addition of Squirrel La extension from Marlboro Rd / Fairfax St to Tasker Rd as a new minor collector road. This has been identified in the land use plan, WATS, and the MPO. • Addition of a new minor collector road from US Route 11, across from Shenandoah Valley Baptist Church & Academy, east to the new Squirrel La extension. This has been identified in the land use plan and the MPO. • Addition of US Route I 1 South as an improved major collector running from Shawnee Dr to just north of the Bartonsville Historic District. This has been identified in the land use plan. • Addition of a new minor collector road running from Stickley Dr and connecting it to Aylor Rd. This has been identified by WATS and the MPO. • Addition of Warrior Dr extension as a new major collector road, running south from Fairfax Pike to Double Church Rd, then west to Town Run La, connecting with the proposed Stephens City by-pass. This has been identified in the MPO plan. Southern Frederick Land Use Plan Realignment of Papermill Road as its intersection with US Route 17/522 south to Justes Dr. Also, its crossing of I-81 to be aligned with Battaile Dr with a new interchange at I- 81. This has been identified in the land use plan and the MPO plan. Addition of a new major collector road extending from Tasker Rd and State Route 37 north to Evendale La, and following that alignment to Papermill Rd. This has been identified in the land use plan, the Crosspointe Rezoning, and the MPO plan. Continuation of Justes Dr as a major collector road extending to Victory Rd and Airport Rd. This has been identified in the land use plan and the MPO. • Addition of a new major collector road extending from Longcroft Rd west to future Warrior Drive. This has been identified in the land use plan. • Reclassify a new major collector road running East to West through the Crosspointe project as a new minor collector road. This has been identified in the Crosspointe Rezoning. • Addition of a new minor collector road extending south from Chinkapin Dr to future Tasker Road. This has been identified in the WATS plan. • Addition of a new minor collector road extending north from Chinkapin Dr to a proposed minor collector road in the Crosspointe project. This has been identified in the land use plan. • Reclassify current Chinkapin Dr to improved minor collector road. • Realigning future East and West Parkins Mill Road to cross US Route 17/522 north of its current intersection. This has been identified in the land use plan. • Addition of a new minor collector road connecting US Route 17/522, through Canter Estates, Phase 5, to future West Parkins Mill. This has been identified in the land use plan, and the Canter Estates V MDP. • Addition of a new minor collector road connecting Macedonia Church Rd to Marcel Dr. This has been identified in the Tasker -Woods land use plan. Route 50 East Corridor Land Use Plan • Addition of a new major collector road extending west from Airport road and US Route 17/522 to future Warrior Drive. This has been identified in the land use plan, WATS, and the MPO. • Addition of a new major collector road extending south from US Route 50 and Prince Frederick Dr to US Route 17/522, and then across I-81 to the Tevis St alignment in the City of Winchester. This has been identified in the land use plan, WATS, and the MPO. • Addition of a new major collector road extending east from Costello Dr to Arbor Ct. This has been identified in the land use plan. • Addition of a new major collector road extending south from Inverlee Way to the proposed Costello Dr extension. This has been identified in the land use plan. • Addition of a new minor collector road extending east from future Inverlee Way to Greenwood Rd. This is not on any current plans, but staff feels that it is an important link that needs to be identified for future growth. Route 7 East Corridor Land Use Plan • Remove improved minor road status on Valley Mill Rd from Brookland La to State Route 7.
