The Transportation Committee will discuss the following items: AGENDA 1) 1999 Primary Road Improvement Plan Update. 2) Discussion regarding request to create a four-way stop condition at the intersection of Ivory Drive and Rosie and Ian Courts within the Village at Sherando subdivision. 3) Discussion regarding a request to provide a left turn lane from Route 50, Northwestern Pike onto Route 610, Parishville Road. 4) Discussion regarding request to provide a traffic light at the intersection of Senseny Road and Greenwood Road. 5) Other. Information pertaining to each agenda item is enclosed. Staff will present a visual display depicting the Primary Road Plan at the meeting. Please contact our department if you have any questions regarding this information, or if you are unable to attend this meeting. 107 North Kent Street • Winchester, 'Virginia 22601-5000 • 0 Item #1 Draft 1999 Primary Road Improvement Plan Update DRAFT 1999 PRIMARY ROAD IMPROVEMENT PLAN for FREDERICK COUNTY Adopted on March 3, 1999 by the Frederick County Board of Supervisors Presented to the Commonwealth Transportation Board on March 19, 1999 PREFACE The 1999 Primary Road Improvement Plan for Frederick County, Virginia continues to focus on the development of a new limited access arterial corridor and improvements to existing major and minor arterial systems within the county's Urban Development Area. The improvements recommended in this plan are consistent with the Winchester Area Transportation Study and the Interstate 81 Improvement Study and will complete the primary road system necessary to manage the traffic demands in Frederick County and the City of Winchester into the foreseeable future. These projects are listed in order of priority and will continue to appear on subsequent plans until funding has been secured for their completion. 1999 PRIMARY ROAD IMPROVEMENT PLAN 1) Route 37 Eastern Bypass (Alternative C) A) Continued reimbursement of funding provided by Frederick County to undertake the study and prepare the Environmental Impact Statement for the preferred alternative recommended by the Commonwealth Transportation Board. B) Initiate engineering and design, acquire right-of-way, and establish a construction phase schedule for the preferred alternative between the southern terminus of Route 37 to the new intersection with Route 7 east of the City of Winchester as follows: * From the southern terminus of Route 37 to Route 522 * From Route 522 to Route 50/17 * From Route 50/17 to Route 7 C) Program funds to initiate engineering and design, right-of-way acquisition and construction from Route 7 to the Route 37 northern terminus once a final study corridor is agreed upon by the Commonwealth Transportation Board and the County of Frederick. 2) Route 277 (East of Stephens City) From: I-81/277/647 Intersection (East of Stephens City) To: Route 340/522 South Intersection (East of Double Toll Gate) Phase I - From the I-81/277 Interchange to Route 636 Phase H - From Route 636 to Route 340/522 A) Continue engineering and design, acquire the right-of-way, and establish a construction schedule for the phased improvement of Route 277 B) Work with county staff to acquire dedicated right-of-way and achieve grading, drainage, and construction improvements in conjunction with development projects which occur along the corridor until such time that funding is available for construction. C) Program funding for the completion of right-of-way acquisition and construction of the entire segment as described above. 3) Route 11 (North and South of Winchester) A. From: Southern limits of the City of Winchester To: Route 652, Apple Valley Road Intersection Widen and improve to five lanes. B. From: Northern limits of the City of Winchester To: Interstate 81 Exit 317 Interchange Widen and improve as necessary. 4) I-81 (East of Winchester) From: West Virginia line To: Warren County line Provide additional through lanes, collector -distributor lanes, modifications to existing access points, and additional access points to the main line as recommended by the Interstate 81 Study and the Winchester Area Transportation Study (WATS). Priority One - Route 277, Exit 307, to Route 37 North Priority Two - Remainder of I-81 in Frederick County 5) Commuter Park and Ride Lots Conduct studies and utilize existing information from the Lord Fairfax Planning District Commission to determine the location of needed facilities. 0 0 Item #2 Four-way stop condition at Ivory Drive and Ian and Rosie Courts. The Frederick County Transportation Committee has received a request from the Village at Sherando Homeowners Board of Directors to create a four-way stop condition at the intersection of Ivory Drive and Ian and Rosie Courts. The Board of Directors has expressed their concern with the amount of traffic and the speed of the traffic, traveling along Ivory Drive. Predominantly, the traffic traveling along Ivory Drive is from within the Village at Sherando and the adjoining Jefferson Village and Fredericktowne subdivisions. Ivory Drive connects with Warrior Drive, and ultimately, Fairfax Pike, Route 277 in the vicinity of Sherando High School. Signage is in place that requires traffic from Ian Court and Rosie Court to stop at this intersection. VDOT officials will be available at the Transportation Committee meeting to discuss the status of this request. Village at Sherando Homeowners Association TO: Virginia Department of Transportation, District Engineer IIRo Sager, District Representative �Nh n Riley, Frederick County Administrator James Longerbeam, Chairman, Board of Supervisors FROM: Village at Sherando Homeowners Board of Directors RE: Installation of a four-way stop sign at Ivory Court and Rosie Court, Village at Sherando DATE: October 7, 1998 On behalf of the residents of Village at Sherando, this petition is presented to request the installation of a four-way stop sign at the intersection of Ivory Drive and Rosie Court. Over the past six months, with the opening of Ivory Drive, it is clear that due to significant traffic and speed (distance between stop signs), additional stop signs are warranted. As Warrior Drive is expanded, this problem will be multiplied. We have voiced our citizen concerns for the