Mrs. Eddy began the meeting with presenting the '06-'07 Secondary Road Improvement
projects, and discussed the issue of weighted and unweighted ratings.
Public Comment: Was this done as part of the Rural Rustic Roads of 1983?
Trans. Comm.: Frederick County has a completely independent ratings scale from that system.
TC: Who created the criteria, and is it consistent with the rest of the state?
VDOT: The Frederick County Board created this set of criteria. We have no knowledge of what
the other counties of this state are using for their ratings system.
TC: Made a motion to precisely follow the set criteria that was established in the past. The
weighted ratings will be used from this date forward. (4x # of occurrences)
PC: Kelly Boyd, a Laurel Grove Road resident expressed concerns. She gave a brief history of
the road's past attempts to get improved. She expressed frustrations about the slow progress.
TC: We feel your concerns, but we are unsure as to the time frame for construction.
VDOT: I don't have the answer either.
TC: How often is the list updated?
SE: If one road moves onto the scheduled list, then the whole list is re-evaluated. But, this time,
we just had three new roads added, and so we only did a recent rating on them. No roads were
moved to the scheduled list.
PH: Mr. Eli Lauderdale passes out a letter he wrote regarding Babbs Mountain Road. He
describes how the dust from the road makes a mess on his front porch.. He feels that a paved
road will only increase the traffic and speeds, but will still be safer than if it were to remain a dirt
road. He has no intentions of deeding a right-of-way to upgrade the road, and that he is asking
for the road to be paved under the Rural Rustic Roads program rather than typical VDOT
standards.
VDOT: Provided a quote of approx. $500,000 per mile to pave a road to State standards.
PH: Could we set up a private partnership agreement to get the roads paved? How is the money
allocated to which road projects?
VDOT: The money is allocated at the State level. If you can find a contractor and are willing to
spend your own money to pave the road, send me the permit, and I'll sign off on it.
TC: Votes to recommend the Secondary Road Improvements to the Planning Commission at the
July 6th meeting.
SE: Presents the Primary Road Improvement Plan.
TC: Regarding the northern segment of the 37-1A, are there plans for an exit at Rt. 11 North and
37?
VDOT: At this time, no.
TC: Votes to recommend the Primary R.I. plans to the Planning Commission.
SE: Presents the Interstate Road Improvement Plan. Notes that there are no changes from last
year's plan.
TC: Please change some of the language of Exit 313 proposals.
TC: Will there be changes to the interchanges along I-81 in conjunction with the widening of the
highway?
VDOT: I can't give you anything concrete right at this moment.
TC: Please insert some language on spot improvements at the interchanges and the rest area.
TC: Votes to recommend IRIP with modifications noted above.
OTHER
TC: Do we have the Rt. 642 traffic counts after it was paved?
VDOT: We do not have those counts just yet.
TC: Regarding Sulphur Springs and Greenwood Rds, will there be any improvements done to
that intersection soon?
VDOT: We do have a vision to correct that intersection, but nothing officially has been
documented.
TC: Is Laurel Grove Road state maintained?
VDOT: Yes.
SE: We will likely have a July Transportation Committee meeting to get a briefing from the
M.P.O.
