There will be a meeting of the Frederick County Transportation Committee on Tuesday, April 4,
2000 at 7:30 p.m., in the Board Meeting Room in the County Administration Building, 107 North
Kent Street, Winchester, Virginia. The Transportation Committee will discuss the following items:
AGENDA
1) Realignment of Route 522 South (Front Royal Pike). Staff will present alternative
alignments for Route 522 that would enable the relocation of its intersection with Route
50/17 (Millwood Pike). The relocation of this intersection is an improvement promoted by
the Winchester Area Transportation Study (WATS) and is further necessitated by the planned
reconfiguration of the I-81 interchange at Route 50/17 (Exit 313).

Realignment of Route 522 South (Front Royal Pike)
The Winchester Area Transportation Study (WATS) recommends that the current intersection of
Route 522 (Front Royal Pike) and Route 50/17 (Millwood Pike) be eliminated. The increasing traffic
volume associated with the developing commercial corridor in this area has yielded congestion that
arguably diminishes the intersection's safety and efficiency. Furthermore, the Interstate 81
Improvement Study includes plans to reconfigure the interchange at Route 50/17, which will result
in additional lanes of traffic traversing the intersection. The traffic analysis performed with the 1-81
study indicates that the existing intersection will not compromise the function of the reconfigured
interchange; however, from a traffic perspective, the study acknowledges that the relocation ofRoute
522 would enable the interchange to function at a higher level of service and safety.
The Transportation Committee will review two alternative proposals for the realigned section of
Route 522. The attached map delineates the general location of the alternative alignments and further
indicates the projected intersections with Route 50/17. Specifically, Alternative A would connect
with Route 50/17 at what is now its intersection with Ryco Lane and Alternative B would connect
at the Prince Frederick Drive intersection.
Following review of the alternatives, it would be appropriate for the Transportation Committee to
recommend the inclusion of the preferred alternative in the Eastern Road Plan to the Planning
Commission. The recommendation of the Committee should reflect its determination as to which
alternative alignment best complements the County's transportation network. Through adoption of
the preferred alternative in the Eastern Road Plan, development within the impacted area may be
planned in a manner that accommodates the right-of-way necessary to complete this significant road
improvement project.
