The Transportation Committee will discuss the following items: 1) Review of the 1997 Frederick County Primary Road Improvement Plan. 2) Request to Prohibit Through Truck Traffic on Tasker Drive. 3) Committee Work Session Regarding Secondary Road Plan Rating System. 4) Other. Information pertaining to each agenda item is enclosed. Staff will provide a map during the meeting which depicts Tasker Drive and the surrounding area. Please contact our department if you have any questions regarding this information, or if you are unable to attend this meeting. 107 North Kent Street • Winchester, Virginia 22601-5000 1997 PRIMARY ROAD IMPROVEMENT PLAN Frederick County representatives will be attending the 1997 Preallocation Hearing on March 27, 1997 at the Augusta County Government Center. The purpose of this hearing is to advise the Commonwealth Transportation Board of funding priorities for the primary road system in Frederick County. The plan presented by staff maintains the same priorities that were presented during the 1996 Preallocation Hearing; however, the description of three projects has been reclassified to provide phasing, request preliminary engineering design, and recommend alternative access points that will intersect the mainline. Included with this agenda item is the draft 1997 Primary Road Improvement Plan for review by the committee. Staff asks that the committee forward a recommendation that will be considered by the Planning Commission and Board of Supervisors. DRAFT 1997 PRIMARY ROAD IMPROVEMENT PLAN 1) Route 37 Eastern By-pass (Alternative C) A) Reimbursement of funding provided by Frederick County to undertake the study and prepare the Final Environmental Impact Statement for the preferred alternative recommended by the Commonwealth Transportation Board. B) Initiate engineering and design for the preferred alternative between the southern terminus of Route 37 to the new intersection with Route 7 east of the City of Winchester. Acquire right-of-way within this area as soon as engineering and design work is complete. C) Establish a construction phase schedule to fund segments of the Route 37 Eastern By-pass as follows: • From the southern terminus of Route 37 to Route 522 • From Route 522 to Route 50/17 • From Route 50/17 to Route 7 D) Program funds to initiate engineering, design, right-of-way acquisition and construction from Route 7 to the Route 37 northern terminus once a final study alternative corridor is agreed upon by the Commonwealth Transportation Board and the County of Frederick. 2) Route 277 (East of Stephens City) From: I-81/277/647 Intersection (East of Stephens City) To: Route 340/522 South Intersection (East of Double Toll Gate) A) Provide funding to accomplish the preliminary engineering work for the four lane improvement to this segment as described above. Work in conjunction with county staff to acquire dedicated right-of-way and achieve grading, drainage, and construction improvements along the corridor as development projects occur in the interim. Page -2- 1997 Draft Primary Road Improvement Plan B) Provide funding for additional right-of-way acquisition and complete construction of this corridor as described above. 3) Route 11 (North and South of Winchester) A. From: Southern limits of the City of Winchester To: 37 Interchange Widen and improve to five lanes. B. From: Northern limits of the City of Winchester To: Interstate 81 Exit 317 Interchange Widen and improve as necessary. 4) I-81 (East of Winchester) From: West Virginia line To: Warren County line Improve to six lanes. Establish new access points to the main line as recommended by the Winchester Area Transportation Study (WAIS). Develop collector -distributor lanes between Exit 307 and Exit 313 to prevent local traffic from decreasing service on the main line. Improve existing interchanges as recommended by the Interstate 81 Study. Page -3- 1997 Draft Primary Road Improvement Plan 5) Commuter Park and Ride Lots Conduct studies and utilize existing information from the Lord Fairfax Planning District Commission to determine the location of needed facilities. THROUGH TRUCK TRAFFIC RESTRICTION ON TASKER DRIVE The Tasker Drive relocation project is anticipated to be complete in the Spring of 1997. This project relocates a segment of Macedonia Church Road (old Route 642) from the intersection with Aylor Road (Route 647) to Front Royal Pike (Route 522 South). Staff has identified a potential concern with the opening of Tasker Drive, in that tractor -trailer truck traffic utilizing the East Gate Commerce Center will have direct access to Interstate 81 and Route 37. Staff feels that this is undesirable for several reasons: • Tasker Drive contains several residential lots that have existing frontage and individual access. • Tasker Drive is built to current major collector road standards from Front Royal Pike to Aylor Road; however, the remaining segment from Aylor Road to Route 37 was constructed many years ago. The continuous use of this road by heavy truck traffic will ultimately undermine Tasker Drive and require Frederick County to program a major road improvement project for this segment. • Front Royal Pike has been improved to a four lane 55 mph primary arterial road standard and is designed to accommodate this type of traffic. • Access to Interstate 81 is currently available for north bound tractor -trailer truck traffic via Front Royal Pike to Exit 313. Access to the Inland Port and Interstate 66 is available for south bound tractor -trailer truck traffic via Interstate 81, Fairfax Pike (Route 277), and Front Royal Pike. Frederick County will request that the Commonwealth Transportation Board adopt a policy for Tasker Drive which prohibits through truck traffic. The first step in this process requires the Board of Supervisors to conduct a public hearing regarding this issue. The Transportation Committee is asked to consider this request and forward a recommendation to the Board for final resolution. SECONDARY ROAD IMPROVEMENT PLAN RATING SYSTEM The Transportation Committee considered a request from Mr. Bruce Armstrong to establish a new method for prioritizing hard surface road improvement projects which appear on the Frederick County Secondary Road Improvement Plan. The committee felt that a system could be implemented to account for the history behind each road request brought before the committee. The committee directed staff to develop a proposal within the next 60 days that accomplished this. In developing this procedure, staff has come across several issues that warrant committee discussion. Staff would like to receive input from the committee regarding the following issues prior to proceeding with this draft: • Should the plan only reflect major road improvement projects and hard surface road improvement projects that qualify for funding under the VDOT Six Year Plan? • Should roads that are not incorporated into the VDOT Six Year Plan be included as another category in the plan for Unallocated Improvements or kept elsewhere? • Several roads that are in the middle to the end of this list can be documented as to when they were brought before the committee and incorporated into the plan; however, the top projects that are unscheduled can not be documented. How should the unscheduled projects be listed for future consideration? • The major road improvement category contains curb and gutter improvements for the towns. How do these projects or future projects requested by the towns fit into this process? • Mr. Armstrong provided a rating system which has been included with this agenda item. Does the committee feel that this criteria is reasonable? Should other criteria be considered? Should a point system be utilized? • How should unscheduled roads receive the initial rating once a process is endorsed by the committee? 1. Traffic using the road basal on VDOT traffic study. 0-25 per day = 1 point 26-50 per day = 2 points 51-75 per day = 3 points 76-100 per day = 4 points 101 & greater = 5 points 2.
