The Frederick County Transportation Committee will hold a public hearing for the update of the
Secondary Road Improvement Plan at 7:00 p.m. on Tuesday, September 10, 1996 in the Board
Room of the Old Frederick County Court House, 9 Court Square, Winchester, Virginia. The
agenda for this meeting is as follows:
AGENDA
1) Resolution of Appreciation honoring Mr. Elmer Lauck.
2) Review and Update of 1997 - 1998 Frederick County Secondary Road Improvement Plan.
3) Other - Information from Lord Fairfax Planning District Commission.
Included under this agenda page is information pertaining to the update of the 1997 - 1998
Frederick County Secondary Road Improvement Plan and information from the Lord Fairfax
Planning District Commission. Staff will present a map which depicts the proposed road
improvement priorities during the meeting. Please contact our department if you are unable to

1997 - 1998 FREDERICK COUNTY SECONDARY ROAD IMPROVEMENT PLAN
Staff has advertised the above referenced plan for consideration in a public hearing forum. This
plan will be considered at subsequent public hearings by the Planning Commission and the Board
of Supervisors. The final version of this plan that is adopted by the Board of Supervisors will be
presented to the Virginia Department of Transportation (VDOT) for funding considerations.
Specific projects have been highlighted in the proposed plan. The projects highlighted under the
Major Road Improvement category reflect a proposed change in priority. This is proposed due to
design problems associated with the improvements to Greenwood Road (Route 656) and Valley
Mill Road (Route 659). Unless these projects are reversed, there will also be a delay in the
improvements to Middle Road (Route 628). The projects highlighted under the Incidental
Construction category reflect new project additions. Staff has proposed the addition of Laurel
Grove Road (Route 629) as priority number 15 under this plan. This addition is based on a
citizen request from Mrs. Kelly Boyd (please refer to the letter at the end of this plan).
Staff would like to discuss various projects within the proposed Hardsurface Road Improvement
category with the Transportation Committee. VDOT representatives have expressed concern
with the ability to acquire the necessary right-of-way for some of these projects. It may be
prudent to revise the scope of some of these projects or recommend that they be eliminated from
the plan. Staff would also like to discuss a VDOT proposal to apply plant mix to various high
density residential subdivision throughout the county to assist with the annual maintenance
program.
MAJOR ROAD IMPROVEMENT PROJECTS
Major road improvement projects command the reconstruction of hardsurfaced roads to enhance
public safety. Improvements required for road width, road alignment, road strength, and road
gradient are considered major road improvement projects.

Incidental construction projects are defined as minor construction projects that cost less than
$100,000. Examples involve drainage improvements, site distance improvements, spot widening,
replacing overflow pipes with box culverts, and the application of cold mix on existing road surfaces.
The Virginia Department of Transportation determines if a proposed projects qualifies for Incidental
Construction based on the overall scope of the improvement.

To whom it may concern:
I am composing this letter in reference to the road conditions on Route 629 (Laurel Grove Read)
in the Winchester/Cedar Creek area. We purchased a lot -of 30 acres on Rt. 629 between Cedar Creek
Grade and Mt. Williams. When I spoke with a representative from VDOT regarding our driveway
entrance I was told that there has been many complaints regarding the condition/visualization on this
road. There is very poor visualization on this road around the 4 sharp "S" shaped turns. My husband has
already been in an accident on one of these turns that caused almost $1000.00 worth of damage to his
vehicle. This occured because neither of the drivers could see the other coming aroung these turns. Also
the entrance off of Rt. 629 onto Cedar Creek Grade has poor visibility. Several weeks ago an accident
occured there because the driver coming off of our road could not see the driver approaching him off !)f
the incline. As with most residents on our road I have small children and worry about their safety.
I am also amazed by the amount of traffic on this road. As you may know eve have a low lying
bridge that has been washed out several times completely this past winter. It has not been properly
restored since. The washboard inclines/declines and pot holes are terrible. I know many residents on this
road and we are all concerned about the effects of these problems on our vehicles. I have replaced or
patched 3 tires on my vehicles since we moved in May.
I know the county is very busy with road maintenance this time of year and many people are
probably waiting for road pavement, etc. but I do appreciate your time, concerns and your attention to
this matter. If you would like to speak with me regarding any of these issues please contact me.
I am curious as to what kind of plans, if any, exist to repair our road?
