The Frederick County Transportation Committee will conduct a public hearing at 7.-00p.m. on
Tuesday, September 12, 1995, in the Board of Supervisors meeting room of the Old Frederick
County Court Hoare, 9 Court Square, Winchester, Virginia. The purpose of this hearing is to
consider public requests for road improvements throughout Frederick County and within the
towns of Stephens City and Middletown. Recommended road improvements from the 1995-1996
plan and new road improvement requests will be the focus of the update of the 1996-1997
Frederick County Secondary Road Improvement Plan.
Included in this agenda is the proposed draft of the 1996-1997 Frederick County Secondary Road
Improvement Plan. Also included is citizen correspondence describing proposed road
improvements for the committee's consideration. Staff asks that the Transportation Committee
consider this information and provide a recommendation for this plan that will be forwarded to
the Planning Commission and Board of Supervisors for final resolution.

Major road improvement projects command the reconstruction of hardsurfaced roads to enhance
public safety. Improvements required for road width, road alignment, road strength, and road
gradient are considered major road improvement projects.

Hardsurface road improvement projects provide impervious resurfacing and reconstruction of
non-hardsurfaced secondary roads. Hardsurface improvements are considered primarily by the
average daily traffic count for these secondary roads.

Incidental construction projects are defined as minor construction projects that cost less than
$100,000. Examples involve drainage improvements, site distance improvements, spot
widening, replacing overflow pipes with box culverts, and the application of cold mix on
existing road surfaces. The Virginia Department of Transportation determines if a proposed
projects qualifies for Incidental Construction based on the overall scope of the improvement.

SECONDARY ROAD IMPROVEMENT PLAN
NEW PROJECT REQUESTS
Included in this section of the agenda are five requests for consideration by the
Transportation Committee. Two of these requests regard hardsurface improvements to
Adams Road (Rt. 689) and Carters Lane (Rt. 629). The remaining three requests regard
road improvements to Adams -Road (Rt. 689), Wardensville Grade (Rt. 608) and Back Creek
Road (Route 704).
Staff has provided the Transportation Committee with a copy of each correspondence for
your review. This correspondence is divided into two categories - Hardsurface Requests,
and Other Road improvements. Staff asks that committee members review this information
for discussion. Staff will provide additional information regarding each request during the
public hearing of September 12, 1995. Please contact our department if you have any

I am belatedly and apologetically responding to your letter of June 7th, regarding
constituents request for improvements to Route 689 in Frederick County.
In previous secondary improvement plans, we had set up some spot
improvements on portions of Route 689. These are to be accomplished during the
current fiscal year.
The hearing for the Secondary Improvement Program will be held the evening of
September 12, 1995, at 7:00 p.m. in the Frederick County Board of Supervisors meeting
room in the old Courthouse.
If Mr. Bossick's group would like further information, we would be happy to
furnish it to them. Of primary importance is an indication by the participating group that
all of the property owners living along Route 689 are willing to donate the right of way to
the state necessary for the improvement reconstruction of the road. We are not able to
purchase right of way on this type of improvement.
We look forward to hearing from them further on the evening of September 12th.

The following signed individuals are requesting the up-
grading of county road 689/Adams Rd. from gravel to a paved
surface with the following thoughts in mind.
The loose gravel along its entir:ity and the very narrow
section between the low water bridc-e and Scuttlebutt Lane
present a safty issue. Many of the individuals listed relayed
near misses or other driving difficulties because of the condition
of the road. Most express concerns for the School Bus traffic.
We are hoping that by upgrading the road the maintenence
cost over time can be reduced. We have -an -."Adopt a Highway"'
program in place to keep our road clean and presentable.
There has also been an increase in the use of the road due
to an increased population. There have been four new homes built =
since 1992 -and recent activity of surveyers/perk testing indicate
the possiblity of several more in the near future.
Therefore we submit this request for your consideration.

Virginia Department of Transportation to widen and pave
our road.
We understand that State Route 649 (Springdale Road)
with half the traffic count - according to a 1993 VDOT
road count - is currently being widened and paved.
We are willing to work with the highway department to
provide necessary right-of-ways to complete the
project. If necessary, we will consider providing 1000

I thank you and your colleagues for spending time with Cdr. Dresel and myself,
inspecting Route 689 (Adams Road). I apologize for not forwarding our comments and
suggestions for improvements to the road sooner. On the enclosed site map sent to us by Mr.
Evan A. Wyatt, Cdr. Dresel and I marked sites in the order of importance. At 9 of these sites, we
believe lowering the crest or widening will improve driveability and safety for the residents.
Improvements suggested are as follows:
1st drainage - 1109 Adams - correction in front of
2nd, 3rd lower crest of road - sight improvement
4th widen road
5th widen road and straighten at VDOT's discretion
6th thru 10th widen road
If you have any questions or if I can assist in any way, please contact me (888 1425).
For your information, Cdr. and Mrs. Dresel left the area last week. I hope that these suggested
improvements can still be incorporated in VDOT's 1995/96 road improvement plan.

