MEMORANDUM
The Frederick County Transportation Committee will hold apublic hearing for the update of the Secondary
Road Improvement Plan at 7:30 p.m. on Tuesday, October 5, 1999 in the Board Room of the Frederick
County Administration Building, 107 North Kent Street, Winchester, Virginia. The agenda for this meeting
is as follows:

1) Review and Update of 2000 - 2001 Frederick County Secondary Road Improvement Plan.
2) Other.
Included in this agenda is a proposed draft of the 2000 - 2001 Frederick County Secondary Road
Improvement Plan. The plan identifies the proposed major road improvement projects, hard surface road
improvement projects, and incidental construction projects. Staffwill present a map that depicts the road
improvement projects during the meeting. Please contact our department if you are unable to attend this
meeting.

MAJOR ROAD IMPROVEMENT PROJECTS
Major road improvement projects command the reconstruction of hardsurfaced roads to enhance
public safety. Improvements required for road width, road alignment, road strength, and road
gradient are considered major road improvement projects.

HARDSURFACE ROAD IMPROVEMENT PROJECTS
Hardsurface road improvement projects provide impervious resurfacing and reconstruction of non-
hardsurfaced secondary roads. Hardsurface improvements are considered by the Road Rating System
adopted by Frederick County on October 7, 1997.

INCIDENTAL CONSTRUCTION
Incidental construction projects are defined as minor construction projects that cost less than
$100,000. Examples involve drainage improvements, site distance improvements, spot widening,
replacing overflow pipes with box culverts, and the application of cold mix on existing road surfaces.
The Virginia Department of Transportation determines if a proposed projects qualifies for Incidental
Construction based on the overall scope of the improvement.

The number 600 reflects a VDOT project number and is not intended to depict Rt. 600.
Guardrail installation will be along various secondary roads throughout Frederick County as
determined by VDOT.

2000 - 2001 SECONDARY ROAD IMPROVEMENT PLAN UPDATE:
HIGHLIGHTS OF DRAFT PROPOSAL
MAJOR ROAD 1WROVEMENT PROJECTS:
No new projects were requested for the 2000 - 2001 update.
The proposed Jubal Early Drive Extension (Joint County/City/State Project) has been
removed from the plan.
Please note that Rt. 655 and Rt. 656 are proposed for improvement as one project. The
interdependent nature of these heavily traveled road sections has prompted this
recommendation. To facilitate such concurrent improvement, the Rt. 655 project has been
promoted from #29 on the 1999 - 2000 plan to #6 on the current update.
HARDSURFACE ROAD 1WROVEMENT PROJECTS:
No new projects qualified for the 2000 - 2001 update.
Hardsurface improvement of Rt. 689 has been promoted to the plan from the unscheduled
project list. Such advancement was enabled due to completion of projects involving Rt.
695 and Rt. 692, respectively.
INCIDENTAL CONSTRUCTION:
The proposed 2000 - 2001 update includes fourteen (14) new incidental construction
projects. Eleven (11) such projects were completed during Fiscal Year 99/00 as
delineated in the 1999 - 2000 plan.
