Kennedy, Senior Planner V, Subject: Public Hearing - Draft Update of the 2004-2005 through 2009-2010 Secondary Road Improvement Plan Date: August 20, 2003 The Frederick County Transportation Committee will hold a public hearing for the draft update of the Secondary Road Improvement Plan at 7:00 p.m. on Tuesday, September 2, 2003 in the Board Room of the Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The agenda for this meeting is as follows: AGENDA 1) Public Hearing - Review of the Draft Update for the 2004-2005 through 2009-2010, Frederick County Secondary Road Improvement Plan. 2) Other. Access is limited during the evening hours. Therefore, it will be necessary to enter the building through the back double doors of the Board of Supervisors Room, located in the rear of the new addition of the county building. I would encourage committee members and interested citizens to park in the County parking lot located in the rear of the building, or in the joint Judicial Center parking lot and follow the sidewalk to the back double doors of the Board Room. ICOAWITTEESITRANSPORTATIM4gendas12003 Agendav Sep! -Secondary Road PLat—pd 107 North Kent Street • Winchester, Virginia 22601-5000 ITEM #1 - DRAFT UPDATE OF THE: 2004-2005 through 2009-2010, FREDERICK COUNTY SECONDARY ROAD IMPROVEMENT PLAN During the fall of each year, Frederick County undergoes an update of the Secondary Road Improvement Plan. The Frederick County Secondary Road Improvement Plan prioritizes secondary road projects into three categories: major road improvement projects, hard surface improvement projects, and incidental construction projects. These are the same three categories from which VDOT receives funds from the State for road projects. Public hearings are held for the update by the Transportation Committee, the Planning Commission, and the Board of Supervisors. The plan approved by the Board of Supervisors is forwarded to the Virginia Department of Transportation (VDOT), Edinburg Residency, as a recommendation for fund allocation. VDOT then proceeds to develop cost estimates of the projects and advertisement dates to begin construction. The list of Major Road Improvement Projects remains the same as last year for the 2004-2005 update. Warrior Drive is under construction and expected to be completed by the end of 2003. The first section of the Aylor Road (Route 647) project is expected for advertisement in March of 2004. The second phase of the Aylor Road project is scheduled for advertisement in March of 2006. Of significance in the draft update of the 2004-2005 Hardsurface Road Improvement Projects is, the utilization of the Rural Rustic Road Program. This program will significantly improve VDOT's ability to pave the vast backlog of unpaved roads with a liquid asphalt and stone surface treatment. VDOT and Frederick County have determined that this program would be the best alternative for the two sections of Adams Road (Route 689) prioritized as one and two on the 2004/2005 Hardsurface Road Improvement Projects list. Please note that Gough Road (Route 618) and Ebenezer Church Road (Route 705) have been added to the draft update of the 2004/2005 Hardsurface Road Improvement Projects list this year from the unscheduled list. No new roads have been added to the list. Incidental Construction Projects are defined as minor construction projects that cost less than $100,000. Please note that eleven (11) items on last year's list have been completed, and that the Double Church Road (Route 641) project to improve drainage and widen shoulders on a section from .02 miles north of Route 636E to Route 636W is the first scheduled Incidental Construction Project on the draft update 2004-2005 project list. Please find attached the draft update for the 2004-2005 through 2009-2010 Frederick County Secondary Road Improvement Plan and a map prepared by staff. Staff requests that the Transportation Committee forward a recommendation to the Planning Commission for consideration of this matter. Hardsurface improvement projects are prioritized by an objective rating system which considers average daily traffic volumes; occupied structures; physical road conditions including geometrics, drainage, and accident reports; school bus routing, and the time that project requests have been on the Secondary Road Improvement Plan. The Virginia Department of Transportation determines if a proposed project qualifies for Incidental Construction based on the overall scope of the improvement.