RE: Route 608 - Frederick County
am writing to follow up the telephone call I made July 19th to your home. It was
in response to the Highway Helpline call you made on Monday, July 17th.
understand your frustration at wanting to have the low water bridge (at Miss
Barney's) replaced or at least scheduled for replacement.
The situation with this bridge is it has been identified for replacement. The
Frederick County Board of Supervisors and VDOT have placed it in the approved listing
of projects at priority Number 7. 1 have enclosed a copy of the approved priority listings
for the various categories of the plan.
The project is unscheduled currently. We project our construction monies ahead
six years. Route 608 over Back Creek is just beyond the projection of funds. When we
re -do the plan this coming fall, it is possible it can be scheduled based on the available
projected funds and the estimated construction cost.

THE PROBLEM :
Keith Lineweaver calld to represent his community concerning the low water
bridge, called Back Creek. Cross Junction headquarters told him to contact us.
T' v said it has been in the works for 6+ years, but nothing has been yet.
K ch is concerned about accident that will continue to occur.
THE SOLUTION:
Spoke with William Bushman, Resident Engineer. Informed citizen this is on the
priorty construction budget after completion of the 6 Year Plan in that county.
We are advising him, in detail, by a letter of today's date, exactly what this
entails.

I'm writing concerning the improvements to Rt. 704 (Back Creek Road) between Rt. 751 at Gore
and the West Virginia Line.
When we reviewed this during the winter of 1994-95 we agreed that we would prepare the
shoulders and erect guardrail at three different locations. Furthermore, if fiords were available,
we would work on one of the curves near Gore.
Since that time, we have had other citizen requests for improvements on Rt. 704 at .4 mile south
of the present end of hard surface. In reviewing their request in the field, we have determined
that this is a higher need than the curve which we discussed with you. Therefore, it is our
intention to use any fluids which were left over from the guardrail installation to attempt to
improve the section at .4 mile south of the present end of hard surface.
While we recognize that this is a change in location from what we had discussed last winter, I
hope you understand that we are attempting to improve the most critical locations on the road
and satisfy the users.

I am writing in response to your letter of June 2, 1995 concerning the safety measures which are underway on Route
704 (Back Creek Road) in Frederick County.
You specifically questioned why we were working on the hard surface portion and not on the section located at .4
mile south of the end of the hard surface. Route 704 between Rt. 751 at Gore and the West Virginia Line has
several requests to the Frederick County Board of Supervisors and the Virginia Department of Transportation for
improvements over the past several years. The Board and the Department agreed to set up funding in the 1995-96
._and the 1996-97 Secondary Improvement Budget to address some of these concerns.
We reviewed Route 704 during the 1994-95 winter months and determined that the most critical conditions were
the three locations where we have recently completed the installation of guardrail.
We do agree that your request for improvements on Route 704 at .4 mile south of the end of the hard surface is
legitimate. Mr. Dave Heironimus, Superintendent at the Cross Junction Area Hdgts., will be performing some brush
cutting in this area and erection of delineators in the reasonably near future.
We will perform some additional engineering studies on this section of roadway during the 1995-96 winter,
including a drainage study to determine what would be the appropriate method to improve this section of roadway.
When that is completed, we will pursue any additional right-of-way needed, movement of utilities, environmental
permits, etc. which may be needed to effect this improvement. Once all this has been completed, we will move
forward with the actual improvements.
We sincerely appreciate your interest in the improvements of Route 704 (Back Creek Road). Please feel free to
contact us if you desire to discuss these matters fiuther.

Dear Mr. Bushman:
My concern regards the upgrading of safety measures on Back Creek Road (Route 704) in -
Frederick County which is currently under way.
After observing no activity on the gravel portion of Back Creek Road, I learned from Foreman
Dave Heironiinous that none is planned beyond the black -top section south of Gore. I find
this oversight astounding.
I have personally appealed on several occasions for increasing the safety of the crossing of
Back Creek .4 mile south of the end of the black -top where a blind curve negotiates a culvert
that is one -lane wide with no side rails.
The needs of this point are to:
1. widen the road
2. place guard rail sides
3. remove vegetation to improve visibility.
I ask inclusion of this project in the current funding for action immediately. For evidence of
my concerns, I refer you to the school bus drivers who travel this road daily.
(Actually, with a swap of land, this curve could be eliminated and the culvert crossing moved
by cutting the road straight through at the neck of the curve.)
Your immediate attention to this matter would be most appreciated.