safety of our children and residents to the sheriff's department. They have assigned patrols periodically, but a permanent action is required. It is imperative that this action is taken due to the volume of traffic on Ivory Drive and speed traveled due to the long distance between stops. The Frederick County Transportation Committee has received a request from Mr. Gerald Henry to create a separate left turn condition from Route 50, Northwestern Pike, onto Route 610, Parishville Road. Mr. Henry expresses his concerns for safety as vehicles attempt to make left turns onto the roads intersecting the two-lane section of Route 50. In addition, Mr. Henry inquires about the addition of reflective pavement devices to improve safety on rural roads. VDOT officials will be available at the Transportation Committee meeting to discuss the status of this request and update the Committee on their pavement marking policy. Mr.Even Wyatt Gentlemen: A few weeks back, I was involved in a serious accident at the intersection of route 50west and route 610 in Gore, VA. While I was waiting to make a left turn onto Rt. 610 from 50W, I was hit by a car coming from behind me. I thank God, even though my 97 Chevy Blazer was totaled, I survived with a whiplash. And I am currently seeing the doctor for neck and back injuries. Route 50W from route 37, up to Gore has two lanes with a separate lane for left turns, but from Gore to the West Virginia State line route. 50W is a single lane without a separate lane for left turns. Rt. 50W from Gore to the State line is a rolling and winding road with short sharp curves. When the two lanes become one lane, the volume of traffic on 50W doubles and this intersection badly requires a separate lane to make left turn in order not to stop all the on going traffic. Considering the volume of traffic in the morning and evening, the speed limit 55mph and the terrain (sharp turns & uphill) at the intersection of route 610, a separate left is needed for the safety of the residents living near this neighborhood_ I am requesting that the engineers & the government officials personally check the intersection during the busy hours. I have witnessed many close catls prior to and after my accident and something needs to be done. I would also like to point out the safety problems on route 610. This is a residential area surrounded by farms and orchards. Big commercial trucks and tractor trailers are using route 610 which is a rolling narrow road without any shoulders and pavement markings. At some locations it is difficult to see on coming cars due to the sudden drop in elevations. Several times my neighbors and I have missed head-on collisions because no pavement markings to confine the drivers to their side of the road and there are no shoulders to move to. Frequently we face dense fogs and during foggy nights it is very hard to see the pavement and it can be solved by putting reflective pavement markings. On behalf of my neighbors and residents of Frederick County, I request you to alleviate these existing safety problems. It is a wise idea to take some action before we lose any innocent lives and property. Help us make our neighborhood a safe place to live. The Frederick County Transportation Committee has received a request from safety of the existing traffic control devices at the intersection of Route 656, Greenwood Road, and Route 657, Senseny Road. An overhead flashing traffic signal, in addition to stop conditions on Greenwood Road currently exist at this intersection. Box 278 Edinburg, Va. 22824 Dear Mr. Copp: l am writing to you about what l am convinced from experience is a busy and dangerous intersection near my home in Eastem Frederick County. This is the intersection of Rtes. 656 (Greenwood Rd.) and 657 (Senseny Road). I have resided near it for the last 11 years. in that time a number of housing developments have been built that feed this intersection, and more are under construction, all resulting in a continual increase in daily vehicular traffic through it. A few years ago some re -construction of this intersection took place, adding blinking lights and left -tum lanes. However, with that reconstruction, as one approaches the intersection on Greenwood Road traveling North it is impossible to stop at the line drawn and be able to see traffic approaching from the right, or West on Senseny Road, due to the angle that Senseny Road takes from the intersection East. Both my wife and I have had to brake hard and/or swerve to avoid collisions with traffic crossing Greenwood Road in both directions while driving in either direction on Senseny Road, and we have observed many collisions and near -collisions at this intersection 1 think that the layout of this intersection and the volume of daily traffic through it warrant traffic lights that signal greater control of the traffic flow. The speed limit at this section of Senseny Road is 45 miles per hour, while the limit on Greenwood Road intersecting it is 25 miles per hour. I believe that there is life-threatening risk at this intersection, and l would ask that you investigate this matter as soon as possible. l look forward to your response to my request. The Department recently made a traffic engineering study to see if a traffic light is warranted at this intersection. There are various criteria, which have to be met before a traffic light is installed and this particular intersection does not meet all of these criteria at this time. However, the Traffic Engineering section did recommend we modify some signing at this intersection. Furthermore, they recommended we review the site distance problem you identified in an attempt to remove a slight portion of the bank at the intersection to improve site distance. We will be installing the additional signs in the next few weeks and will be looking at any improvements we can make to the site distance problems. In addition, the Department has a project, which we have designed and will be advertising for construction in the latter part of 1999 on Greenwood Road from Senseny Road to Valley Mill Road. In the design and implementation of this project, we will be installing a traffic light at the intersection of Senseny Road and Greenwood Road.
