The purpose of this public hearing is for the update of the 1995-1996 Frederick County Secondary Road Improvement Plan. Staff will provide information regarding requests for inclusion in this year's plan, and consideration of public input will follow. The Transportation Committee will recommend a final version of this plan that will be forwarded to the Planning Commission and Board of Supervisors. Staff asks that all committee members provide input as to potential road improvements within your district. Examples involve drainage improvements, site distance improvements, spot widening, replacing overflow pipes with box culverts, and the application of cold mix on existing road surfaces. These requests involve improvements to Back Creek Road (Rt. 704), Arbor Court (Route 1000), Canterburg Road (Rt. 636), and Ridings Mill Road (Rt. 709). The following provides a description of each request: 1) Back Creek Road (Rt. 704) This road segment is already included in the Secondary Road Plan, and is represented in each category (Major Road Improvement, Hardsurface Road Improvement Plan, and Incidental Construction). The purpose of this request is to ask that the Major Road Improvements and Hardsurface Road Improvements be considered as an item of higher priority. Currently this road segment is #35 on the Major Road Improvement Plan, and #18 on the Hardsurface Road Improvement Plan. This road segment is scheduled for spot widening and guardrail installation during the 1995-1996 fiscal year. 2) Arbor Court (Rt. 1000) This road segment provides access to Glaize Truss Manufacturing and Blue Ridge Industries from Victory Road (Rt. 728). The Economic Development Commission (EDC) is working with VDOT to secure Industrial Access Funding (IAF) for this road segment. EDC has asked the Transportation Committee to add this road to the Secondary Road Improvement Plan as a fallback position in the event the IAF is not secured. This is not a state maintained road at this time; therefore, it does not qualify for inclusion in this plan. Staff will advise EDC and the businesses along this route of this fact. 3) Canterburg Road (Rt. 636) A request has been made to hardsurface this road segment. In order for secondary roads to qualify for hardsurfacing, they must have an average daily traffic count of at least 50. Currently, this road segment falls short of this requirement. Staff recommends that the Transportation Committee include this road segment during this year's update as an unscheduled project. The Transportation Committee can consider scheduling for this road segment during future plan updates once this criteria has been met. 4) Ridings Mill Road (Rt. 709) A request has been made to hardsurface this road segment. The average daily traffic counts for this road segment are 133 trips per day; therefore, this road segment qualifies. The applicant will provide VDOT and staff with a petition which supports this request. Staff recommends that this road segment be included during this year's update. 27 July 1988 P.O. Rhodes Supervisor Back Creek Managerial District Frederick County, VA Dear Mr. Rhodes: Enclosed are copies of two petitions expressing views of your constituents in the Gore area who reside along and/or use Route 704. Please bring these matters to the attention of your fellow supervisors as soon as possible. Photos of high banks needing guard rails, debris, and flooding are attached. The photos of debris along 704 have been made prior to removal of mattresses, stoves, etc. by area residents. Dumping continues to be/concern to the people living in this area. Roadside debris should be cleaned on a regular basis. Your support for improvement in the maintenance of roadsides is also sought. Both, mowing and ditch cleaning on a more frequent schedule results in flooding during periods of heavy rain. This obviously has not been a problem during this current dry period but it is a major problem when precipitation follows average patterns in this area. More frequent mowing with the weeds being cut more closely is needed. Many of the signers would also like to meet with you to discuss the foregoing as well as other matters. You had expressed an intent to hold such meetings during the recent election. Have you scheduled any such meetings as yet? Please advise us on this matter. Tierney Deputy Planning Director Frederick County 9 Court Square Winchester, VA 22601 Dear Mr. Tierney: As discussed during the Transportation Committee Meeting of 10/2/89 inclosed is a copy of a petition bearing 122 signatures requesting safety improvements to Route 704 in Frederick County. Also, inclosed are 2 photos, representative of a 24 -photo display previously submitted, indicative of the inherrent dangers caused by a narrow winding road that has many high unguarded banks on the east side. The petition was submitted to Supervisor R. Rhodes on 7/27/88. On 10/3/89 Mr. Rhodes informed us the petition and photo display were given to Mr. Riley last summer and copies were made for all committee members at that time. These dangerous conditions have caused 5 or more accidents over the past few years, including a bus carrying scouts which overturned into the creek at a high bank that had no shoulder or guard rail. Another accident involved a car hitting a tree to avoid oncoming traffic. We would appreciate your efforts to correct these conditions before a very serious or fatal accident occurs. Installation of guard rails and NO DUMPING SIGNS should be considered as promptly as possible. During the above -meeting we discussed the widening of the paved portion of this road as a priority over waiting until the unpaved portion could be improved. Route 704, which runs in a southerly direction from Gore to the West Virginia line, has extra heavy usage nine months of the year due to seasonal traffic going to the Boy Scout's Camp Rock Enon, and to the Cove Recreation Area. This road has numerous sections which are inherently dangerous due to inadequate width and high unprotected road banks. Widening, and quardrails where needed, to eliminate these dangerous conditions are sought. 2. Route 704 has never been completely Paved beyond the BSA Camp. Camplete hardsurfacing of this road is also sought. 3. Erect "NO LITTERING" and "NO DUMPING" signs, indicating fine for violations on each. Blue Ridge Industries constructed their original facility in 1990, and because of right-of-way difficulties, the roadway was constructed to serve from Victory Lane to the Glaize Truss plant, ending the improvements before reaching to the Blue Ridge tract which, from the original plans, looks like an extended cul-de-sac. In addition, KT Design, a machine shop which is expanding, has a contract for a building on property immediately north of the Blue Ridge tract. Now that Blue Ridge has expanded twice, and KT Design once it is time to complete these improvements to serve both these industries and combine the road improvements into one project. John Good informs me that the right-of- way appears to be obtainable. The purpose of this memo is to advise the County Transportation Committee that we have a current Industrial Access Road application pending and are hopeful that the documentation that both industries have provided will qualify sufficient investment to pay for the project out of these funds. Our request from the Committee is that should other funds be required to complete the project that it be included in the County's Secondary Road Improvement Plan. White 1571 Double Church Road Stephens City, VA 22655 RE: Frederick County Secondary Road Improvement Plan Dear Mr. White: Recently, Jim Golladay contacted our department to discuss the potential for including a portion of Canterburg Road (Route 636) in the Frederick County Secondary Road Improvement Plan. This portion of Canterburg Road involves the segment between Double Church Road (Route 641) and Grim Road (Route 640). This road segment was included in the 1988 Frederick County Road Improvement Plan as priority number nine under the new hard surface road section. Unfortunately, it was removed from the plan because the property owners would not donate the necessary right-of-way to the Virginia Department of Transportation (VDOT). The criteria for having VDOT hard surface any road segment includes donated right-of-way by all property owners, and an average vehicle per day count of 50. Our department received the latest secondary road counts for Frederick County on July 13, 1994. According to this report, this segment of Canterburg Road has an average vehicle count of 46. Although this falls short of the requirement, I believe that it would be prudent to place this road segment on the plan during our annual update, which will be conducted in September. Hopefully, the average vehicle count will be well over 50 when funding is available for this project. In order to include this request on the next plan update, it will be necessary for you to provide our department with specific information. I will need a letter drafted which states the desired improvements, the location of these improvements, and any additional information (pictures, petitions, letters, etc.) that you may have.
